Attached please find an application for Use by Special Review for David Reeve's property. The
application package consists of the following information:
1. Original Application form plus 19 copies
2. 10 copies of the Special Review plat map
3. One 8-1/2" x 11" reduced copy of the Special Review plat
4. Original Special Review use questionnaire plus 19 copies
5. Original Weld County Road Access Information Sheet plus 9 copies
6. One copy of document showing evidence of adequate water supply
7. A copy of the Warranty Deed
8. One copy of the soils report
9. $1,100.00 application fee

11. Title Commitment of property owned by Stan Olson (This property is a portion
of this larger parcel)
On the Special Review plat map we have shown the location of the surrounding property owners to the
best of our knowledge. Unfortunately, due to the limited amount of time we had to compile the
application package, we were unable to acquire an affidavit and certified list of names and addresses
of surface owners within 500 feet of the property by today. We have notified the Title Company that
the information is needed as soon as possible and they said that they should be able to get it to us by
early next week. We will bring you the information as soon as we receive it.
We would also like to request a waiver of the affidavit and certified list of names and addresses of
mineral owners and lessees of minerals. We have enclosed a copy of the title commitment for the
Olson property (the Reeve property is part of this larger parcel) that lists mineral leases in the
exceptions. This is a 5.23 acre residential lot of a recorded exemption and there are no visible oil and
gas facilities on the property. Based on your discussion with Barb Brunk, it is our understanding that
the required setback from a residential structure to an oil or gas facility is 300 feet. The red line on the
attached aerial represents this setback. The proposed structure is within this area and will not impact
any lessee's ability to drill on this site. Based on the existing structures and required setbacks, it is
highly unlikely that there would be additional oil and gas development on this 5.23 acre property.
However, if the County determines that certification regarding mineral owners and lessees of minerals
is required, we will provide the information.

This is a request to erect a 1760 square foot modular home on the
Reeve family's 5.23 acre property to house a small home business.
The business would be a violin shop in which Mr. and Mrs. Reeve
would make, repair, restore, and sell Violins, Violas, Cellos, and
Basses. Reeve Violins is an established business and the majority of
its customers are professional musicians from various cities in the
United States. The company generally ships the violins to clients and
does not desire to-increase or promote walk-in customers. The
company outgrew its location in the Reeve's previous home in
Longmont and, therefore, needed a larger shop space for convenience
and productivity. The proposed modular home was specially designed
to be used as a shop for Reeve Violins.
1. How is this proposal consistent with the Weld County Comprehensive Plan?
According to the Weld County Comprehensive Plan, one of the Commercial Goals is to
"Expand and diversify the commercial economic base." Reeve Violins is a unique business
that would diversify the commercial economic base for Weld County.
Another Commercial Goal of the Comprehensive Plan is to "Provide for the compatibility of
commercial land uses with surrounding land uses." The Reeve family resides on their property
making the primary-land use of the property residential. Directly west of the Reeve's property
is Gerard's Bakery. The violin shop being proposed would be located on the Reeve's property
between the family home and Gerard's Bakery. This setup makes for a smooth transition from
a commercial/industrial land use to a residential land use.
2. How does this proposal meet the intent of the zone district it is located in?
According to the Zoning Code, "The A District is also intended to provide areas for the conduct
of Uses by Special Review which have been determined to be more intense or to have a
potentially greater impact than Uses Allowed by Right." Home businesses are considered a
Use by Special Review according to the Zoning Code. Reeve Violins is considered a Home
Business for the following reasons:
1. Reeve Violins is an incidental use to the primary residential use of the property
which will serve the purpose of gainfully employing Mr. and Mrs. Reeve who
reside on the property.
2. The violin business will be conducted primarily within the proposed accessory
structure.
3. The character of the property will not be changed by having Reeve Violins
operate on this site.

3. How is this compatible with future development as stated in the Weld County
Comprehensive Plan?
The Future Land Use Section of the Comprehensive Plan stresses the importance of having
knowledge of the future surrounding land uses planned for the area so that there will be long
term desirability. The Reeve property is within the Town of Frederick's Planning Area.
According to Frederick's Comprehensive Plan, the future urban land use planned for the area
is industrial, residential, and open space. The proposed violin shop would not be in conflict
with any of these future land uses.
4. What type of uses surround this site? Is this request compatible with surrounding
uses?
The Reeve property is surrounded by agricultural land to the north, south and east and
Gerard's Bakery is to the west. All of these uses are compatible with the uses on the Reeve
property.
5. Is this property located within a Flood Hazard Zone, Geologic Hazard Zone, or Airport
Overlay Zone - and does it meet these special requirements?
The Reeve property is not located in the Flood Hazard Zone, Geologic Hazard Zone, or Airport
Overlay Zone.
6. What efforts have been made to conserve productive agricultural land?
The structure, that would house Reeve Violins, will not use any land which has been used for
crop production.
7. How will public health, safety, and welfare be protected?
A maximum of 3 to 4 customers may visit Reeve Violins per day in their personal vehicles. All
work related to the business will be completed in the enclosed shop building and very few
business related trips will be taken off the property by Mr. or Mrs. Reeve. There will be no off-
site impacts that will negatively affect the health, safety, and welfare of the inhabitants of the
neighborhood or the County.
8. What will the site be used for?
The site will be used for a residence for the Reeve family and for the Reeve Violins business.
9. How close is this site to other residential structures?
This site is approximately one half mile away from other residential structures.
10. How many people will be employed at this site and what hours will they work?
Mr. and Mrs. Reeve will be the only two people employed on the site. They will work from
10:00 am to 5:00 pm Wednesday, Thursday and Friday and from 10:00 am to noon on
Saturday.

11. How many people will use this site?
There are a total of five people in the Reeve family that reside on this site. Mr. and Mrs.
Reeve will be the only two who will work with the Reeve Violin business. There may be up to
3 to 4 customers that visit Reeve Violins on any given business day.
12. What type and how many animals, if any, will be on this site?
The only animal on the site is a cat. There are no livestock on the site.
13. What type and how much, if any, operating and processing equipment will be utilized on
site?
There will be a Mill Room within the structure used for the violin business. In this room saws
and sanders will be used.
14. What type and how many structures will be erected (built) on this site?
One new modular home, which will be specially designed and used for Reeve Violin purposes
only, will be erected on this site. A floor plan of the modular home is attached for your
information.
15. What kind (type, size, weight) of vehicles will access this site and how often?
The Reeve family has eight licensed vehicles on their property which they may use for
personal trips. Customers that come to Reeve Violins generally drive passenger cars and
trucks. There may be up to 3 or 4 customers that visit the site during business hours and it is
rare for Mr. or Mrs. Reeve to make a business related trip off the property.
16. Will this site use a septic system or public sewer facilities?
Saint Vrain Sanitation District will provide sewer service to this site.
17. Are you proposing storage or stockpile of wastes on this site? If so, what is the size
and type proposed?
No storage or stockpile of wastes will be on this site.
18. How often will be debris, junk, or waste be disposed of? By what means?
All debris and-waste will be picked up once a week by Tri-Area Rubbish.
19. How long will it take to construct this site and when will construction begin?
The modular home would be erected as soon as a use by special review is granted and a
building permit is obtained. It would take approximately 2 to 3 weeks to erect the structure.
