RE: APPROVE TWO AMENDMENTS TO EMPLOYMENT FIRST PROGRAM INTRA-
GOVERNMENTAL AGREEMENT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with two Amendments to Employment First
Program Intra-Governmental Agreement between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department
of Social Services, and the Weld County Division of Human Services, Employment Services,
commencing July 1, 1997, and ending June 30, 1998, with further terms and conditions being
as stated in said amendments, and
WHEREAS, after review, the Board deems it advisable to approve said amendments, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the two Amendments to
Employment First Program Intra-Governmental Agreement between the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of
the Department of Social Services, and Weld County Division of Human Services, Employment
Services, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said amendments.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 15th day of June, A.D., 1998, nunc pro tunc July 1, 1997.

Progra RE: Amendments to Employment First Pro ra Intra-Governmental
Agreement between the Weld County Department of Social
Services and the Weld County Division of Human Services
Enclosed for Board approval are two amendments to the Employment First Program Intra-Governmental
Agreement between the Weld County Department of Social Services and the Weld County Division of
Human Services.
Each of the amendments became necessary to agree with written notifications of funding from the
Colorado Department of Human Services, Office of Self-Sufficiency. The Colorado Department of
Human Services provided the funding letter to the Department late in the year and resulted in the second
amendment.
A. First Amendment provides for an increased amount of in-kind that the Weld County Division
of Human Services agrees to provide to Social Services. This in-kind is $5,695.10. The term of
this amendment remains the same or June 1, 1996 through June 30, 1997.
B. Second Amendment provides for modifications as follows:
1. The term of the amendment is extended to June 30, 1998.
2. Social Services agrees to reimburse Employment Services for a total of$62,20(Xin
100% federal funds; $10,000 for a special project initiated by the State Department; and
$35,763 in 80% federal and state funding. A total of$8,000(80% federal and state
funding) is for participant reimbursement expenses.
3. Employment Services agrees to provide to Social Services a total of$12,000 in 100%
workfare enhanced funding for operating,travel and personnel costs for the operation of
Food Stamp Workfare.

4. Employment Services agrees to provide Social Services a total of$40,000 in 100% local
in-kind match; and$12,000 in 100%Workfare local in-kind match.
Because of the difficulties in obtaining timely information from the State Department of Human
Services,the Weld County Department of Social Services and the Weld County Division of Human
Services will propose to enter into a three-year Intra-Governmental Agreement(July 1, 1998 through
June 30, 2001)that provides for maximum reimbursement totals per funding year,but subject to written
notification of funding by the State Department of Human Services. This process would eliminate the
need to amend the Agreement retroactively.

AMENDMENT TO EMPLOYMENT
FIRST PROGRAM INTRA-GOVERNMENTAL AGREEMENT
BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND
WELD COUNTY DIVISION OF HUMAN SERVICES
This Amendment modification made and entered into this 15th day of June , 1998,
by and between the Weld County Division of Social Services, hereinafter referred to as "Social
Services,"and the Weld County Division of Human Services,on behalf of the Employment Services
of Weld County, hereinafter referred to as "Employment Services."
WITNESSETH:
WHEREAS, the parties desire to modify their current Agreement for Employment and
Training Services (FY96-EF-2003) in order to extend the Agreement and its funding; and
WHEREAS, the authority exists in the Law and Employment First Funds have been
budgeted, appropriated, and otherwise made available; and
WHEREAS, required approval, clearance, and coordination have been accomplished from
and with appropriate agencies.
NOW THEREFORE, in consideration of the premises,the parties hereto covenant and agree
as follows:
1. Provision 1. Term will be revised as follows:
The term for funding by Social Services to Employment Services will be for July 1, 1997,
and ending June 30, 1998, based on written notification from the Colorado Department of
Human Services, Office of Self Sufficiency programs. The county plan for Employment
First Food Stamp Job Search and Food Stamp Workfare will be an on-going modification
process throughout this year,as requested by the Colorado Department of Human Services,
Office of Self-Sufficiency programs.
2. Provision 6. Funding and Method of Payment will be revised as follows:
Social Services agrees to reimburse to Employment Services,in consideration for work and
services performed during PY 1997-1998 Weld County Employment First Program,a total
amount not to exceed as follows:
A total of Sixty-Two Thousand Two Hundred Dollars and Zero Cents ($62,200.00) in
100%federal funds, (billing code 4340). Of the 100% funds, Ten Thousand Dollars and
Zero Cents ($10,000.00) are to be designated for a special project that the State of
Colorado Human Services has initiated. In addition,Thirty-Five Thousand Seven Hundred
and Sixty-Three Dollars and Zero Cents ($35,763.00) are designated in 80% federal and
state funds, (billing code 4380).
A total of Eight Thousand Dollars and Zero Cents ($8,000.00) in 80% federal and state
funds, (billing code 4380) for Participant Reimbursement expenses.

Employment Services agrees to provide to Social Services a total of Twelve Thousand
Dollars and Zero Cents ($12,000.00) in 100% workfare enhanced funding, (billing code
4342) in the form of operating,travel,and personnel costs for the operation of Food Stamp
Workfare.
Payment pursuant to this Agreement, if in federal or state funds, whether in whole or in
part, is subject to and contingent upon the continuing availability of federal or state funds
for the purposes hereof. In the event that said funds, or any part thereof, become
unavailable as determined by Social Services, Social Services may immediately terminate
this Agreement or amend it accordingly.
3. Provision 7. In-Kind Match will be revised as follows:
Employment Services agrees to provide to Social Services a total of Fourty Thousand
Dollars and Zero Cents ($40,000.00) in 100% local in-kind match, (billing code 4390) in
the form of operating, travel, and personnel costs.
Employment Services agrees to provide to Social Services a total of Twelve Thousand
Dollars and Zero Cents($12,000.00) in 100% Workfare local in-kind match, (billing
code 4392) in the form of operating, travel, and personnel costs.
Employment Services agrees to submit the specific forms provided by Social Services for
billing and in-kind documentation. All in-kind match and its appropriate documentation
must be provided to and received by Social Services on a quarter by quarter basis.
Except as modified herein, the terms and conditions of the original agreement FY96-EF-2003,
together with all attachments of the original Agreement, remain in full force and effect.
IN WITNESS WHEREOF, the parties hereto have duly executed the Modification as the day,
month, and year first above written.
