A public hearing was conducted on February 5, 1997, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated January 8, 1997, and duly published January 16,
1997, in the South Weld Sun, a public hearing was conducted to consider the request of
Del Camino South, do Donald Park, Park Engineering Consultants, for Change of Zone#502 from
A(Agricultural)to PUD (Planned Unit Development) allowing C-4, I-1, and 1-2 uses. Lee Morrison,
Assistant County Attorney, made this a matter of record. Kern Keithley, Department of Planning
Services representative, presented a brief summary of the proposal and entered the favorable
recommendation of the Planning Commission into the record as written. Ms. Keithley noted the
proposal is within the MUD (Mixed Use Development)Area and Ordinance No. 191 is applicable.
Don Park, Park Engineering Consultants, represented the owner and stated this same group
developed Del Camino Center and this development will be very similar. He confirmed all
Conditions of Approval are agreeable. Robert Konkle, surrounding property owner, questioned the
compatibility of this proposal, noting concern for the residents on the rear side of the development
since there is no buffer and residential proposed in the PUD. Ms. Keithley clarified this hearing is
for the Change of Zone only, and buffering, landscaping, compatibility, etc. will be incorporated into
the Final Plan for the employment center. Responding to questions from the Board and Sharon
Hopper, surrounding property owner, Ms. Keithley read from the MUD Ordinance No. 191
regarding screening and confirmed other specifics permitted will be discussed at the Final Plan
hearing, which is a public hearing for which surrounding property owners will be notified. Mr. Park
discussed the concept process which includes buffering and confirmed he is aware of the
responsibilities of a developer within the MUD Area. He also noted the west side of the property
is in a flood plain; therefore, a natural buffer will be retained. Commissioner Hall moved to approve
the request of Del Camino South, do Donald Park, Park Engineering Consultants, for Change of
Zone #502 from A (Agricultural) to PUD (Planned Unit Development) allowing C-4, I-1, and 1-2
uses, based on the recommendations of the Planning staff and the Planning Commission, with the
Conditions of Approval as entered into the record. The motion was seconded by Commissioner
Webster, and it carried unanimously.
