The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Erie Lions Club Hall, Tuesday, April 21, 1998, 7:30 p.m. ROLL CALL: The meeting was called to order by President Judy Curtis. Vice President Dan Oster, Councilman Ralph Campbell, and Councilman Al Roberts were present, constituting a quorum of the members. Councilwoman Pam Malcom was excused. Also present: Trevor Jiricek, Wade Carlson, Steve Derus, Judi Haglin, Patrick Huey, Fred Marsh, Richard Martinez, James Nesson, and the Council secretary, Bev Thomas. SPECIAL SPEAKER: Supervisor Environmental Protection Services, Trevor Jiricek, of the Weld County Health Department spoke about the landfills in the Erie area. He explained the leachate monitoring system, the monitoring of ground water and methane gas, and the life expectancy of the landfills. Mr. Jiricek answered questions from the public and citizens shared their concerns about the environmental impact of landfills as well$ as the number of landfills in the Erie area. Included in the discussion were the following topics: The construction procedure of landfills, the relationship between the Town of Erie and Weld County in relation to the landfills, rules for the height trash can be stacked, rules for operating a landfill in windy conditions, daily covering of trash, and procedures for the permanent closing of landfills including monitoring of dosed landfills. The inspection system of landfills by Weld County and also by the State of Colorado was reviewed. APPROVAL OF MINUTES: Councilman Roberts made a motion to approve the March 17, 1998 meeting minutes. Councilman Dan Oster seconded the motion and it was approved unanimously. APPROVAL OF FIRST QUARTER REPORT TO THE PEOPLE: Councilman Ralph Campbell made a motion to adopt the first quarter 1998 Report to the People. Vice President Dan Oster seconded the motion and it carried unanimously. ADDITIONS TO THE AGENDA: There were no additions to the agenda. APPOINTMENTS: President Judy Curtis will call Don Warden regarding the initial 1999 Council budget meeting. Councilman Dan Oster and Councilman Al Roberts will attend the May elected officials meeting. CORRESPONDENCE: The Council reviewed the correspondence. O w4,u-f 980952 s/a 7/957 Weld County Council Minutes April 21, 1998 -Page 2 UNFINISHED BUSINESS: Social Services Concerns The Council decided to gather information regarding its authority to hire legal counsel to interpret the Home Rule Charter. Centennial Center's Hearing Room Sound System Councilman Roberts will talk to Commissioner Webster to follow up the March 23 discussion of the Centennial Center's first floor hearing room sound system. NEW BUSINESS: Setting Salaries for Weld County's Elected Officials President Judy Curtis will check with Weld County Coroner Scott Anthony regarding the Council meeting with him for a work session about the Coroner's salary. Payment of the Bills Councilman Ralph Campbell made a motion to pay the following bills: Mileage for Councilman Ralph Campbell $ 16.20 Mileage for President Judy Curtis $ 10.80 Meals for President Judy Curtis $ 93.72 Mileage for Vice President Dan Oster $ 42.12 Meals for Vice President Dan Oster $ 78.01 Mileage for Councilman Al Roberts $ 14.04 Greeley Tribune Subscription $102.00 Supplies Reimbursement for Bev Thomas $ 12.99 Vice President Oster seconded the motion and it carried unanimously.
