The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, January 27, 1997, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner George E. Baxter, Chair
Commissioner Constance L. Harbert, Pro-Tem
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer- EXCUSED
Commissioner W. H. Webster
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Carol Harding
Comptroller, Claud Hanes
MINUTES: Commissioner Webster moved to approve the minutes of the Housing Authority
Board meeting of December 23, 1996, as printed. Commissioner Hall seconded
the motion, and it carried unanimously.
NEW BUSINESS: CONSIDER CDBG/HOME PROJECTS QUARTERLY NARRATIVE
PERFORMANCE REPORT FOR HOUSING REHABILITATION/
REPLACEMENT HOUSING PROJECT TO COLORADO DIVISION OF
HOUSING AND AUTHORIZE CHAIR TO SIGN: Jim Sheehan, Department of
Social Services, reviewed the first quarterly report to be submitted to the
Colorado Division of Housing, stating there are two units currently under
contract for the housing rehabilitation program, and three additional applications
are being processed. He also noted a request for bids has been undertaken for
a replacement housing project in Milliken. Commissioner Hall moved to approve
said report and authorize the Chair to sign. Seconded by Commissioner
Harbert, the motion carried unanimously.

CONSIDER 1996/97 CDBG HOUSING REHABILITATION PROGRAM
CERTIFICATIONS AND PLANS TO COLORADO DIVISION OF HOUSING
AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan noted the Division of
Housing has requested submittal of an Applicant Statement of Assurance and
Certifications, Citizen Participation Plan, Residential Anti-Displacement Plan,
and a Community Development Plan. He stated Don Warden, Director of
Finance and Administration, assisted in the preparation of the public facilities
sections and the certifications and plans are now ready for submittal.
Commissioner Webster moved to approve said certifications and plans and
authorize the Chair to sign. Seconded by Commissioner Harbert, the motion
carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:30 a.m.
