RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT#1079 FOR A
SINGLE FAMILY DWELLING ON A LOT LESS THAN THE MINIMUM LOT SIZE IN THE
A (AGRICULTURAL) ZONE DISTRICT - DWAYNE AND CAROL BOWEN
A public hearing was conducted on May 31, 1995, at 10:00 a.m., with the following present:
Commissioner Dale K. Hall, Chairman
Commissioner Barbara J. Kirkmeyer, Pro-Tern
Commissioner George E. Baxter
Commissioner Constance L. Harbert
Commissioner W. H. Webster
Also present:

Planning Department representative, Todd Hodges
The following business was transacted:
I hereby certify that pursuant to a notice dated May 15, 1995, and duly published May 18, 1995,
in the Windsor Beacon, a public hearing was conducted to consider the request of Dwayne and
Carol Bowen for a Site Specific Development Plan and Special Review Permit for a single family
dwelling on a lot less than the minimum lot size in the A(Agricultural) Zone District. Lee Morrison,
Assistant County Attorney, made this a matter of record. Todd Hodges, Planning Department
representative, stated since the parcel is between 35 and 80 acres in size, it is not buildable without
a permit. He stated access would be from Weld County Road 12, and the site would be served by
a domestic well and septic system. Mr. Hodges entered the favorable recommendation of the
Planning Commission into the record as written and confirmed the parcel is now in dryland grass.
Carol Bowen, applicant, was present and stated all requirements have been met including a soil
erosion plan. She stated the property is now planted in rye, but it is non-productive, and she
agreed with the three Conditions of Approval and ten Development Standards. No public testimony
was offered concerning this matter. Commissioner Kirkmeyer moved to approve the request of
Dwayne and Carol Bowen for a Site Specific Development Plan and Special Review Permit for a
single family dwelling on a lot less than the minimum lot size in the A (Agricultural) Zone District,
based on the recommendations of the Planning staff and the Planning Commission, with the
Conditions of Approval and Development Standards as entered into the record. The motion was
seconded by Commissioner Webster, and it carried unanimously.
This Certification was approved on the 5th day of June, 1995.
