RE: APPROVE MEMORANDUM OF UNDERSTANDING WITH ISLAND GROVE REGIONAL
TREATMENT CENTER, INC., AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Memorandum of Understanding between
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, and Island Grove Regional Treatment Center, Inc., with further terms and conditions
being as stated in said memorandum, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Memorandum of Understanding between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, and Island Grove
Regional Treatment Center, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized
to sign said memorandum.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 15th day of May, A.D., 1995.

MEMORANDUM OP UNDERSTANDING
AGREEMENT:
This Memorandum of Understanding is made this 15th day of May , 1995, between
Island Grove Regional Treatment Center, Inc. , ("Island Grove") and the County of Weld
("County") . The purpose of this agreement is to clearly establish the parameters around the
contribution of the land from the County to Island Grove which the 1140 'M' Street facility
has been built upon.
LAND VALUE:
The value of the land which was contributed by the County for the 1140 'M' Street Project was
estimated at $300,000 for this project, and its value was used as a matching value to pursue
additional grants for the project.
REPAYMENT OF LAND VALUE:
The repayment of the land value at the 1140 'M' Street site will be amortized as an in-kind
contribution from the County over a five year period beginning January 1, 1995 through
December 31, 1999. This in-kind contribution is similar to the in-kind value of the
contributed facility at the Island Grove Park site as appraised by Island Grove's auditors.
REIMBURSEMENT FOR SERVICES:
This in-kind contribution will replace any financial responsibility that the County may have
for reimbursement of detoxification services rendered to County residents by Island Grove for
the five year period.
Prior to the end of this 'agreement, negotiations will ensue regarding an appropriate funding
level for services rendered to Weld County residents in the Detoxification Clinic. This
funding level will be based upon the circumstances at the time and commence January 1, 2000.
REPORTING:
Island Grove Center will forward to the County any appropriate reports as deemed necessary by
the County Commissioners as requested on an annual basis. This request could include
numbers and demographics of clients served or a copy of our annual audit.
