RE: ACTION OF BOARD CONCERNING HUBERT AND MARY LITTLER YOUTH FUND
APPLICATION FOR WELD COUNTY YOUTH CONSERVATION AMERICORPS
PROGRAM FROM DEPARTMENT OF HUMAN SERVICES, EMPLOYMENT
SERVICES OF WELD COUNTY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the Hubert and Mary Littler Youth Fund
Application for the Weld County Youth Conservation AmeriCorps Program from the Weld
County Department of Human Services, Employment Services of Weld County, and
WHEREAS, a hearing before the Board was held on the 30th day of December, 1996,
at which time the Board deemed it advisable to continue said matter indefinitely to allow the
Weld County Department of Human Services, Employment Services of Weld County, adequate
time to further review said application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the abovementioned matter be, and hereby is, continued
indefinitely.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of December, A.D., 1996.

PLEASE DESCRIBE THE ORGANIZATION AND ITS PURPOSE:
Weld County Youth Conservation AmeriCorps Program harnesses the energy and
enthusiasm of year long volunteers to perform service in areas of community need.
There is an emphasis on strengthening community ties, teaching literacy and conflict
resolution education and promoting volunteerism by example and through partnerships
with youth organizations.
ORGANIZATION GOALS:
The Weld County Youth Conservation AmeriCorps Program endeavors to expand its
scope through youth service and through responsiveness to local community needs.
With strong foundation support the AmeriCorps could expand the team size and furnish
the area with valuable service projects of education, conservation, and disaster relief.

PRESENT SOURCE OF INCOME:
Weld County Youth Conservation AmeriCorps Program receives 75% of funding from Federal
Funds and 25% must be obtained from non-federal sources. Providing we make our cash
match requirement, we will be awarded a renewal grant for another year: eight full time
members.
WHEN IS THE MONEY NEEDED: February 1997
AMOUNT OF MONEY REQUESTED: $5,000 (Total cash match requirement ($50.0001
1) DESCRIBE HOW THE MONEY WILL BE USED TO IMPROVE PRESENT PROGRAM(S):
Money will be used to meet cash match requirements to ensure the program will win renewal

and to continue existing community youth programs. Programs in progress include:
a) Teaching literacy at East Memorial Elementary School
b) Teaching conflict resolution skills at East Memorial Elementary School
c) After school program at East Memorial Elementary School
d) After school program at Delta Park Low Income Housing
e) Farm implement restoration project for adjudicated youth at Centennial Village
f) Tutorial program for children at the Greeley Transitional House
g) Mentor and conflict resolution skills education for children at A Woman's Place
h) Develop teen services survey for City of Greeley, Parks and Recreation
2) DESCRIBE HOW THE MONEY WILL BE USED TO DEVELOP NEW PROGRAM(S):
Weld County Youth Conservation AmeriCorps, in partnership with Smarttrips, is trying to reduce
traffic congestion with alternative modes of transportation. Since youth are the drivers of
tomorrow, we have planned a two-pronged approach: Education in local schools and a bike loan
program. The latter will be originally organized and staffed with Weld County AmeriCorps
members who will repair, service, and maintain the bike program with the help of local youth and
youth programs. Local bike shops will train Weld County AmeriCorps members to train
subsequent groups. Additionally, Weld County AmeriCorps seeks suggestions on how to further
serve our youth and the community needs.
NUMBER OF YOUTH SERVED: Six full time members who serve hundreds
INCREASE IN THE NUMBER OF YOUTH ANTICIPATED IF MONEY IS RECEIVED: Eight to
ten full time members who could serve thousands
NOTE: IF THIS GRANT IS REQUESTED BY SOMEONE OTHER THAN THE CHIEF
OPERATING OFFICER OF THE ORGANIZATION. A STATEMENT OF APPROVAL
WITH THE SIGNATURE OF THE CHIEF OPERATING OFFICE. MUST ACCOMPANY
THE APPLICATION.

The Weld County Youth Conservation AmeriCorps Program represents the culmination of five
years of commitment to youth and servicing community needs by Weld County Employment
Services. The first year funding by AmeriCorps and the plans for renewal have been
accomplished because of the historical success of the Weld County Youth Conservation Corps'
approach to teaching youth responsibility, teamwork, and giving back to their community, and
the accomplishments of motivated youth who can see that their contributions improve their
community. AmeriCorps funding has permitted our agency in making a beachhead to continue
serving local youth and the community, but private foundations are necessary to make it
permanent and enhance services to the local community.

Enclosed for Board approval is a Greeley Area Foundation request for$5,000 of funds to support
the Weld County AmeriCorps Program.
Funds received will be used to meet youth and community needs through the AmeriCorps
Program. AmeriCorps requires a 25% non-federal cash match for the operation of the program
and funding received will allow for expansion of the program as well as to increase services to
local communities.
