Two of the proposed lots are only one (1) acre each. The Department recommends that these applications be denied, for the following reasons: 1) The ratio of houses per acre on these two lots exceeds the ratio which we recommend for development. Development of this density can adversely impact shallow groundwater. Increasing lot size allows for adequate dilution and attenuation of wastes discharges through a subsurface septic system. We currently recommend a minimum of two (2) acres per home for this type of development. 2) Developments of this density (1 home per 1 acre) constrict area available for a replacement septic system in the event of system failure. A septic system should operate for approximately 20 years before it will need replaced. After 20 years the lots would likely be developed. It has been our experience that after development there is not adequate area for replacement systems. In the event this application is approved, we recommend the following condition to be part of any approval: 1) The Environmental Protection Division of the Weld County Health Department was unable to locate septic permits for either of the septic systems currently serving the two (2) homes involved in these applications. Projected traffic along this portion of State Highway (SH) 263 indicates the need for a 150 foot total ROW, 75 feet each side of the highway centerline. Additional width to meet the projected need should be protected by reservation or preferably, dedication as permitted by County regulations. ACCESS It appears that access to both lots will come by way of the existing access. It is unlikely that the proposed residence will cause significant impact to the state highway to warrant access improvements. The Department offers no comment regarding access. UTILITIES If new utility lines or connections are necessary in the state highway ROW, a utility permit will be required. The Greeley Planning Staff has decided against a favorable recommendation for both of these proposals because of the following: The City of Greeley's Comprehensive Plan Section 5 states "When developing in the vicinity of the Weld County Airport, all development is encouraged to comply with the following compatibility standards: 5.1 (III B-32)Noise Contour>65 Ldn--the average day/night decibel level 5.1.1 (III B- 32) Only land uses directly related to the airport should be permitted." According to the Greeley-Weld County Airport Land Use Plan Map,this site appears to be located well within the Traffic Pattern Airspace/65 Ldn zone. In fact,much of the Tokuyasu's land lies within the Runway Critical Zone. Because the proposal in question is residential in nature and not related to the airport, staff is recommending against this proposal. Presently,this site is beyond the City's Long Range Expected Growth Area(LREGA). The resulting density associated with this project falls within the parameters as approved by the Greeley Planning Commission for proposals outside the LREGA. Should the County Commissioners decide to approve these proposals,the Greeley Planning Staff recommends that, as part of the approval, land be dedicated as right-of-way along Highway 263 that would ensure an overall width of 100' (50'from property line to r-o-w centerline).This request assumes that the existing r-o-w is less than 100'.
