NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that the County Treasurer, Charles 0. The above and foregoing resolution was, on motion duly made and seconded, adopted by the following vote: AYES: i7/1,4:11: !7, rte. r THE BOARD OF COUNTY COMMISSIONERS DATED: AUGUST 7, 1963 WELD COUNTY, COLORADO AUTHORIZING CHAIRMAN TO SIGN CONTRACT FOR CONSTRUCTION OF AIRCRAFT HANGERS: WHEREAS, the Weld County Municipal Airport Board has requested the Chairman of the Board of County Commissioners to sign contract documents and specifications for metal "T" type aircraft hangers, and WHEREAS, the Board has been duly informed that the present buildings are not adequate to meet the needs of the airport, and WHEREAS, after due consideration, the Board believes it to be to the best interests of the County to sign said contract. The above and foregoing resolution was, on motion duly made and seconded, adopted by the following vote: AYES: THE BOARD OF COUNTY C DATED: AUGUST 7, 1963 WELD COUNTY, COLORADO ;� OMM I I ONE RS b • • • ♦ • • • 3')A. /3 EXTENSION RIDER WITH UNION PACIFIC RAILROAD COMPANY COVERING LEASE OF SITE AT AULT, COLORADO: WHEREAS, the Union Pacific Railroad Company has tendered to the County of Weld, State of Colorado, an agreement extending to and including September 30, 1964 the term of that certain lease dated November 18, 1953, File #54-161, as extended, whereby the Railroad Company leased to the County of Weld, State of Colorado, a portion of its right-of-way at Ault, Colorado, for highway material yard, and WHEREAS, the Board has said proposed agreement before it and has given it careful review and consideration, and WHEREAS, it is considered that the best interests of said County will be subserved by the acceptance of said agreement. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that the terms of the agreement submitted by the Union Pacific Railroad Company as aforesaid be and the same hereby accepted; that the Chairman of the Board be and is hereby authorized to execute said agreement in behalf of said County; that the Clerk of the Board be and she is hereby authorized and directed to attest said agreement and to attach to each duplicate original of said agreement a certified copy of this resolution. The above and foregoing resolution was, on motion duly made and seconded, adopted by the following vote: AYES: Il • THE BOARD OF COUNTY COMMISSIONERS DATED: AUGUST 7, 1963 WELD COUNTY, COLORADO ACCEPTING FRANK TEGTMAN CASH FUEL BID FOR THE DELIVERY OF COAL FOR THE 1963-1964 HEATING SEASON: WHEREAS, sealed coal bids called for according to law, notice being duly published on July 12 and 26, 1963, in the Greeley Booster, were opened, and WHEREAS, Frank Tegtman Cash Fuel, Greeley, Colorado, has submitted the lowest and best bid to supply coal to heat the Weld County Courthouse and Weld County Nursing Home for the 1963-1964 heating season, and WHEREAS, Frank Tegtman Cash Fuel has agreed to supply 500 tons, more or less, of Imperial Coal Company, Eagle Mine, Erie, Colorado, 2i inch slack, oil treated coal for $7.10 per ton arts delivered directly from the mine to the above bins at the discretion of the Weld County Custodian; mine tickets to be furnished to said Custodian at the time of delivery of each load, and WHEREAS, the Board of County Commissioners believes it to be to the best interests of the County to accept such bid. NOW, THEREFORE, BE IT RESOLVED, that Frank Tegtman Cash Fuel bid for the delivery of coal for the 1963-1964 heating season at $7.10 per ton, be and it is hereby accepted. RESOLUTION i IN THE MATTER OF BOARD OF TRUSTEES FOR THE WELD COUNTY PUBLIC HOSPITAL PURCHASING THREE APARTMENT HOUSES TO BE USED FOR HOSPITAL PERSONNEL: WHEREAS, the Board of Trustees for the Weld County Public Hospital has determined that housing facilities for married interns and other Hospital personnel are needed as an incentive to interns and personnel to come to Greeley, and WHEREAS, certain properties suitable for such housing are available and located near the Weld County Hospital on the corner of 17th Street and 19th Avenue, consisting of three buildings, to -wit: One 7 room apartment house building and two duplex apartment house buildings, and WHEREAS, the Board of Trustees, deeming it advisable and in the best interests of the Hospital and of the County, has entered into a contract on July 9, 1963 with the seller for purchase of said properties, including all the personalty appurtenant thereto for the total purchase price of $140,000.00, upon the following terms and conditions, to -wit: $10,000.00 on delivery of the Deed, and the balance of $130,000.00, evidenced by Note and secured by First Deed of Trust, at six (6) per cent per annum interest, payable in installments of $931.40, on the first day of September, 1963, and a like amount on the first day of each and every month thereafter, with final payment of any balance then remaining due on August 1, 1983, as provided for in Note and Deed of Trust dated August 1, 1963, and WHEREAS, the $10,000.00 down payment, part of the purchase price, has been returned and added to the Hospital fund and will be used to purchase furniture and fixtures for said apartments, and the balance of $130,000.00 hereinbefore mentioned will be amortized and paid from rentals over an estimated period of twenty (20) years at no cost to the County, and WHEREAS, close proximity of these properties to the Hospital makes convenient and desirable housing for Hospital personnel and, therefore, it is in the best interests of the Hospital and the County to purchase said properties, NOW THEREFORE BE IT RESOLVED, that the Board of County Commissioners of Weld County, Colorado, hereby affirms and ratifies the action of the Hospital Board of Trustees in the purchase of the aforementioned apartment house buildings; that record title to said real estate be in the name of the County of Weld, State of Colorado, however, with the proviso that there be created no obligation on the part of Weld County to pay any of the balance of the purchase price presently outstanding and payable as evidenced by copy of Note and Deed of Trust attached hereto. REED We are writing to you in regard to County Letter #261 dated September 20, 1963, the subject of which is "Action by State Board of Public Welfare on OAP Medical Care Program." It is our desire to communicate our position relative to payment of hospital care for pensioners in excess of the minimum allowed as a result of the action of the State Board in their September meeting. We would appreciate your bringing to the attention of the State Board our position in this matter. You will also note that we have sent a copy of this communication to Mr. J. Fred Schneider, Attorney for the Colorado Commissioners Association. Before making a statement of our formal position in this matter, we wish to bring to your attention and to the attention of the State Board cf Public Welfare the trend in recent years by the State Legislature to give to the ccun- tie s certain functions which for many years have been the responsibility of the State. For example, legislation was passed which required that no child under the age of seven be sent to the State Children's Home. This meant that county departments of public welfare were required to provide foster care for infants relinquished for adoption and provide staff to study adoptive homes and make the placement of infants in their care. We feel this was good legislation; however, no additional financing was made available througn the child welfare services program in order to meet this responsibility. Many patients have been released from the State Hospital under an intensified program to clear the state institutions of patients who did not require such a type of care. As a result, many of these persons have required financial assistabce frcm the ccunty in order to maintain themselves. This has added an additional financial burd- en to the counties, particularly in the Aid to the Needy Disabled cases where a portion of the direct payment is met by the County and all of the medical care outside of a few limited drugs and the nursing home care is provided en- tirely by the counties. The State Department of Institutions has also reques- ted that county departments of public welfare provide various services for in- dividuals who are the responbility of the State Department of Institutions such as those who have been released from the State Hospital, State Boys and Girls School, those who are on parole, and individuals who have been adjudicated to Ridge who are on the waiting list pending admission. Our County Director of Pub- lic Welfare reports in a period of six months in late 1961 and early 1962 that thirteen representatives of various divisions of the State Department of Institu- tions made contact with him requesting services for individuals under their jur- isdiction. More recently the State Legislature has given to the counties the re- sponsibility for licensing of day care, commercial foster homes, and day nurser- ies. This has required additional staffing which in turn is participated in by the counties. Soon we will be faced by requests from Old Age Pensioners for the payment of their hospital care beyond the use of the allotted fifteen days paid for from the Old Age Pension Medical Fund. This again represents ashifting of respon- sibility from the State to the counties for a function which was assumed by the State and paid for by State Funds. After due consideration the Commissioners have adopted the following position in regard to payment of hospitalization for Old Age Pensioners. The Weld County Board of Commissioners will not accept payment of hospital care for Old Age Pen- sioners who have exceeded the total of fifteen days allowed from Old Age Persian Medical Care Funds. We have instructed the county department of .Public Welfare that they are to deny applications for hospital care for Pensioners who have ex- ceeded the total of fifteen days of hospital care. l/e appreciate the position in which the State Board of Public Welfare finds itself in regard to the Old Age Pension Medical Care Fund. We do not feel, how- ever, that it is automatically the responsibility of the county government topro- vide those services which the State has assumed simply because of the lack of funds to pay for the services which have been established. Howard for a retail package liquor store license came on for hearing September 18, 1963, and the Board of County Commissioners of the County of Weld having heard the testimony and evidence adduced upon said hearing and having considered the testimony, evidence, petitions, and remonstrances filed with said Board, and having carefully weighed the same now makes the following findings: 1. The applicant failed to sustain the burden of proof as to the reasonable requirements of the neighborhood. The evidence clearly shows the expectant patronage of the business would be principally composed of motorists, transients and other passers-by, and there is uncontroverted evidence that such prospective patrons now have the opportunity to patronize similar establishments within a reasonable distance from said proposed location. r :/ • i i 2.
