C. Box 758 Greeley, CO. 80632 flear Commissioners : I am writing in regard to the planned road improvement project on 77th Avenue (CR 27. 5) between CR 54 and the geld Central Landfill . I am concerned with the feasibility and logistics of this project in its entirety as planned. I believe some of the results this project is expected to achieve will in fact make the situation in the area worse and more dangerous . Specifically, by realigning and paving 77th Avenue, some traffic as anticipated will take 77th Avenue instead of '5th Avenue . This will not only increase traffic speeds along 77th Avenue and CR 27. 5 but will make the accident riddled intersections and corners much more susceptible to accidents with the higher speeds and increased traffic coming from different directions. I live on CR 27. 5. From my desk I can see the intersection of CR 27. 5 (77th Ave ) and CR 378 (end of 65th Ave) . One in fifteen cars coming from the east to that T-intersection and stop sign just south of the landfill, don' t stop. They turn left and are doing 60-70 MPH by the time they go by my house. This is a 30 T:7PH zone . What will the results be if 77th Avenue is paved north of this intersection for two miles and carrying more traffic??? A viable alternative may exsist. An adaptation of the 'Western Arterial Corridor Study ' done by the City of Greeley warrants some merit. I have attached a map to better explain the concept which includes the following : 1 . Scrap the paving project on 77th Avenue. 2 . Scrap the expensive intersection improvements on 77th Avenue at CR 52. ,i\- r 9SO323 ( nif .1(--�) i`cg % /L G; /' c P 3. Let the landfill alter 77th Avenue around the east edge of their facility so they can properly contour and close the facility. 4, t:ake intersection improvements (possibly traffic lights) along 65th Avenue at CR 54 and CR 52. 5. Rebuild the curve at the south end of 65th Avenue where it turns west down CR 378. 6. Where CR 378 T' s into 77th Avenue (CR 27. 5) continue the highway west along the old railroad right-of-way instead of turning onto 77th Avenue or CR 27. 5. 7. Continue west approximately one-half mile. Curve the highway south, cross the river and intersect with Highway 6o at the big bend. At first glance this didn't seem feasible ; economically or logistically, however after a little study and thought it does accomplish a great deal more than the 77th Avenue project. This alternative would eliminate bad turns and intersections, allow for higher speeds which would move more traffic, quicker and safer. The landfill dollars earmarked for the 77th Avenue project could be transferred to this project as it also borders the landfill. The four landowners this new section of highway would effect, in my opinion, all have reasons to cooperate generously to the project. Economically. . .granted a new bridge probably costs more than the $500, 000 it will likely take to do the 77th Avenue project, but I also see greater possibilities and much improved results. Considering possible State and City highway funds, landowner generosity, landfill funds, equipment and manpower, WHO KNOWS . . . I do believe it merits a close look. Thank You.
