It is being reviewed and evaluated by the Erie Staff, and is scheduled for review by the Erie Planning Commission and Board of Trustees at a hearings scheduled for December 7, 1999 and December 14, 1999 respectively. PROJECT DESCRIPTION The property proposed for annexation consists of approximately 313 acres situated in Section 30, Township 1 North, Range 68 West of the 6th PM. The property extends one mile north from Commander Drive, and from abandoned WCR3 west one-half mile. The annexation is contiguous to the Town of Erie boundary for approximately one-half mile along the north line of the northeast quarter of Section 31, for approximately one-half mile along the south line of the southeast quarter of Section 19, and for the full north-south length of the half section line of Section 30, Township 1 North, Range 68 West of the 6°'PM. Requested zoning for the annexation property is Planned Development (PD), permitting a mixed- use development of commercial uses, a wide range of residential uses, and a large area of open space, particularly along Coal Creek. The Erie Air Park is located immediately south of the annexation property, and the Grandview residential subdivision is located north of the property. Proposed Northfield residential uses and planned commercial uses are west of the property, and reclaimed landfill and planned residential uses are to the east of the property. The land is currently zoned agricultural by Weld County. The Development Plan submitted in support of the annexation and zoning is presented following the Location Map on the following page. The development plan, which provides for a maximum of 360 single family lots, is consistent with the Erie Comprehensive Plan, which provides for low density residential development south of WCR 3 (which is extended west to County Line Road) and moderate density residential development north of WCR 3. The planned open space along Coal Creek recognizes the Coal Creek flood plain and the proposed residential or commercial uses west of the Coal Creek open space is provided in recognition of the possibility of attaching this isolated parcel to development immediately adjacent to the parcel to the west. It should be noted that the Town recently initiated a master planning program for the Erie Tri- County Municipal Airport. Part of that planning effort will evaluate the need for a new cross- wind runway, which could impact the Barb property. Gas: TEN Energy Telephone: U.S. West Communications Water: The Town of Erie through current and future improvements Sanitary Sewer: The Town of Erie through current and future improvements Fire: Mountain View Fire Protection District. Police: Town of Erie Street Maint: Maintenance of roadways within the annexation will be provided by the Town after construction to Town specifications and acceptance by the Board of Trustees. Financing infrastructure construction and the provision of municipal services will be addressed in an Annexation Agreement between the applicant and the Town of Erie. The annexation agreement is not available at this time. Town of Erie development regulations require that the developer be responsible for the construction of all necessary utilities and streets both on-site within the property and off-site extensions to the property.
