The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people the events that have shaped the previous quarter. This report summarizes the activities of the Weld County Council during the first quarter of the calendar year 1996. January 3, 1996 • Councilwoman Stephanie Hayward was elected President of the Council. • Third grade students from Wm. Butler Elementary School in Ft. Lupton were at the meeting. They presented to the Council their case for naming the Hair Streak Butterfly the Colorado State Insect. The Council unanimously adopted a resolution agreeing with the students and recommending that the State of Colorado officially adopt the Colorado Hairstreak Butterfly as the Colorado State Insect. • Attorney William Southard, one of the original authors of the Weld County Home Rule Charter, presented to the Council. He expressed his concerns regarding the efficiency and responsiveness of Weld County government. He specifically addressed the County's planning, zoning, and inspection functions. He expressed his concern that the historical background of the development of the County is being ignored, and that there are abuses by the "planning bureaucracy." • Representatives of four local title companies presented their concerns regarding the need for TIMELY information from the County Recording Department. Title company representatives agreed that before the County's new equipment the information title companies need, and pay for, was available within two or three days. Now it is two weeks for the public to get the same information. The title company personnel complimented the hard working Recording Department staff. Councilman Jim Gardner said that he would visit with County Clerk and Recorder Tsukamoto about these concerns, and initiate setting up a problem- solving meeting. February 7, 1996 • Sgt. Jim McEachron of the Greeley Police Department and the Communications Center was present. President Stephanie Hayward introduced him and she told about her recent tour of the Communications Center by Sgt. McEachron and Captain Jack Stetler. Council members were invited to tour the Dispatch Center. Sgt. McEachron said that he would present in future dispatch training sessions the dispatch terminology concerns expressed by Council members. • Councilman Jim Gardner reported on his conversation with the Clerk and Recorder and the training that had been taking place in the Recording Department. • It was decided that the President Stephanie Hayward would arrange a meeting with the Council and the Commissioners. The Council expressed its interest in meeting with the Commissioners on a quarterly basis. March 6, 1996 • Councilman Jim Gardner reported that he had visited with each title company employee who had spoken at the January Council meeting. He reported the improvements in the Recording office, and the title companies' satisfaction with the response of the County Clerk and Recorder. • The Council discussed the factors involved in setting the County Commissioners' salaries for the years 1999 and 2000. n 960813 �n� ll C�i Weld County Council Report to the People April 3, 1996-Page 2 of 2 • President Stephanie Hayward suggested that the Council consider evaluating the Home Rule's requirements for County Sheriff. She felt that the abilities and education of the current Sheriff should be maintained in the future. The matter of altering the qualifications listed in the Home Rule Charter was overruled. • A review of the qualifications of all elected officials was proposed. • President Stephanie Hayward outlined Senate Bill 61 that would severely limit public comment on land use issues. She commended Commissioner Barbara Kirkmeyer for testifying in the Legislature regarding Senate Bill 61. • Councilwoman Judy Curtis expressed her concern about the severance payment to the former County Airport Manager. She said that she would research her questions about past and present Airport Manager contracts. • The Council adopted the following meeting schedule for the rest of 1996: April 3, 1996: Eaton Town Hall May 1, 1996: Erie Town Hall June 5, 1996: Windsor Town Hall July 3, 1996: Mead Town Hall August 7, 1996: Keenesburg Town Hall September 4, 1996: Grover Town Hall October 2, 1996: Centennial Center November 6, 1996: Centennial Center December 4, 1996: Centennial Center During the first quarter of 1996, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. February 26, 1996 the Council and the Commissioners had a productive face-to-face meeting. This report is not meant to be an exclusive enumeration of the activities entered into by the Council. It is, however, an attempt to communicate with the voters regarding its activities. The County Council believes that the Weld County Home Rule Charter continues to be a viable tool for the citizens of Weld County.
