Application to amend permit to increase capacity from 12000 head to 20000 head
1. This proposal is consistent with the Weld County Comprehensive Plan as an Agricultural use
in the A district.
2. Cattle feeding operations are allowed in the A district.
3. This use is compatible with future development as an agricultural use in the A district.
4. This site is surrounded by agricultural uses and rural residences. The area of expansion is to
the north of the existing feedlot, and away from the neighboring residences. This use is
compatible with the surrounding uses.
5. This site is NOT located in a Flood Hazard zone, Geologic Hazard zone or Airport Overlay
zone.
6. The feedlot expansion will take place in an area of dry pasture, that is presently part of the
existing SUP -68.
7. Public health and safety will be protected through sound management practices for handling
and control of insects, rodents, odors, dust, runoff waters and manure.
8. The site is currently a feedlot, SUP- 68. This application seeks to amend the number of
cattle allowed on site from 12000 head to 20000 head.
9. The nearest residential structure is approximately 500 feet.

10. The site will employ 5-7 daytime employess, and 2-5 onmployees who will be on call
' 4 hours per day to respond to the needs of the cattle on feed.
11. This site will be used only by the staff of the feedlot, and those individuals associated with
the daily operations of cattle feeding, feed delivery, veterinary, etc.
12. The feedlot is currently permitted for 12000 head. This amendment seeks an increase to
20000 head capacity.
13. The existing infrastructure (feed mill, office, grading equipment, etc.) of the feedlot is
sufficient to serve the proposed expansion.
14. New construction proposed at this time consists of additonal cattle pens directly north of the
existing pens.
Approximately 50 cattle and feed trucksitpJiver to the site on a weekly basis.
16. The existing office is served by an Individual Sewage Disposal System, permitted by Weld
County Health Department as Permit#700532.

17. The only waste stockpiled on site is the temporary storage of dry manure, prior to application
off site for beneficial use.
18. Trash and debris are removed by commercial waste haulers on a weekly basis. Bright 'n
Best trash company from Brighton currrently services the site.
19. Construction will begin upon approval of the expansion, and will last several months.
Q. Windbreak trees will be planted on the north side of the cattle pens to reduce erosion of the
site from wind, and to provide aesthetic appeal and wildlife habitat.
21. It is expected that cattle feeding will continue at the site. If and when cattle feeding at the
site ceases in the future, the site may be reclaimed as productive farm land, or other appropriate
use.
22. The closure of many small farmstead feedlots, and the pressure of urban sprawl has
increased the need for feedlots in Weld County that are located in suitable rural areas and have
minimal impacts on surrounding urban areas. This existing feedlot is in such a location. The
proposed expansion, to the north of the existing lot, and away from neighboring residences, will
provide needed increased feedlot capacity, with little MEM increased impacts on surrounding
areas.
23. Fire protection at the site is provided by Hudson Volunteer Fire Department.
24. Water for the site is provided by wells owned by English Feedlots, Inc.
25. Stormwater from the site is collected in an adequate containment pond inspected and
approved by Weld County Health Department.

Cattle pens must be maintained in such a manner as to reduce dust
at all times . Several factors can be controlled so as to reduce
dusty conditions during dry weather . Maintaining surface moisture
at 20-35 % will minimize dusty conditions , while providing an
aerobic condition to the surface of the feedlot . This will
decrease odors and eliminate fly breeding habitat . Regular removal
of manure will also minimize dusty conditions by reducing the
manure available to become airborne .
Increasing cattle density has been proven effective in increasing
the surface moisture of cattle pens and thereby reducing dusty
conditions . Research has shown that cattle density of 70-80 square
feet of pen space per head of cattle . _ _ _ ef _`ect. _. . _ y maintain.

Temporary cross fencing to reduce pen size will increase cattle
density and surface moisture , thus reducing dust at the site .
Sprinkling of pens with water is also an effective method of
increasing surface moisture and reducing dusty conditions .

control . Water may be applied by use of a water tanker and spray
boom, or by installation of permanent sprinklers in pen areas .

INSECT AND RODENT CONTROL PLAN
Rodents and insects must be controlled at the feedlot to provide
the most favorable environment for the livestock and the
surrounding community . Insect control is enhanced by keeping the
cattle pens clean and maintaining surface moisture at approximately
20-35% . These actions will minimize fly populations by restricting
favorable habitat for breeding.
All watering and feeding areas should utilize cement aprons to
minimize wet conditions that are favorable for insect breeding .
Adult fly populations can be further controlled through the use of
phaermone activated fly baits and regular spraying of cattle pens
and buildings with insecticide on an as needed basis . Spilled and
spoiled livestock feed must be cleaned up to further reduce fly
feeding and breeding habitat .
Adult fly control may be achieved through the use of two types of
fly control products . Phaermone activated fly bait , such as Golden
Maloran, can be distributed on a weekly basis during the fly
season . The attractant in the bait , muscalure , will attract the

insecticide in the bait . Phaermone activated baits are proven to
he very effective against the common hcuat fly and other scavenger
feeding insects .
Stable flies and other blood sucking insects may be controlled

insecticide can be sprayed over the cattle and pens , and around the
buildings and fences on a daily basis as necessary for fly control .

Siological controls may also be used to minimize fly populations at
the feedlot . Parasitic wasps released throughout the summer fly
season feed exclusively on fly larvae .
In addition, the phaermone activated bait and the liquid
insecticide, combined with the release of parasitic wasps , can also
be used as necessary to control fly populations in and around
stockpiled manure . Fly baits may be applied around the stockpiles
to reduce the numbers of breeding flies , and liquid insecticide may
be applied if necessary to eliminate adult fly populations . The
steep slopes of the stockpiles and the crust which naturally forms
on the stockpiles will minimize breeding and incubation of fly
larvae . Additionally , frequent cleaning of the pens will produce
a relatively dry manure, which is not suitable as fly breeding
habitat . Spreading manure on agricultural ground for beneficial use
as soon as it is feasible to do so will further reduce the
opportunity for fly populations to proliferate .

decomposition of wet feedlot manure and wastewater . Adequate
drainage of the feedlot prevents standing and stagnation of

the pens minimizes the amount of solids in the wastewater retention
ponds .
Maintaining the surface moisture of the pens at 20-35 percent
moisture will encourage aerobic activity in the manure in the pens ,
