The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Board of Social Services in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, June 2, 1999, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Dale K. Hall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner M. J. Geile
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Baxter moved to approve the minutes of the Board of Social
Services meeting of May 26, 1999, as printed. Commissioner Geile seconded
the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants
for approval by the Board in the amount of $238,611.43. Commissioner
Kirkmeyer moved to approve the warrants as presented by Mr. Warden.
Commissioner Geile seconded the motion, which carried unanimously.

NEW BUSINESS: CONSIDER FOUR NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS
FOR CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN -
ACKERMAN AND ASSOCIATES, P.C.: Judy Griego, Director of Social
Services, stated all of these items are notifications of financial assistance
awards granting Core Services funds to various service providers. Ms. Griego
stated Ackerman and Associates, P.C., will provide Home-Based Intensive
Family Intervention Program - Option B at a cost of $97.50 per hour, Intensive
Family Therapy - Mediation at $195.00 per hour, Intensive Family Therapy -

Family Group Decision Making at $1,875.00 per conference, and Intensive
Family Therapy - Goal Achievement Program at $97.50 per hour.
Commissioner Geile moved to approve said awards and authorize the Chair to
sign. Seconded by Commissioner Baxter, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR
CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN-FIRST STEPS
OF WELD COUNTY, INC.: Ms. Griego stated First Steps of Weld County, Inc.
will provide a Life Skills-Teen Pregnancy Program at a cost of$50.10 per hour
for programs outside the City of Greeley, and $49.04 within the City of Greeley.
Commissioner Baxter moved to approve said awards and authorize the Chair
to sign. Seconded by Commissioner Geile, the motion carried unanimously.
CONSIDER THREE NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS
FOR CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN - NORTH
COLORADO PSYCHCARE: Ms. Griego stated with the awarded funds North
Colorado PsychCare will provide two separate types of Intensive Family
Therapy Programs at$77.00 per hour, as well as an Intensive Family Therapy-
Day Treatment Program at a cost of $1,419.60 per month. Commissioner
Baxter moved to approve said awards and authorize the Chair to sign.
Seconded by Commissioner Geile, the motion carried unanimously.
CONSIDER FOUR NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS
FOR CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN -NORTH
RANGE BEHAVIORAL HEALTH: Ms. Griego stated with the awarded funds
North Range Behavioral Health will provide a Day Treatment Program, Sex
Abuse Treatment Program, Home-Based Intensive Family Intervention Program
- Option B, and an Intensive Family Therapy Program each at various costs.
Commissioner Geile moved to approve said awards and authorize the Chair to
sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR
CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN - MEDIATION
COMMUNICATION TRAINING,INC.: Ms.Griego stated with the awarded funds
Mediation Communications Training, Inc., will provide an Intensive Family
Therapy Program at a cost of $92.60 per hour. Commissioner Baxter moved
to approve said award and authorize the Chair to sign. Seconded by
Commissioner Vaad, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR
CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN -
ALTERNATIVE HOMES FOR YOUTH, INC.: Ms. Griego stated with the funds
awarded Alternative Home for Youth, Inc., will provide a Greeley Day Treatment
Program at a cost of $1,419.60 per month. Commissioner Geile moved to
approve said award and authorize the Chair to sign. Seconded by
Commissioner Kirkmeyer, the motion carried unanimously.

CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR
CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN - GREELEY
DREAM TEAM: Ms. Griego stated this award will allow Greeley Dream Team
to provide a Life Skills Program at a cost of $37.18 per hour. Commissioner
Vaad moved to approve said award and authorize the Chair to sign. Seconded
by Commissioner Baxter, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR
CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN - WELD
COUNTY DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT: Ms.
Griego stated with the awarded funds the Weld County Department of Public
Health and Environment will provide a Life Skills Program entitled the
Attachment Program at a cost of$103.00 per hour. Commissioner Vaad moved
to approve said award and authorize the Chair to sign. Seconded by
Commissioner Geile, the motion carried unanimously.
CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS
FOR CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN -ISLAND
GROVE REGIONAL TREATMENT CENTER, INC.: Ms. Griego stated these
awards will allow Island Grove Regional Treatment Center, Inc., to provide a
Sex Abuse Treatment Program according to a rate chart, as well as an Intensive
Family Therapy Program at a cost of$97.25. Commissioner Kirkmeyer moved
to approve said award and authorize the Chair to sign. Seconded by
Commissioner Geile, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR
CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN - WELD
COUNTY YOUTH ALTERNATIVES, DBA PARTNERS: Ms. Griego stated with
the awarded funds Weld County Youth Alternatives, dba Partners, will provide
a Life Skill Program entitled MAP at a cost of $15,85 per hour. Commissioner
Baxter moved to approve said award and authorize the Chair to sign. Seconded
by Commissioner Vaad, the motion carried unanimously.
CONSIDER NOTIFICATION OF FINANCIAL ASSISTANCE AWARD FOR
CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN - CHILD
ADVOCACY RESOURCE AND EDUCATION, INC.: Ms. Griego stated with the
funds awarded Child Advocacy Resource and Education, Inc., will be able to
provide a Life Skills Program entitled the Family Advocate Program at a cost of
$40.00 per hour. Commissioner Kirkmeyer moved to approve said award and
authorize the Chair to sign. Seconded by Commissioner Geile, the motion
carried unanimously.
CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS
FOR CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN -
LUTHERAN FAMILY SERVICES: Ms. Griego stated this award will allow
Lutheran Family Services to provide an Intensive Family Therapy Program at
a cost of $100.00 per hour, as well as a Home-Based Intensive Family
Intervention Program - Option B, at a cost of$104.00 an hour. Commissioner
Geile moved to approve said award and authorize the Chair to sign. Seconded
by Commissioner Kirkmeyer, the motion carried unanimously.

CONSIDER TWO NOTIFICATION OF FINANCIAL ASSISTANCE AWARDS
FOR CORE SERVICES FUNDS AND AUTHORIZE CHAIR TO SIGN -WELD
COUNTY DEPARTMENT OF SOCIAL SERVICES: Ms.Griego stated the funds
from this award will allow the Weld County Department of Social Services to
provide a Generic Day Treatment Program, as well as a Generic Sex Abuse
Treatment Program, each at various provider monthly rates. Commissioner
Kirkmeyer moved to approve said awards and authorize the Chair to sign.
Seconded by Commissioner Geile, the motion carried unanimously. In
response to Commissioner Geile, Ms. Griego stated the cost for all of the
previously discussed matters will total approximately $900,000.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:20 a.m.
