The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, December 27, 1995, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chairman and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Dale K. Hall, Chairman
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner Constance L. Harbert - EXCUSED
Commissioner W. H. Webster
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Carol Harding
MINUTES: Commissioner Baxter moved to approve the minutes of the Housing Authority
Board meeting of November 27, 1995, as printed. Commissioner Webster
seconded the motion, and it carried unanimously.
NEW BUSINESS: CONSIDER AGREEMENT TO PARTICIPATE IN CONAHRO SECTION 8
OWNER/PARTICIPANT DATA BASE PROGRAM WITH COLORADO
NATIONAL ASSOCIATION OF HOUSING AND REDEVELOPMENT OFFICIALS
(CONAHRO) AND AUTHORIZE CHAIRMAN TO SIGN: Paul Pryor, Housing
Authority, stated the Colorado National Association of Housing and
Redevelopment Officials (CONAHRO) has developed a database tracking system
for Section 8 tenants or landlords who owe money to any participating housing
authority. Based on HUD regulations, housing authorities may refuse assistance
to applicants who owe money to another housing authority or the housing

authority may require the applicant pay the claim prior to admittance. Should
recoveries be collected, the housing authority would be required to share ten
percent of the recovery with CONAHRO. The agreement under consideration is
to allow Weld County to participate in the program. Commissioner Baxter moved
to approve said agreement and authorize the Chairman to sign. Seconded by
Commissioner Kirkmeyer, the motion carried unanimously.
Commissioner Baxter noted Mr. Pryor has accepted a position as Executive
Director to the Housing Development Corporation which is a conglomerate of six
entities on the Western Slope, and offered his congratulations to Mr. Pryor for his
advancement. Chairman Hall noted the Board is sorry to lose a valuable
employee and offered the Board's thanks and good wishes.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 10:20 a.m.
