RE: CREATION OF ROTH SUBDIVISION LOCAL IMPROVEMENT DISTRICT #1995-1
A public hearing was conducted on June 5, 1996, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated April 24, 1996, and duly published May 2, 1996, in the
North Weld Herald, a public hearing was conducted to consider the creation of Weld County Roth
Subdivision Local Improvement District #1995-1. Lee Morrison, Assistant County Attorney, made
this a matter of record and noted formal notice was mailed to all property owners. Drew Scheltinga,
Engineer for the Public Works Department, stated 36 of the 50 lots petitioned in favor of the district,
noting Lots 3 through 7 and Lots 48 and 49 are not included in the district and will not be assessed.
Using overhead displays previously marked as Exhibit H, Mr. Scheltinga presented a summary of
the proposal indicating the streets will be improved by placing 2 inches of asphalt pavement over 4
inches of aggregate base course, creating two 12-foot wide lanes, with 4-foot wide aggregate
shoulders. He stated the total cost estimate was $138,000.00; however, bids were opened
yesterday, June 4, 1996, and the low bidder was Coulsen Excavating Company, Inc., for
$104,618.40. Mr. Scheltinga confirmed the savings will be passed on to the owners when assessed
at the final hearing. He further reviewed the table of estimated payments over ten years, at 6.25-
percent interest, and estimated the cost per lot to be approximately $2,100.00 based on said bid.
Mr. Scheltinga stated staff has been communicating with the contractor regarding scheduling, and
said bid is to be approved on June 19, 1996. No public testimony was offered concerning this
matter. Commissioner Hall moved to approve the creation of Weld County Roth Subdivision Local
Improvement District #1995-1. Commissioner Webster seconded the motion, which carried
unanimously.
This Certification was approved on the 10th day of June, 1996.
