Re: Weld County 1997 Road Projects Affecting Hillsborough Ditch
Dear Chairman Baxter:
It has come to the attention of the Johnstown Board of Trustees that the Weld County
road construction work to begin about May 1, 1997 may seriously impact the Town of
Johnstown by causing inordinate stormwater drainage problems.
The Board of Trustees of the Town of Johnstown are very concerned with your refusal to
work out a solution with the Consolidated Hillsborough Ditch Company relating to the
impact of your 1997 road construction work on the Hillsborough Ditch.
The Ditch is an essential and necessary part of storm drainage handling abilities in and
around the area of the Ditch. In fact, the Ditch is an indispensable drainage facility for the
Town of Johnstown. Disturbance of the historical drainage pattern around and into the
Town can drastically influence and dramatically increase the potential of the Town
flooding.
In the process of meeting the Town's past, present and future stormwater drainage
responsibilities, the Board of Trustees have been working with the Consolidated
Hillsborough Ditch Company Board to consider the impact of excess stormwater
introduction to the ditch. The ditch bisects the Town. Consequently, any substantial
changes in pattern or velocity of the historical flow caused by new work correspondingly
increase the chances of flooding the Town and its citizens.
The Ditch Company and the Town are working together to implement a mutually
satisfactory engineering solution and construction resolution to abnormal stormwater
discharges to the ditch. We both agree that the County's WCR 50 and 13 bridge project
jeopardizes that joint solution.
Clearly, in our opinion, the construction of the bridge at WCR 50 and 13 will adversely
affect the Town's stormwater drainage handling abilities.. By decreasing the "retention
time of the historical flow" by eliminating culverts, causes grave anxiety by the Board.

A coordinated engineering and construction effort and solution by the county, Ditch
Company and town to address the bridge road work stormwater drainage impact issue is
necessary. Otherwise, without an engineering analysis and design, the Board believes its
worst nightmare might occur. It could result in a Johnstown flood.
Your are obviously aware of the Ditch Company's communications to your Board. The
Town shares the Ditch Company's deep concern and strongly supports their position. We
find it very difficult to understand the rationale for not sitting down and resolving issues
by those potentially affected by your work.
The Johnstown Trustees asks your indulgence and urge you to participate in an
engineering solution, rather than a legal conclusion, to our mutual interests and benefits.
We believe we can come to a mutually satisfactory engineering and construction
resolution and still allow you to do the needed work.
We are looking forward to working with you and your staff for the mutual benefit of our
consistencies. Your early attention to our concerns will be greatly appreciated. Please feel
