BOxA _GREELEY,bOLOPADO 80632 Ink 1995 PFC 20 RI 2: 0I CLERK TO THE EC= r[) COLORADO TO: Dale K. Hall, Chairman, Board of County Commissioners FROM: Judy Griego, Director, Department of Social Service SUBJECT: COLORADO NAHRO DATABASE AGREEMEN DATE: December 4, 1995 As discused at the Housing Authority Work Session of December 4, 1995, Colorado NAHRO has _developed a database tracking system for Section 8 tenants or landlords who owe money to a housing authority. Based on HUD regulations, housing authorities may refuse assistance to applicants who owe money to another housing authority or the housing authority may require that the applicant pay the claim prior to admittance. Prior to this program, there was no tracking system in place, so it was very difficult to determine if an applicant owed money to an other housing authority, unless the applicant told us. Under terms of the Agreement, should recoveries be collected, the housing authority is required to share ten per cent of the recovery with Colorado NAHRO. An issue to keep in mind is that this is money that probably would not have been collected, without the CONAHRO database system. An 800 telephone number is provided to access the system. This project is viewed as a model by HUD and other regions throughout the country. Staff recommendation is to accept the agreement and evaluate the effectiveness after one year.
