RE: APPROVE 1999-2000 COLORADO WORKS ALLOCATION (WAC) AND
MAINTENANCE OF EFFORT (MOE) BID AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 1999-2000 Colorado Works
Allocation (WAC) and Maintenance of Effort (MOE) Bid from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Social Services, to Colorado Counties, Inc., with terms and conditions being as
stated in said bid, and
WHEREAS, after review, the Board deems it advisable to approve said bid, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the 1999-2000 Colorado
Works Allocation (\VAC) and Maintenance of Effort (MOE) Bid from the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of
the Department of Social Services, to Colorado Counties, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said bid.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 14th day of April, A.D., 1999.

RE: Colorado Works Allocation(WAC) and Maintenance of Effort
(MOE) Bid for SFY1999-2000
Enclosed for Board approval is a Colorado Works Allocation(WAC) and Maintenance of Effort
(MOE) Bid for SF Y1999-2000. This bid will be submitted to the Colorado Works Allocation
Committee.
Our bid for the SFY1999-2000 is $3,600,000. The components of our bid are as follows:
1. The bid is based on projected expenditures for SFY1998-1999 expenditures and on
actual expenditures from July 1, 1998 through December 31, 1998. This amount is
$2.,600,000.
2. The estimated amount of Colorado Works Allocation Transfer to the Child Care Block
Grant Program is $1,000,000.
3. We do not project a need to transfer any amount of the Colorado Works Allocation to the
Child Welfare Allocation. We are projecting to be within our allocation, based on this
year's funding methodology for Child Welfare Allocations.
4. Weld County has a County Reserve of $2,470,899 (SFY1997-1998) and a projection of
$3,134,000 (projected for SFY1998-1999).
