HomeMy WebLinkAbout982086.tiff RESOLUTION RE: DECLARE CERTAIN EQUIPMENT AS SURPLUS PROPERTY, AND AUTHORIZE DONATION OF SAME TO UNIVERSITY OF NORTHERN COLORADO CHEMISTRY DEPARTMENT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, State statute and the Weld County Administrative Manual require that all items disposed of be declared surplus by the Board of County Commissioners, and WHEREAS, the Weld County Sheriffs Office has purchased a new infrared spectrometer using forfeited funds from the Weld County Task Force, and WHEREAS, the County has determined that certain equipment, described as a twelve year old infrared spectrometer, being more fully described in a letter from the Board of Supervisors of the Greeley/Weld County Forensic Laboratory, a copy of which is attached hereto and incorporated herein by reference, is no longer required for County use, and WHEREAS, the Board has been presented with a proposal from the Weld County Sheriff to donate said infrared spectrometer to the University of Northern Colorado Chemistry Department, and WHEREAS, the Board deems it advisable to declare said equipment as surplus and approve said donation. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the abovementioned equipment be, and hereby is, declared surplus. We have purchased a new more efficient infrared spectrometer using federal forfeited funds from the Weld County Tasks Force covering the majority of funds needed. As justified in the Lab Board's letter to me dated September 25th, 1998, we have benefitted greatly from the availability and use provided to us through the UNC Chemistry Department. We are continually using their lab for various other tests without charge to our department. They do not have an infrared spectrometer of this type and have other priorities for future lab equipment. I feel this donation would be of benefit to both UNC and to our lab promoting a continued relationship. Please consider this request and advise me of your decision. The UNC Chemistry Department, under the chairmanship of Dr. David Pringle, has been of assistance many times in the past to the Forensic Lab, mostly by allowing access to sophisticated analytical instruments the Forensic Lab didn't have at the time. I occasionally have also had a need, on very short notice, for unusual chemicals which they had on hand in their stock room. I have also consulted with their scientific instrument maintainence/repair person on numerous occasions. The old I.R. is still functional and would be used by students in practical lab exercises. It uses the same software as another I.R.at the Chemistry Department which has more sophisticated capabilities, making student use of both units more efficient. The old I.R. would still be accessible to the Forensic Lab should the need arise. The old I.R.'s value, when sold through a used equipment dealer, would result in approximately$1000 - $1500 coming back to the lab's budget. As a shared asset, half of the resale amount would go to the City of Greeley and the other half to the county's general fund. The Board of Supervisors thinks the value of this donation to higher education would far exceed any potential funds coming back to the City of Greeley and Weld County. We ask that you bring this request before the Board of Weld County Commissioners and favorably recommend this donation.
