The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Board of Social Services in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, June 8, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer- EXCUSED
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Baxter moved to approve the minutes of the Board of Social
Services meeting of June 3, 1998, as printed. Commissioner Hall seconded the
motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants
for approval by the Board in the amount of$32,005.80. Commissioner Webster
moved to approve the warrants as presented by Mr. Warden. Commissioner
Hall seconded the motion, which carried unanimously.

BUSINESS:
NEW: CONSIDER ALIVE E PROGRAM COUNTY MEMORANDUM OF
UNDERSTANDING FOR ADOLESCENTS LIVING INDEPENDENTLY VIA
EDUCATION AND EMPLOYMENT AND AUTHORIZE CHAIR TO SIGN:
Lennie Bottorff, Department of Social Services representative, stated this
program is used to transition foster kids out of placement homes into
independent living situations. Commissioner Hall moved to approve said
Memorandum of Understanding and authorize the Chair to sign. Seconded by
Commissioner Baxter, the motion carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN -ACKERMAN AND ASSOCIATES, P.C.: Mr.
Bottorff stated this agreement is part of the Expedited Permanency Planning
Program for fiscal year 1997. Under this agreement, Ackerman and Associates
will provide mediation services between the Department of Social Services and
parents with children subject to the Expedited Permanency Planning Program.
In response to Commissioner Baxter, Mr. Bottorff stated the agreement includes
a slight increase for services. Commissioner Baxter moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner Hall,
the motion carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN - KATHY BRUNSON: Mr. Bottorff stated this
agreement is part of the Expedited Permanency Planning Program for fiscal
year 1997. He added Kathy Brunson is a new contractor, but she will be
providing the same services as discussed in the preceding item. In response
to Commissioner Hall, Mr. Bottorff stated her hourly rate might be higher due to
her qualifications. Commissioner Webster moved to approve said agreement
and authorize the Chair to sign. Seconded by Commissioner Baxter, the motion
carried unanimously.
CONSIDER 23 FY98-99 NOTIFICATIONS OF FINANCIAL ASSISTANCE
AWARDS FOR FAMILIES, YOUTH AND CHILDREN COMMISSION FUNDS
AND AUTHORIZE CHAIR TO SIGN: Mr. Bottorff stated funds previously came
to the Placement Alternatives Commission, Family Preservation Program, which
is now called Families, Youth and Children Commission (FYC). This is a
continuation of the original program with the addition of Lutheran Family
Services. Commissioner Hall moved to approve said awards and authorize the
Chair to sign. Seconded by Commissioner Baxter, the motion carried
unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
