Environmental Protection Services has reviewed this proposal. The original USR-1191 was
approved in September, 1998. The following additional conditions are recommended to be part
of this amended USR approval:
1. Prior to recording the plat, the applicant shall submit a waste handling plan to the
Environmental Protection Services Division of the Weld County Health Department. The
plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should include
expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including the
facility name, address, and phone number).

Project Amendment to USR-1191 for a Site Specific Development Plan and Use by Special
Review Permit for an Agricultural Service Establishment to manufacture and assemble
agricultural weedburners and crop sprayers and similarly manufactured parts to store,

The Weld County Public Works Department has reviewed this proposal; the following requirements are
recommended to be a part of any approval:
COMMENTS:
This application will be reviewed for a Site Specific Development Plan and a Special Review Permit to manufacture
and assemble agricultural weedburners, farm crop sprayers, repair farm machinery, and seed production.
Julie Chester from Planning Services and I, representing the Public Works Department, visited the site and we have
the following comments:
Colorado State Highway 14 will be the main access to the facility. Please contact Tess Jones or Gloria Idler
of the CDOT Greeley office for any additional permits or comments regarding access to the property.
There appears to be adequate off-street employee and customer parking available, along with designated
equipment storage areas. The circulation appears to be workable.
REQUIREMENTS:
The applicant should designate, on the plat, a small retention area to hold any storm water runoff that may occur
from the existing metal building. The low point in the property and the drainage from the gutters appears to be in
the north central portion of the property. This small amount of water should be retained on the property and allowed
to evaporate, not damaging any adjacent crop lands.

SUBJECT: Robert Felte Site Specific Development Plan and Special Use
Julie, I have reviewed the above proposal. In my previous reviews of this site I expressed concerns over
the increase of traffic. Mr. Heinze and Mr. Fabrizius assured me that traffic wasn't going to increase by
more than 20%. Based upon that information, I could not request anything of the applicant.
As additional uses of this property are now being proposed,the increased traffic again becomes an issue.
If a 20% increase is to occur, then the access width must be reduced to 40 feet(per the August 31, 1998
State Highway Access Code) . It seems that more traffic is being proposed, but I'm unable to get a feel
if it will be greater than 20%.
The applicant needs to provide us with traffic info, both current and proposed. If we end up having a
scale and crop storage, we could be looking at possible highway improvements.
My comments are based upon the submittal as received November 16, 1998. Thank you for the
opportunity to review the Felte proposal.
