Environmental Protection Services has reviewed this proposal for an Oil&Gas Support Service. Our department
has a concern about a camper trailer and a fifth wheeler using self contained sewage facilities. This type of
sewage disposal does not comply with Weld County Individual Septic Disposal Regulations. Last week you
mentioned to Trevor we should review this application from the information in the application packet, with two
mobile homes on the property. The following conditions are recommended to be part of any approval:
1) All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act,30-20-101,
C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against
surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored,and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
4) The maximum permissible noise level shall not exceed the commercial limit of 60 db(A) as measured
according to 25-12-102, Colorado Revised Statutes.
5) Adequate toilet facilities shall be provided for the employees.
6) The applicant indicated the residence will be utilized as the office. The residence'; septic system shall
be reviewed by a Colorado Registered Professional Engineer. The review shall consist of an
observation of the system and a technical review describing the systems ability to handle the proposed
hydraulic load. The review shall be submitted to the E.P.S. Division of the W.C. Health Department.
In the event the system is found to be inadequately sized or constructed the system shall be brought into
compliance with current Regulations.
7) The facility shall utilize the existing public water supply(North Weld Water District).
8) Prior to recording the plat,the applicant shall submit a waste handling plan to the Environmental Health
Division of the Weld County Health Department. 'the plan shall include at a minimum.the following:
1) A list of wastes which are expected to be generated on site (this should include expected
volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed ( including the facility name,
address, and phone number).

9) The Environmental Protection Services Division of the Weld County Health Department was
unable to locate septic permits for the two mobile home septic systems. Any existing septic system(s)
which is not currently permitted through the Weld County Health Department will require an I.S.D.S.
Evaluation prior to the issuance of the required septic permit(s). In the event the system(s) is found to
be inadequate,the system(s) must be brought into compliance with current ES.D.S. regulations.

Weld County Public Works Department has reviewed this proposal. This projects falls primarily under the
purview of the Weld County Use by Special Review Standards. Our requirements are as follows:
1. Roads_ Both WCR 57 and WCR 62 are designated on the Weld County Transportation
Plan Map as local gravel roads and are maintained by Weld County.
2. Access: The main access to the facility appears to be from WCR 57. The applicant is
requesting this access be utilized for residential vehicles only. A tractor trailer access onto
WCR 62 has been proposed. There appears to be a drainage tile easement document
that does not allow heavy vehicle crossings at this location. This item needs to be resolved
prior to approving a new access onto WCR 62.
3. Off-Street Parking: There appears to be adequate room to park seven diesel tractors and
semi trailers, pup trailers, and crude oil tankers.
4. Circulation: Due to the open ditches directly north of the framed garage and the future
extension at this location, a semi tractor trailer rig could have a difficult time negotiating a
turn. Please refer to the attached turning patterns for a WB-50 designed vehicle. These
vehicles usually measure 55-60 feet in length, are approximately nine feet wide, and
require a minimum turning radius of 45-50 feet for a 90° turn. I would recommend that the
applicant evaluate and verify the turning radius at this location and possibly relocate the
future garage extension.
4. Dust Suppressant: Due to the commercial type use at the site, we recommend that
dust suppressant be placed throughout the circulation pattern on an as needed basis.
5. Storm Water Drainage: The site is fairly flat with a slight grade toward the southeast, the
surrounding property is agricultural. Storm water runoff does not appear to be a factor.
If service bays or maintenance areas are planned, please refer any additional drainage
requirements to the Weld County Health Department.

3D STREET INTERSECTIONS
Street intersections whether commercial or residential ,
public or private, shall be designed and constructed to
conform with requirements for State highways , the American
Association of State Highway and Transportation Officials ' A
Policy on Geometric Design of Highways and Streets, current
edition, and the Department ' s Standard Specifications for
Highway Construction, current edition.
Right-of-way for new streets should provide triangular
areas sufficient to accommodate the intersection turn radii
and provide for adequate intersection sight distance.
The minimum radius for street intersections is 30 feet .
Recommended widths at intersections for streets with no
provisions for parking are presented in table 3-8.
Streets should align opposite other streets or major
driveways or shall have sufficient offset so that operational
problems cannot develop. See figure 3-1 .
