RE: WAGE AND JOB CLASSIFICATION STUDY AGREEMENT BETWEEN
WELD COUNTY AND THE CARL S. BECKER COMPANY.
WHEREAS, it is apparent to the Board of County Commissioners,
Weld County, Colorado, that there is an urgent need for a comprehensive
study of wage and job classification in all departments of the Weld County
Government, and
WHEREAS, the Carl S. Becker Company has submitted a proposed
agreement to make a detailed study of wage and job classification in all
departments of the Government of Weld County, and
WHEREAS, the Board believes it to be in the best interest of
the County to enter into such an agreement on the basis recited therein.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that said agreement with the
Carl S. Becker Company providing for a comprehensive study of wage
and job classification in all departments of the Weld County Government,
copy of which is attached hereto and made a part hereof by reference,
be, and it hereby is, approved.
BE IT FURTHER RESOLVED, that the Board be, and it hereby is,
authorized to execute the agreement as submitted and to make the same
effective forthwith.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 12th day of November , 1969.

to perform the following described personal services for the party
of the First Part:
Classification and Pay Plan
For said services the party of the First Part agrees to pay The
Carl S. Becker Co. the total sum of Seven Thousand
($7,000.00) plus expenses Dollars.
Payable in monthly payments as work progresses
In consideration of said payments and compensation, The Carl S.
Becker Co. agrees to perform said services and work and carry out
the provisions of this contract in a good and workmanlike manner.
All fees subject to revision if not accepted within 180 days after

INTRODUCTION
Ipmm
The County of Weld is established as a county under the
Constitution and statutes of the State of Colorado. The
government is directed by three elected Commissioners.
The Board of County Commissioners of Weld County has recognized
_ that a County government cannot function in the best interests
of its citizens without capable employes. The objective of the
established Classification and Pay Plan is to enable the County
to find and to retain competent employes. One of the most
important factors in finding, employing, and retaining qualified
employes is an up-to-date means of establishing the kind of work
done, the responsibility involved in doing the work, and the level
of pay for that work. The Classification and Pay Plan permits
clear definitions of the duties and responsibilities involved in
each job, determination of the practice of other employers in
paying employes performing these kinds of work, and establishment
of a proper pay range and starting rate for each class of work in
the County.
The proper use of the established pay range is based on the
recognition that five factors stand out as strong determiners of
job satisfaction: achievement, recognition for achievement, work
itself, responsibility, and advancement. All these factors are
related to what a person does, not to the situation in which he
does it.
A completely different set of factors appear as job dis-
- satisfiers: jurisdiction policy and administration, supervision,
interpersonal relations, and working conditions. All these are
extrinsic to the nature of the work: they describe the environment
of the job.
Since the primary source of job satisfaction is found in the
form of achievement and recognition, this classification and
pay plan is built around this reality and is structured to
establish a means to recognize achievement through increases in
pay for the achieving employe.
The pay scales as recommended in this pay survey .are on a level
comparable to government and industry in the greater Weld County
area.

PART I
METHOD
STEP-BY-STEP PROCEDURE
The steps in the establishment of the Classification and
Pay Plan involved the following approach.
ESTABLISH JOB CLASSES AND SPECIFICATIONS - Steps 1 Through 7
1. Survey objectives and procedures are explained to and
discussed with Department Heads.
2. Each Department Head is asked to submit a position des-
cription form to each of his employees and to ask each
employee to fill out this form.
3. Each Department Head is asked to review the employees'
position description forms and to make comments as to
responsibilities connected with each position.
4. The position description forms, with Department Head's
comments attached, are then individually reviewed, and
positions are grouped together into similar classes.
5. Positions of similar responsibility are then analyzed
and reviewed, and a preliminary class of work is assigned
to each position.
6. Class Specifications for each class of work ere then
drafted. (See Class Specifications - Volume II.)
7 These preliminary class and position assignments are then
discussed with the Department Heads and general agree-
ment as to the level of responsibility for each posi-
tion and the appropriate class of work is reached.

8. Key classes, wherein work is comparable to that of other
employers, are selected.
9. A wage and salary survey of key classes is then con-
- ducted.
10. A pay grade is then assigned to each class.
11. Comparison of relative levels of responsibility for
each class of work is again made.
IMPLEMENTATION OF THE RECOMMENDATIONS - Steps 12 through 15
12. Alternative methods of implementing the proposed pay
recommendations are developed.
13. The cost of each of the alternatives is computed.
14. The proposed classes of work and pay levels are reviewed
with the Department Heads.
15. The Classification and Pay Plan Report and Recommendations
are officially presented.
SELECTION AND USE OF KEY CLASSES
Key classes are used for salary comparison purposes. Key
classes were established for the Weld County survey in
sufficient number to provide comparable pay data for all
classes of work. (See Appendix A.) These key classes of
work are commonly understood occupations, easily described
and frequently found as occupations used by employers, both
private and public.
They are used as reference and guide
points in establishing pay grades. The job duties for key
classes were carefully compared with job duties and

descriptions used in comparable jobs in industrial and govern-
- mental operations. As a result of the salary data presented
in the accompanying schedules, median rates were established.
SELECTION OF COMPARABLE EMPLOYERS
Comparable employers were used as wage data sources and were
specifically selected for each survey.

GATHERING AND INTERPRETING PAY DATA
It is the declared policy of the County to seek out and employ
well -qualified people in each job. The provision of necessary
services to the citizens can be carried out in the most effective
manner only by adequately qualified employes at all levels of
work. In order to obtain and to retain qualified employes in
all classes of work, it is necessary to establish a pay level
for the County which will set the base pay for each position
at a mid -point between those employers paying the highest wages
in the area and those employers paying the lowest wages in the
area.
After the selection of key classes and the selection of
comparable employers, pay data for these classes is gathered.
The salary used for each class is normally the mid -point of
the range as established by each employer. In those instances
where an employer has not established a range, the actual
amount he is now paying to an employe of two- to five -years'
tenure is used. The data is then posted to the appropriate
survey, arrayed in numerical order from high to low, and the median
is selected.
_ The median represents that middle point of an array of pay
rates. If each rate paid for a class of work is set down in
a column, starting with the highest and going to the lowest,
the median rate will be the middle rate. The median as compared
with the average discards the effect of very high or very low
_ rates and places emphasis upon that mid -point where the rates
group together.
The third step has been considered as the mid -point for purposes
of this survey, and the recommended rate is based on fitting
the third step to the median and then recommending a rate that
reflects this fit. This is demonstrated in Schedules B through J.

A recommended mid -point and pay range is then established for
the County of Weld based on the pay data and on other factors
such as ability to recruit for each class of work and the
relationships with other classes.
CONSIDERATION OF FRINGE BENEFITS
Benefit comparisons between governmental jurisdictions and
between government and industry are difficult to make and to
price. The Weld County benefit program, exclusive of Workmen's
Compensation, provides benefits at a level of 22.49% of salary.

From the comparison which follows, it is concluded that the
benefit package provided by Weld County is adequate to compare
favorably with practices of other governmental jurisdictions
and private industry. The actual fringe benefits, exclusive of
Workmen's Compensation, now provided by Weld County are as
follows:

Since each employe would normally work and be paid for 260 days a
year if he were not entitled to time off with pay, a day's work
is the equivalent of 0.385% of a year. Thus, the value of each
day in percent is 0.385%.
Fringe benefit data for other employers has been gathered. The
findings are presented in Schedule A.

FINDINGS
The data gathered and the interpretation, as described in Part
I - Method, are presented in the accompanying Schedules A through
J. Since the data gathered reflect the prevailing benefits
and rates of pay, no adjustment for cost of living changes is
included, nor should it be included.
The recommended pay grades and entry rates and the Pay Plan
are presented in Schedule K and the Pay Range Schedule.

The recommendation as
presented in the report should be adopted
as a means to implement the salary recommendations for Weld
County.
Since the general benefit level provided by the County for
County employes is five percent above practices in the market
area, no additional benefits are recommended.) The adoption of
the above recommendation will bring the pay ranges of the County
to a competitive pay level.
We believe that, in order to achieve the principle "equal pay
for equal work," which principle is
accepted as a measurement
of good government throughout the nation, it is essential that
the recommendation be adopted. The continuing need to retain
and hire qualified people for these classes of work in an ever_

developing competitive situation will also justify the adoption

of the recommendation.
The adoption of a step pay plan and the use of this plan to
provide merit increases as rewards for good performance, is a
major step forward. It is recommended that an additional amount
of 1 1/4 % of the salary budget for each appropriation account
should be allocated to provide for merit increases each year.

INTRODUCTION TO THE MANUAL
This volume contains the "Pay Administration Rules" designed
to aid in administering the pay plan as adopted. These "Pay
Administration Rules", which cover two main subjects, Pay Rates
and Proficiency Pay Increases, will, if followed, normally
eliminate the need for policy determination of pay questions
which will arise.
This manual also contains detailed class specifications for
each class of work. In these specifications, the various
kinds of work are defined, the jobs are illustrated by example,
and the necessary education and experience of a potential
employe to do a specific kind of work is indicated. All
positions in the service have been carefully studied. The
specifications as prepared are based on position. description
forms filled out by the employes.
Changes in the organization of the various departments,
changes in policy and in system and procedure will, in many
cases, require different work assignments and, therefore,
new class specifications.
PAY ADMINISTRATION RULES
Adoption
These rules were adopted by resolution of the County
Commissioners as the Pay Administration Rules of Weld County.
Each elected official may also use these rules in their
department. These rules supersede all presently established
rules as to Pay Administration.
Positions
Classification of Each Position
Each position in the service has been classified based on
the level of responsibility of the duties assigned to the
position. The qualifications or lack thereof, and the
experience or lack thereof, of the incumbent in each
position has not been considered.
Assignment to Positions
It is the responsibility of each agency head to be sure
the incumbent assigned to each position is qualified to
perform the duties of that position.
Incumbents of Positions
The incumbent assigned to a position is normally assumed
to be competent to perform the duties of the position. In the
event this is not true, the incumbent should be dismissed
or transferred to a position of lesser responsibility.

_ Pay Rates
The Pay Plan
The pay plan, as adopted, consists of a given number of
pay grades, each of which has a range of pay. The range
of pay consists of a minimum rate* four intermediate rates,
and a maximum rate. Each position is assigned a class
title and is placed in one pay grade of the pay plan.
Mom
Original Appointment
Persons receiving original appointments to a position
shall be paid at the minimum rate (1st step) of the pay
grade assigned to their class of work unless the Director
or Manager shall determine that a rate above the minimum
is necessary in order to recruit qualified personnel.
Hours and Rates of Pay
All employes occupying full-time positions are paid the
monthly rate of pay, which rate is based on a standard
forty -hour week. All employes occupying part-time posi-
tions are paid once monthly for the number of hours
worked based on the hourly rate of pay. Hourly pay shall
be computed by dividing the monthly rate by 173 or the
annual rate by 2080.
The rate of pay shall be the total pay for the position and
for all duties performed. Additional pay from other
accounts shall be discontinued.

Overtime
Overtime pay will be provided to all employees working
in excess of standard hours except that employees whose
position is at pay grade 17 or above shall not be paid
overtime. Exceptions to this rule may be authorized

Promotion
When an employee is promoted to a position having a
higher pay grade, his rate of pay shall be determined
as follows:
a. If the salary received in the lower grade
is below this minimum rate of the pay grade
for the class to which promoted, his rate
of pay shall be increased to that minimum.
b. If the salary received in the lower grade
falls within the range and below the maxi-
mum of the pay grade for the class to which
promoted, his pay shall be set at a rate
which is one step above the previous salary.
Demotion
When an employee is demoted, his rate of pay shall be
determined as follows:
a. If the salary received in the higher grade
is more than the maximum of the pay grade

for the class to which demoted, his salary
shall be reduced to the maximum rate of the
lower pay grade.
b. If the salary received in the higher grade
falls within the range of the pay grade for
the class to which demoted, his rate of pay
shall remain unchanged.
Transfer Between oositions
When an employee transfers between positions, either
within grade or within class, his rate of pay shall
remain unchanged.
Position Reclassification to a New Pay Grade
Position reclassification to a new pay grade shall
affect the employee only when reclassification is:
a. To a class of higher pay grade: When a
position is re -allocated to a class of
higher pay grade, the provisions governing
rate of pay on promotion shall be used to
sot the salary of the incumbent.
b. To a class of the same pay grade: When a
position is re -allocated to another class
of the same pay grade, the salary of
the incumbent shall remain unchanged.
c. To a class of a lower pay grade: When a
position is re -allocated to a class of a
lower pay grade, the salary of the incum-
bent shall be set as follows:
1. If his salary in the higher grade is
above the maximum -rate of the lower
grade, his pay shall be set at the
maximum rate of the lower grade.
2. If his salary in the higher grade falls
within the range of the lower grade, it
shall remain unchanged.
Longevity Pay
An employee may be granted a pay increase to the L-1
step after a three-year period of service at Step 6
if the quality of his work justifies such promotion.
An employee may be granted a further increase to the
L-2 step after a five-year period of service at L-1
step if the quality of his work justifies such pro-
motion.
Re-employment
Persons re-employed within one year of termination may
be paid at any step within the range of the pay grade
not to exceed the step attained at the time of separa-
tion, at the discretion of the Department Head.
Training
Employes not meeting education and/or experience requirements
may be considered as trainees for a class and may be hired
below the 1st step of the range for the class for which they
are training.

been assigned pay ranges. The pay range consists of
a series of steps, each of which identifies the dollar
increment to be used when a pay increase is given.
As the employee receives pay increases, his pay rate
will travel from one step of the pay range to another
until it has reached the maximum, provided that he
meets the time requirements specified in these rules.
Standards for Uithholding
An employee whose competence and value in the position
does not increase commensurate with his length of ser-
vice and who does not consistently meet required
standards of performance, measured by quantity and
quality, shall not receive a proficiency pay increase.
The appointing authority and his supervisors shall be
responsible for informing the employee of his deficien-
cies and for suggesting remedies to the employee. An
employee who has been denied a proficiency pay ;increase

shall be granted such increase when he has demonstrated
to his superior that he is consistently proficient
-- and meets the standards of performance expected of a
competent employee.
Length of Service Prior to Eligibility
The date on which an employee shall be considered eli-
gible for a one-step proficiency pay increase shall
be determined as follows:
a. If the employee is paid at the "1st" step,
he shall complete six consecutive months
at that step in the class in order to be
eligible for the "2nd" step.
b. If the employee is paid at the "2nd" step
-- or above, he shall complete twelve consecu-
tive months at that step in the class in
order to be eligible for the next higher
step . (For L -1 and 1y - See Longevity
c. If the employee has been promoted to a posi-
- tion having a higher pay grade, his date of
eligibility will remain unchanged. Profi-
ciency pay increases will normally be
delayed until the employee's supervisor has
adequate time to evaluate the employee's
performance in the new position.
As of the effective date of this rule, each employee
shall retain his pr,:.t eligibility dates as long as
he remains in his present classification. The eligibility

dates provided for in paragraphs a. and b. shall apply
to all persons appointed, re-employed, re -instated,
promoted, or demoted as of the date of adoption of this
pay plan.
Other Factors Affecting Eligibility
— The following shall not affect an individual employee's
eligibility for a pay increase:
a. A pay survey finding that an upward pay
grade adjustment is necessary for the em-
ployee's class of work shall not delay or
defer his normal eligibility for a pay
increase. When the pay plan is amended as
a result of a pay survey, rates of pay for
employees in the classes affected shall be
changed as outlined below. Such changes
shall be called "pay adjustments" and shall
not affect eligibility for proficiency pay
increases. When a class is changed from
one pay grade to another, pay rates of em-
ployees holding positions in that class shall
be changed as follows:
1. Increase: When a class is advanced from
one pay grade to another, the pay of
each employee in that class shall be
advanced in the same manner as if the
employee were promoted to a position of
higher grade.

2. Decrease: When a class is decreased in
pay grade, the pay of each employe in
that class shall not be decreased because
of this action.
b. A transfer to another position at the same
pay
grade shall not delay or defer his nor-
mal eligibility for a pay increase.
c. A leave without
pay
for fewer than 30 days
shall not delay or defer his normal eligi-
bility for a pay increase.
d. Paid Sick Leave or Vacation Leave shall not
delay or defer his normal eligibility for a
pay increase.
e A reclassification of his position to a
lower class assigned to a lower pay grade
shall not delay or defer his normal eligi-
bility for a pay increase.
Effective Date for Pay Increases
The effective date for a proficiency pay increase shall
be the first day of each month. The eligibility date
for those employes hired before the 16th day of any
month shall be the 1st day of that month. For those
employes hired after the 15th day of any month, the
eligibility date shall be the 1st day of the following
month. The request shall be submitted to the Commis-
sioners' Office at least ten calendar days prior to the
effective date. This requirement will not be waived.
CLASSIFICATION ADMINISTRATION RULES
INTRODUCTION
The class specification defines the werk. Examples of jobs
performed are presented, and education and experience re-
quirements to fill the job are outlined. The specifications
are intended to be ussd as a management tool for classifying
new positions and for reclassifying old positions where
duties have changed. Comparison of salaries paid for
given kinds of work in government can be made with other
governments and with industry through use of these speci-
fications.
DEFINITION OF WORK
The definition of work
as presented under each class title
is an attempt to summarize the work of the class and to
point out the prime factors which distinguish this class
from that of another class of work.
JOBS PERFORMED - EXAMPLES
This portion of the class specification lists examples of
the kinds of work which may be performed by the incumbent
of a position so classified. The incumbent in any single
position will not necessarily perform all of the jobs
listed under examples. Neither will all of the jobs assigned
to a specific position necessarily be listed under examples.
The list is basically a description of the prime types of
jobs which may be included as part of the duties of the
position.
EDUCATION AND EXPERIENCE REQUIREMENTS
This portion of the class specification sets forth the education
and experience requirements with various alternatives which
are needed in order for applicants to successfully perform the
duties outlined in the specification. In addition, other charac-
teristics, experiences, and training which the applicant may have
acquired during his work history and which are normally desirable
are described.

CHANGES IN THE CLASS OF WORK
Changes in Duties
Changes in the duties assigned to a given position will
normally require a review to determine if the position
classification is proper in the light of the new duties.
Those positions where duties have changed significantly
will be assigned to a higher or lower class of work and
pay grade.
- New Positions
As new positions are created, their duties must be
determined and a class assigned. This assignment of
a class of work must normally be completed before the
employee is hired.

— Definition of Work
Under supervision of a clerical or technical supervisor, is
— responsible for performing a variety of complex clerical tasks
in land abstracting, in accordance with established procedures,
and may work with independence of action. Advice is given the
employe in unusually difficult or important matters. Supervision
may be given other clerical employes assisting with routine
matters.

Compares real estate descriptions in legal instruments of land
— transfers with those recorded on master property records; writes
legal descriptions of changes in land parcels; checks land des-
criptions for inaccuracies; records changes in ownership of real
— estate, involving straight parcel, cut or combination transfers;
checks court dockets, abstract records and the Clerk and Record-
er's books to verify and obtain information on real estate trans-

UNDERSHERIFF
Definition of Work
This is supervisory work in assisting the sheriff in
the law enforcement functions of the county. The work
involves the supervision of deputy sheriffs and other
employes and assisting the sheriff in the law enforcement
program.

Directs the work of deputy sheriffs in the law enforce-
ment program of the crunty; supervises the booking and
release of prisoners; supervises the transportation of
prisoners to and from institutions; supervises the opera-
tion of the jail; checks on all safety and security de-
vices and alarm and signal system; performs related work
as assigned.
Education and Experience Requirements
— Graduation from a standard high school and three years
of law enforcement experience in a sheriff's office or
related activities, or any equivalent combination of train-
- ing and experience.
UTILITY WORKER I
Definition of Work
Under supervision, to perform a variety of unskilled
manual laboring work in the construction and maintenance of
streets, sewers, water lines, parks, and other municipal faci-
lities; to perform heavy manual work involved in the collec-
tion of refuse; and to do related work as required.
Jobs Performed - Examples
Picks up, carries, and empties refuse cans into truck;
picks up debris and other refuse and places into truck; oper-
ates mechanisms for loading, compressing, and dumping refuse;
directs driver in backing trucks; may wash interior and
exterior of truck body; occasionally drives a truck; loads
and unloads materials or equipment; operates pneumatic tools;
digs and backfills trenches; cuts grass, weeds, and brush
with hand tools; assists skilled and semi -skilled workers in
asphalt, concrete, grading, or pipelaying work; cleans
equipment, buildings, and premises.
Education and Experience Requirements
One year of heavy laboring experience.
Ability to read and write English; knowledge of and
ability to follow written and oral direction; physical

UTILITY WORKER II
Definition of Work
Under supervision, performs heavy or semi -skilled
manual labor in the construction and maintenance of streets,
sewers, water lines, parks, and other municipal facilities.

Excavates and backfills trenches with hand tools;
loads and unloads trucks with heavy material; shovels
asphalt, cinder, rock, sand, and gravel; spreads and rakes
asphalt; operates motor -driven equipment, including small
tractors with agricultural attachments, gang mowers, greens
mowers and aerifiers; removes, balls, and replants trees,
sprays trees and trims hedges; operates branch chipper;
may operate light automotive equipment incidental to assigned
duties; performs semi -skilled tasks assisting skilled trades-
men; utilizing necessary eauipment, installs street signs,
traffic control signs, traffic signal equipment, and parking
meters; checks sewer lines by observing water flow; with
special equipment, clears sewer lines of obstructions; acts

Any combination of education and experience equivalent

WELDER I
Definition of Work
This is skilled welding work in the fabrication and
repair of metals. JJork involves the use of acetylene and
_ electrical equipment in the heating, welding, cutting, and
brazing of ferrous and non-ferrous metals in accordance
with standing trade practices. Assignments are received
in the form of blueprints, sketches, or oral instructions of
the superior which indicate the material to be used and
the general method of work to be followed. Supervision is
received concerning the details of work executed and tech-
- niques employed, and the work is subject to inspection as
to volume of production and quality of workmanship.

Lays out, cuts, and fits material in preparation for
welding; welds various fabricated metal parts of automotive
— and other mechanical equipment; welds sections of pipe and
fittings to withstand high as well as low pressures; brazes
ferrous and non-ferrous metals; rebuilds worn shafts and
bearings and manufactures parts of automotive machinery;
tempers steel for cutting tools requiring a high degree of
hardness; sets up acetylene and electrical welding and
