I spoke with Floyd Oliver on Monday. June 22, 1998, and he had indicated that he would get the Colorado State Access Permit that same day from the Greeley Office of the Colorado Department of Transportation. He stated that this has been the cause of the delay of improvements to WCR 5.5. Referring-to Items 1 through 8 of the Road Maintenance and Improvement Agreement (Off Site) dated October 9, 1996, the applicant is currently paving sections of roads and cul-de-sacs in the Third Filing of the Meadow Vale Farms PUD. I would like to have the developer supply a construction schedule for upgrading, realigning, and paving of WCR 5.5 with construction completed in 1998. I spoke with Gloria Idler at the Colorado Department of Transportation today and she indicated Mr. Oliver could pick up the permit on Wednesday, July 1, 1998. I recommend a planner be assigned to this case to monitor the internal phases or filings as to collateral, sidewalks, landscaping requirements, and street signs. This amendment would allow for the Certificate of Occupancy to be released for houses constructed in the 2nd filing of Meadow Vale Subdivision prior to the re-alignment of Weld County road 5.5. The Department of Planning Service's staff does not have any concerns with the request as long as the following conditions are met: 1. Meadow Vale Subdivision will be limited to no more than 35 Certificates of Occupancy until the re- alignment of Weld County Road 5.5 has been completed. 2. The improvements for re-aligned Weld County Road 5.5 will be constructed no later than July 1,1998. 3. The existing improvements agreement must be amended to allow for the changes being proposed. r It is my intention to work with the developer and representatives to amend the existing Improvements Agreement by the end of the month of November. KBN Project No. 96053 Dear Tess: As we have discussed the development of Meadow Vale Farm Subdivision includes relocating Weld County Road 5.5 to the east of its current location. This relocation will allow the construction of a perpendicular access with Highway 119. In conjunction with this re-alignment of the county road, acceleration and deceleration lanes will be required on Highway 119. This letter is a request to CDOT to allow the construction of a temporary right-turn deceleration lane for westbound traffic on 119 at existing Weld County Road 5.5. The traffic study for Meadow Vale Farm Subdivision completed in March, 1995 indicated that 10 dwelling units could be built before a right-turn deceleration lane would be required. At this time there are six houses occupied, two with certificates of occupancy that have not been sold, five that will be occupied by the end of the year, and eight more homes under various stages of construction. As can be seen,the total number of houses built will be above 10 before next spring. KBN Engineers have applied for a Change of Deeded Access Control Line from CDOT and are in the process of final design for the realigned Weld County Road 5.5, which includes the necessary acceleration and deceleration lanes on Highway 119. However, this work can probably not be completed, approved and constructed prior to the asphalt plants closing this fall. For this reason we would like to construct the temporary deceleration lane this fall to keep the development of Meadow Vale Farm Subdivision moving forward through the winter months. It is still our plan to finish design of the re-aligned Weld County Road 5.5 this fall, get approval from CDOT as soon as possible and construct the improvements when the asphalt plants open in the spring of 1998. The improvements for re-aligned Weld County Road 5.5 will be constructed no later than July 1, 1998.
