The Weld County Council met in regular session in full conformity with the Weld County Home Rule
Charter at the Budget Host Motel Meeting Room, 3814 West Highway 119, Longmont, CO at 7:30
p.m.
ROLL CALL: The meeting was called to order by Vice President Stephanie Hayward, and the
following members were present, constituting a quorum of the members thereof: Councilwoman Judy
Curtis and Councilman Ralph Campbell. President Jim Gardner and Councilwoman Pam Malcom
were excused.
Also present were Pat Persichino and Monica Daniels-Mika from the Weld County Planning
Department, and at least 18 County residents who signed the meeting attendance record.
APPROVAL OF DOCUMENTATION: Councilwoman Judy Curtis moved to approve the minutes of
the February 1, 1995 Council Meeting. Councilman Ralph Campbell seconded; the motion passed.

Meeting; Councilman Ralph Campbell seconded; the motion passed.
Vice President Stephanie Hayward read the Council's 1995 meeting schedule aloud from proposed
Resolution 106. Councilman Ralph Campbell moved to adopt Resolution 106. Councilwoman Judy
Curtis seconded; the motion passed.
ADDITIONS TO THE AGENDA: A bill from Greeley Plaque and Trophy had been added to the
agenda.
APPOINTMENTS: The Elected Officials Meeting on March 13 at 10:00 a.m. was discussed. It was
decided that Councilwoman Pam Malcom should represent the Council on KFKA's "Coffee Break"
talk show at 9:00 a.m., March 21. 1995.
CORRESPONDENCE: Vice President Stephanie Hayward noted the correspondence that had been
received.
PUBLIC COMMENTS: Vice President Stephanie Hayward introduced special guests, Monica
Daniels-Mika, Long Range Planner, and Planning Director Pat Persichino of the Weld County
Planning Department.
Ms. Daniels-Mika spoke about the proposed changes to the Weld County Comprehensive Plan which
were summarized in a handout that she distributed. She stated that these changes had been
recommended by a 15-member board appointed by the County Commissioners. Before May, 1995,
this group will be presenting the revised plan to the Commissioners as an ordinance.
Councilman Ralph Campbell asked Ms. Daniels-Mika to clarify the schedule of opportunities for public

in put on the Comprehensive Plan before it would be finalized by the Commissioners. Councilman
Ralph Campbell also began a discussion about the degree of "user friendliness" in the planning
process. Mr. Persichino and Ms. Daniels-Mika addressed the Planning Department's efforts to
streamline the system. Planning Director Pat Persichino took the names/addresses of citizens
wanting information including copies of the draft of the Comprehensive Plan.
County residents initiated the following topics which were also discussed:
The role of the Planning Commission in County government
Procedure to select persons to serve on the Planning Commission and the Comprehensive
Plan Committee
How much of the highway users' tax is returned to Weld County
Weld County's demographics and the WIN Campaign
Effect of Weld County's "bedroom communities" on volunteerism
The Windsor Beacon-source for County's published legal notices
Future of the former Country View Home on Road 32
Problems with oil and gas accesses
Improvements at Barbour State Park
COORDINATOR REPORTS: Councilman Ralph Campbell said that the Council should research the
oil and gas access problems in the area. Vice President Stephanie Hayward said that she would find
out about having a speaker talk about the WIN Campaign at a future Council meeting. She also will
report to citizens concerned about the future of Country View Home on Road 32.
OLD BUSINESS: July 4th Car Banner
This topic will be discussed when Councilwoman Pam Malcom can be present with the information.
Maintenance of Roads in Nunn
Councilwoman Judy Curtis had no further information on this topic at this time.
Workshop Passes and Mode of Payment
Passes for the April 3, 1995 workshop, "Handling Difficult People," were distributed. It was
determined that payment would be made the morning of the workshop by credit card.
Payment of the Bills
Councilman Ralph Campbell moved that the Council pay the bills as listed. Councilwoman Judy
Curtis seconded; the motion passed.

Legal Publication of Council's Out-of-Greeley Meetings
The secretary told the Council that County Attorney Bruce Barker had recommended that the Council
have an announcement of its out-of-Greeley meetings printed as a legal notice. Following discussion
with County residents, Councilman Ralph Campbell moved that the Council print an announcement of
its out-of-Greeley meetings as a legal notice. Councilman Judy Curtis seconded; the motion passed.
Secretarial Research Requests
The secretary is to gather names and telephone numbers needed by Councilmembers to enable
them to research the questions asked by County residents. The secretary should also send to
County residents the information they have requested of the Council.
ADJOURNMENT:
As there was no further business the meeting was adjourned at 9:30 p.m.
