WELD COUNTY COUNCIL
April 5, 1995

The Weld County Council met in regular session in full conformity with the Weld County Home Rule
Charter at Prairie School, 42315 WCR 133, New Raymer, CO, at 7:30 p.m.
ROLL CALL: The meat.called to order by President Jim Gardner, and the following members
were present, constituting a quorum of the members thereof: Vice President Stephanie Hayward,
Councilwoman Judy Curtis, Councilwoman Pam Malcom, and Councilman Ralph Campbell.
Also present were County Treasurer Art Willis, Paul Willis, Doris Williams, Dave Long, Dr. Robert
Eatman, Gary Sheffler, Keith Ashbaugh and the Council secretary.
APPROVAL OF MINUTES: Councilwoman Judy Curtis moved to approve the minutes of the County
Council's meeting of March 1, 1995, as printed. Councilman Ralph Campbell seconded the motion,
and it carried with President Jim Gardner not voting as he was not at the March 1, 1995 meeting.
ADDITIONS TO THE AGENDA: Vice President Stephanie Hayward wanted to add to the agenda the
matter of The Greeley Tribune covering County Council meetings. President Jim Gardner added the
topic under Old Business.
Pam Malcom's mileage expenses were added to Payment of the Bills.
APPOINTMENTS: Councilwoman Pam Malcom and President Jim Gardner will try to attend the April
10, 1995 Elected Officials' Meeting.
PUBLIC COMMENTS: President Jim Gardner introduced County Treasurer Art Willis. Mr. Willis
distributed handouts including: Tax Analysis of RE11 J, Abstract of Assessment: Assessed Valuation
by Property Class and District, 1994, the County Commissioners' 1994 Resolution RE: Distribution
of Bankhead-Jones Funds, and the Commissioners' Resolution RE: Distribution of Payment in Lieu
of Taxes (PILT). Treasurer Willis described his role as both the County Tax Collector and in certain
matters, the County Banker. His presentation included the procedures in billing the tax payers,
receiving the tax payments at the Treasurer's office, investing tax money until it is needed, and the
timing of distributing taxes to the tax districts.
There was much discussion about the Commissioners' division of funds between Colorado Counties,
Inc., with equal portions then to Road and Bridge and to Prairie School District. Dr. Eatman
requested information about the criteria used by the Commissioners to determine the percent of
distribution to roads and to schools. The needs of Road and Bridge versus the needs of the school
district were discussed, as well as the original intent of the federal laws governing these funds.
Mr. Willis said that he would research the legislation establishing the funds that Prairie School
receives. He said that he would also attempt to clarify how the formula for dividing the funds was set
and how much liberty the Commissioners have in the ratio in which they are distributed.
Councilman Ralph Campbell encouraged the school board members to make their desires known to
the County Commissioners regarding Prairie School receiving as much as possible of the Bankhead-

Jones and PILT funds.
CORRESPONDENCE: President Jim Gardner reviewed the correspondence as printed on the
agenda.
OLD BUSINESS:
July 4th Parade Car Banner
A July 4th parade banner for use by the Council in the parade was discussed. Vice President
Stephanie Hayward felt that the wording on the banner should show the Council's role in government
on behalf of all county residents. Doris Williams suggested that the banner read: 'The Voice of the
Citizens." The Council office had not yet received the application for parade participation, but has
been informed that the entrance fee is to be waived. Councilwoman Pam Malcom is to continue
research about a banner.
Thank You Cards to Citizens Who Attend County Council Meetings
Vice President Stephanie Hayward initiated discussion about the Council printing thank you cards to
send to county residents who attend County Council meetings. It was determined that these cards
should be signed by the Council member from the district where the citizen lives. Councilwoman
Pam Malcom noted that "at large" councilmembers should sign all of the thank you cards. Vice
President Stephanie Hayward moved that the Council print personalized thank you cards to send to
citizens attending County Council meetings. Councilman Ralph Campbell seconded the motion; the
motion passed.
At the May Council meeting, Vice President Stephanie Hayward will have a rough outline or sample
postcard ready for review by the Council.
Concern of Citizens RE: Oil and Gas Accesses
It was determined that this subject would be tabled until the next meeting.
Newspaper Coverage of County Council Meetings
The lack of newspaper coverage of County Council meetings was discussed. President Jim Gardner
is to write a letter to The Greeley Tribune about coverage of the County Council meetings.
Former County Council member Doris Williams asked what other newspapers and radio stations had
been invited to the County Council meetings? She also suggested that the Council consider
distributing a press release after each of its meetings.
Ways to highlight positive aspects of County government in the media as well as specifically inviting
newspapers/radio persons to Council meetings was discussed.

NEW BUSINESS:
First Quarter Report to the People
A discussion was held concerning the tradition of the Council preparing a Report to the People.
It was determined that President Jim Gardner would prepare a draft of the first quarter Report to the
People, mail it to the Council members for editing, and a final draft would be approved at the May
Council meeting.
Payment of the Bills
Councilwoman Pam Malcom moved that the Council pay the following bills:
Councilman Ralph Campbell mileage April 5, 1995 meeting - $12.50
CouncilwomanPam Malcom's mileage-January thru March - $18.78
President Jim Gardner April 5, 1995 Council's dinner - $45.61
Secretary Beverly Thomas mileage March 1, 1995 meeting - $17.50
President Jim Gardner mileage 2/10/95 special mtg and 3/95 Elected Officials' Mtg - $16.00
Windsor Beacon legal announcement for 4/5/95 mtg - $1.06
Councilman Ralph Campbell seconded the motion and it passed unanimously.
Regional Growth Meeting, April 6, 1995 and Planning Issues
The details of the April 6, 1995 Regional Growth Meeting were discussed and several of the Council
members were planning to attend. For information purposes, President Jim Gardner outlined many
planning and transportation issues being discussed in Weld County.
Vice President Stephanie Hayward initiated discussion RE: a letter received by Council members
from the Homeowners Coalition about the future of 71st Avenue. President Jim Gardner suggested
that either he or Councilwoman Pam Malcom could take this letter to the April Elected Officials'
Meeting and learn the status of the homeowners' concerns.
Printing Needs: Envelopes for Council
The Council's budget was discussed including the possible need to shift funds between line items as
the year progresses. It was determined that the needed envelopes should be ordered now and the
expense taken from the printing line item.
Secretarial Research Requests
The Council asked the secretary to get the details about Colorado Counties, Inc. meetings so that
the Council can determine if a Council person is going to attend one of the meetings.

Former Doris Williams initiated discussion about the importance of the County Council and the
County Commissioners meeting face-to-face.
Doris Williams, as a citizen of the County, issued the Council a challenge to do some policy work to
find out what the County's gravel policy is. Her specific questions included: How is gravel distributed
to districts? Who is responsible for distributing gravel to districts? Who is responsible for Weld
County's gravel pits? Who determines where the gravel goes, who gets it, who buys it, and who uses
it? Is there a written policy?

As there was no further business the meeting was adjourned at 9:40 p.m.
