Our staff have also observed the proposed site. The application has satisfactorily addressed water and sewer service. Water will be provided by the North Weld County Water District, and sewer will be provided by the individual septic systems. As you are aware, our Department has also reviewed the Sketch Plan and the Change of Zone for this development. This application is very similar to the Change of Zone application. As a result, our recommended conditions will be similar to those that we submitted for the Change of Zone. They are as follows: 1) The applicant shall obtain water service from the North Weld County Water District. 2) Silt fences shall be maintained on the downgradient portion of the site during all phases of construction on all lots in the development. 3) A Weld County Septic Permit is required for the proposed home septic systems and shall be installed according to the Weld County Individual Sewage Disposal Regulations. All septic systems shall be installed a minimum of two hundred (200) feet from Lindies Lake, with the exception of lots 1 and 2, which must lie a minimum of one hundred fifty (150) feet from Lindies Lake. 4) The open space maintenance shall include removal of manure in a manner that will prevent nuisance conditions and not allow runoff into Lindies Lake. The manure piles shall not be allowed to exist or deteriorate to a condition that facilitates excessive odors, flies, insect pests or pollutant runoff. 5) The "Right to Farm" covenant shall be placed on the plat. This project falls primarily under the purview of the Weld County Planned Unit Development and Subdivision Ordinance Standards. Our requirements are as follows: 1. Improvements Agreement: I reviewed Exhibit A for improvements, unit costs, and estimated construction costs for the transportation portion of the PUD. Street grading, base, pavement, street sign, and street culverts all appear to have adequate costs. I have no conflict with the unit costs for the above items. This document needs to be signed and dated by the applicant. 2. County Maintenance: The applicant has requested Vista Lake Road in the Lindies Lake PUD be accepted for county maintenance. This road will be built to county standards using three inches of asphalt over six inches of road base. This will be a 24-foot wide road with four-foot gravel shoulders. This road cross section will meet the county subdivision road requirements. Weld County Public Works Department recommends that, when completed, the Lindies Lake PUD road be placed on the Weld County road system. 3. Final Storm Drainage Report: This report has been reviewed, calculations have been verified, and the report has been signed and stamped by a professional engineer. We have no conflict with this report. 4. Final Plat: A typical road cross section shall reflect four-foot gravel shoulders. This paved road will be built to County specifications using three inches of asphalt over six inches of road base. This will be 24-foot wide road with four-foot gravel shoulders. The requirements for acceptance includes a one year warranty period. Partial acceptance for snow removal will only be effective at the end of the one year warranty. At that time, a reinspection will be performed at the request of the applicant. If no repairs are needed, the 15% retainage will be released and the road accepted for full maintenance. This is designated on the Transportation Plan Map as a Collector Status road and requires 80 feet of right-of-way at full build out. There is now 60 feet. The most current count on WCR 51 was done in 1992 and was 364 vehicles in a 24 hour period. We will be redoing this particular location to get a more recent count. —The applicant is not identifying the use of the 10.9 acre Tract"A" ±. Will this be a green belt or a common area that _auld be utilized by the subdivision ? I have visited the site and observed the storm water drainage throughout the PUD. It appears that the flow is from west to east directly into the lake area. REQUIREMENTS: The applicant is indicating that the surface of the road will be 24feet of asphalt with a 65-foot cul de sac at the end of each driveway. There should be a typical cross section on the plat identifying width and depth of asphalt and base, width of shoulders, borrow pit ditches, and right-of-way. In referring to Subdivision Ordinance 10.2.1.13 regarding cul-de-sacs, there should be an outside pavement edge radius of 50 feet or more. This needs to be corrected on the plat drawing. The applicant needs to reserve an additional 10 feet of right-of-way through the Planned Unit Development section for future build out of WCR 51 Turning radiuses from WCR 51 into the PUD area should be a minimum of 20 feet. The asphalt should be the same grade at both locations. The applicant should submit a street name, and supply street name signs, to identify the internal road system.
