Vista Commercial Center, Phase II
Dear Mr. Goranson:
I have reviewed the submitted materials for compliance with the adopted codes and
standards of the Fire District. The project is within the boundaries of the Fire District
and will receive service from the District. The Fire District has no objections to the
project, if the requirements of the District can be met. Based on my review, I have the
following comments:
1. The Fire District remains concerned about the water supply for fire protection
purposes. The most recent hydrant tests in this area indicate an unreasonably
long delay in developing fire flows, apparently because of the lag time in
opening the pressure reducing station in the interconnection between the Left
Hand and Central Weld Water Districts in Del Camino. Even after the opening
of the pressure reducing station had been confirmed by visual examination, the
available fire flow was about 2,000 gallons per minute at 20 pounds per square
inch. This is less than the 2,500 gallons per minute required for this
subdivision. I have not been able to determine a definite schedule for the
construction of the Left Hand water tank in the Del Camino area.
The Fire District's position remains the same as outlined in my letter, dated
December 5, 1996, to Pickett Engineering. The Fire District has no objections
to the subdivision going forward, up to the point of applying for building
permits. The developers need to continue to recognize the risk that adequate
water supplies may not be available. This would preclude building in the

2. Submit plans for the water mains and hydrant locations in Phase II to the Fire
District for approval prior to beginning installation. (Uniform Fire Code Section
901.2.2.2)
3. Street signs are required at all street intersections. If standard street signs are
used, the signs do not need to be submitted to the Fire District for approval. If
signs other than standard signs are used, then the signs need to be submitted for
approval. (Uniform Fire Code Section 901.4.5)

The Weld County Public Works Department has reviewed this proposal; the following comments
are recommended to be a part of any approval:
1. Referring to my original memorandum dated October 11, 1996, Item#6, "Filing II needs to
comply with the Weld County Subdivision Ordinance 10.2.1.11.3.” The applicant needs to
make sure that both sides of the section line is designated County right-of-way. The
applicant needs to obtain dedication from the abutting property owners on WCR 3, if not
already in place.
2. The applicant has submitted the drainage report for Filing I and II. This needs to be signed
and stamped by a professional engineer, and the calculations need to be provided with the
report. I have no conflict with these items.
3. In Filing II, the Road Maintenance and Improvements Agreement and the Off-Site
Agreement include the internal roads, the agreement to improve WCR 3 to a minimum of
three-lane sections south of State Highway 119, and the completion of the internal streets
within Filing II. Please be sure a signed original of each of the Agreements accompany the
packet for Board action. These agreements will be reviewed by our legal staff prior to
approval by the County.
The applicant has indicated that the internal road systems will be built to County standards and has
requested that the County will accept it for maintenance.
