Subject: First Quarter Work Participation Rates
Dear Commissioner Baxter,
Work participation rates for the first full quarter of reporting for the Colorado Works Program are complete.
The work participation rates for this federal fiscal year will be the average of the rates for January through
September, 1998. Enclosed with this letter are summary reports of the work participation rates for January,
February and March 1998 for"all families"and for"two parent families." A copy of this letter will also be
sent to your county commissioners.
The statewide participation rates have improved each month of the quarter. However, some counties are not
showing the continued improvement needed to meet the work participation requirements for this federal
fiscal year.
The work participation rates for your county are as follows:

Federal law provides for a pro rata reduction, based on caseload reductions,of the required work
participation rates. However,this reduction is not yet certain. Counties are advised to establish their goals
to meet the standards in the Federal law(30% for all families and 75%for two parent families) in order to
avoid potential fiscal penalties and to provide clients with opportunities to participate.

The following thirty one counties exceeded the federal work participation requirement for all families of
30% for March 1998:

In addition Archuleta, Park and Rio Blanco Counties exceeded the federal two parent work participation
requirement of 75% for March 1998:
