The enclave includes the Johnson Subdivision and the gravel mine located northwest of 4th Street and 35th Avenue (see map on back of letter). A neighborhood meeting to discuss the proposal has been scheduled for: Wednesday, January 22, 1997 7:00 p.m. Room 101c City of Greeley Recreation Center 651 10th Avenue The purpose of this meeting is to afford property owners within the area to be annexed an opportunity to ask questions. City staff, including representatives of the Planning Department, Public Works Department and the Finance Department will be present to provide an overview of the City's review process and answer questions. Annexation is typically done in order to receive municipal services and is the result of a landowner petitioning the City for inclusion in the municipality. As annexation of parcels occurs there may be other parcels for which development was not pursued, or has already occurred in the county, which become surrounded by the City. These "enclaves" are eligible for the City to annex without the landowners ' consent, after the parcel has been surrounded by the City for at least three years . It has been the City' s practice to systematically annex these enclaves as they become eligible for annexation, or when adjacent development is occurring at a level which makes annexation helpful for the purpose of coordinating public improvements, such as streets, or to help avoid confusion with exact municipal boundaries for emergency response. There are currently several enclaves City staff is evaluating for annexation. One of these, the Johnson' s Subdivision area (north of 4th Street between 35th and 41st Avenues) has been eligible for annexation for quite some time . Since adjacent parcels remained largely vacant, the City did not pursue annexation upon the parcel ' s technical eligibility. With the recent building activity associated with the adjacent land, Larson Subdivision to the west and Stoneybrook Mobile Home Community to the north, it now seems timely to pursue the annexation of this area. There are approximately 46 landowners in this enclave, including the Best-way Paving company. An area meeting with City staff and landowners has been scheduled for Wednesday, January 22nd at 7 p.m. in the Greeley Recreation Center. Staff will send individual letters to those landowners identified by the County Assessor' s records as owning property in the proposed annexation area to advise them of the meeting. Hello
