WELD COUNTY COUNCIL
February 7, 1996

The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter at the Weld County Centennial Center, 915 10th Street in
Greeley, Colorado, Wednesday, February 7, 1996, 7:30 p.m.
ROLL CALL: The meeting was called to order by President Stephanie Hayward and
the following members were present, constituting a quorum of the members thereof:
Vice President Pam Malcom, Councilwoman Judy Curtis, Councilman Ralph Campbell.
Councilman Jim Gardner arrived at 7:50 p.m. Also present were Jim McEachron, and
the Council secretary.
APPROVAL OF DOCUMENTATION: Councilwoman Judy Curtis made a motion to
approve the January 3, 1996 meeting minutes. Vice President Pam Malcom seconded
the motion, which carried unanimously.
ADDITIONS TO THE AGENDA: President Stephanie Hayward introduced Sgt. Jim
McEachron of the Greeley Police Department and the Communications Center and
noted that he would be available to speak later in the meeting. Additions by President
Stephanie Hayward and the Council secretary were noted under Secretarial Research.
APPOINTMENTS: The February 12, 1996 Elected Officials Meeting was discussed. It
was decided that President Stephanie Hayward would be attending, and possibly Vice
President Pam Malcom. The February 27, 1996 Communications Advisory Board
Meeting was also mentioned. President Stephanie Hayward said that she would be
attending that meeting.
CORRESPONDENCE: The Notice of Claims received by each Council member
regarding a Weld County Road accident was discussed. President Stephanie
Hayward explained to the Council the advice received from County Attorney Bruce
Barker about these notices. The County Attorney will be turning the notices over to the
County's insurance company.
Mr. Southard's letter to Councilman Ralph Campbell regarding setting officials' salaries
led to a discussion of the time for setting the County Commissioners' salaries. The
process should begin in April or May of 1996.
The following items were distributed to all Council members: 1996 Budget in Banner
format, Intergovernmental Agreement for Communications, and copies of the January
and February Communications Newsletter.

COORDINATOR REPORTS:
Communications
President Stephanie Hayward told the Council about her extensive tour of the
Communications Center given by Sgt. Jim McEachron and Capt. Jack Statler. Sgt.
McEachron invited any Council member to a tour of the Dispatch Center. Mr.
McEachron said that he felt that such a tour would aid Council members in answering
questions raised by citizens in their districts.
Specific recent incidents handled by the Dispatch Center were discussed. Also,
discussed were the following topics: the media's role in the image of the
Communications Center, impact of cellular phones on the dispatch process, the liability
issues involved in dispatch staff making medical decisions, the need for a law
enforcement officer to dispatch medical services to an accident site, and the need for
the dispatch staff to speak with the public in precise language that is commonly
understood by lay persons.
Sgt. McEachron said that he would present in future dispatch training sessions the
dispatch terminology concerns expressed by Council members. He also said that he
would report to the Council the current research available regarding law enforcement
officers making medical decisions at accident sites.
President Stephanie Hayward confirmed that Capt. Statler and Sgt. Jim McEachron had
agreed to make a presentation at a County Council meeting later this year. She also
reported about the January Communications Board Meeting. President Hayward had
arranged for the Council to be on the mailing list for the new Communications
Newsletter. She will be attending the E-911 Board Meeting.
Citizens' Prison Concerns
Councilman Jim Gardner reported he had received information from Assistant County
Attorney Lee Morrison regarding the definition of a Pre-parole prison. Councilman
Ralph Campbell said that he needed to talk with Sharon Hopper about the information
he had researched for her.
Title Companies' Concerns with Recording Department
President Stephanie Hayward felt that Council members should personally follow up
with the title company personnel that presented at the January Council meeting.

Councilman Jim Gardner reported on the training that has been taking place in the
Recording Department. President Stephanie Hayward and Councilman Jim Gardner
committed to contacting each title company represented at the January Council
meeting.
Customer Service Project
Councilman Ralph Campbell shared information from the Customer Service Class he is
taking at Aims Community College. President Hayward suggested that Councilman
Campbell put together a proposal to present to the County Commissioners. It would
incorporate the Council's ideas regarding a possible county-wide customer service
"feedback loop." Councilman Ralph Campbell noted that if such a "loop"were in place
the Recording Department would have had timely information about the title companies'
concerns.
County Council Meeting with County Commissioners
The need for Council members and the County Commissioners to talk directly was
discussed. It was decided that President Stephanie Hayward would call Commissioner
Kirkmeyer and arrange a meeting with the Council and the Commissioners. The timing
and location of such a meeting were discussed.
OLD BUSINESS:
County Council's 20th Anniversary
Vice President Pam Malcom will check the different classifications available in the July
4 Stampede Parade. Possibly all past County Council members could be invited to ride
on a Council parade entry commemorating the Council's 20th Anniversary.
The role of the County Council in County government including citizens' return on their
investment in the Council was discussed. President Stephanie Hayward presented
information from the UNC archives about the Council's history. She suggested the
Council prepare a brochure about the Home Rule Charter and the County Council that
would highlight the 20th anniversary. President Hayward emphasized the Council's
obligation to review all aspects of County government. The unique role of the Weld
County Council was also addressed.
Invitations to High School Students and Parliamentary Procedure

Inviting student council and senior class presidents of local high schools to the County
Council meetings was discussed. For each out-of-Greeley Council meeting local
student leaders should receive an invitation to the meeting.
President Stephanie Hayward suggested that the Council renew its commitment to
follow proper rules of parliamentary procedure. Councilman Ralph Campbell
suggested that President Stephanie Hayward contact former Councilman Clair Orr
regarding a presentation on Robert's Rules of Order. The County Extension Office/4-H
Office was also mentioned as a source that may provide a review workshop in
parliamentary procedure. Councilman Ralph Campbell will contact the Extension
Office.
County Council's 1996 Meeting Locations
The Council secretary was asked to schedule the 1996 County Council meetings at the
following target locations in the months noted:
Erie (Vice President Pam Malcom)-April
Gilcrest (President Stephanie Hayward)-May
Grover (Councilwoman Judy Curtis)-September
Keenesburg (Councilman Ralph Campbell)-August
Windsor (Councilman Jim Gardner)-June
Mead (Councilman Jim Gardner)-July
Alternate towns: Ault or Eaton
The Council member noted by the town name will arrange the details of that meeting
after dates are arranged by the Council secretary. Towns surrounding the host town
will be notified of the Council meetings. The Council secretary should schedule the
county van for use by the Council for the out-of-Greeley meetings.
Evaluation of Council Secretary
Council members were given an evaluation form to complete for the Council secretary.
The evaluation forms are to be completed and returned to the March 1996 meeting.
Public Comment Policy
The Council decided to place the public comment statement adopted at the January
1996 meeting after"additions to the agenda" on the Council's agenda. The public
comment statement on the Council's agenda would be prefaced by, "Thank you for
attending the Weld County Council meeting. Your comments are important to us."

Councilman Ralph Campbell made a motion that the public comment statement be
included in the Weld County Council's Rules and Regulations according to County
Attorney Bruce Barker's recommendation. Vice President Pam Malcom seconded the
motion and it carried.
NEW BUSINESS:
Payment of the Bills
Councilwoman Judy Curtis made a motion to pay the following bills:
Councilman Ralph Campbell - Mileage - $11.88
Councilwoman Judy Curtis - Mileage - $23.22
Councilman Jim Gardner - Mileage - $8.64
President Stephanie Hayward - Copies - $3.56
Beverly Thomas - Supplies - $13.73
The motion was seconded by Councilman Ralph Campbell and it carried.
Media Coverage of Council Meetings
President Stephanie Hayward stated her concerns regarding the media not reporting to
Weld citizens what the County Council is doing. The Greeley Tribune's lack of
coverage of the County Council was of particular concern. President Stephanie
Hayward said that she would speak to the Editor of The Greeley Tribune.
Weld County Growth
President Hayward reported on the League of Women's Voters panel discussion on
County growth. Council members' need to keep abreast of the rapid
growth/development in the County was discussed. It was determined that the Council
secretary should mail Council members their newspaper files and pertinent meeting
announcements every week.
March 1996 Council Meeting
Councilman Jim Gardner made a motion that the March 6, 1996 County Council
meeting be at the Centennial Center in Greeley, 915 10th St., Greeley, CO.
Councilman Ralph Campbell seconded the motion and it carried.
Procedure of Planning Commission RE: Gravel Pits

President Stephanie Hayward had a question regarding the Planning Commission's
policy in approving gravel pits. Does the Commission have agreements regarding the
road maintenance and air quality of specific pit proposals available when making
recommendations to approve gravel pits? President Stephanie Hayward will seek
information from Monica Daniels-Mika on this topic.
Secretarial Research Requests
The 1996 listing of the Council members' coordinator assignments and meeting times
of County boards/committees were distributed.
The Council wanted the Council secretary to send information about the County
Council to be included in the 1996 Tri-Town Guide.
President Stephanie Hayward requested a copy of the Weld County Mission Statement
for each Council member.
ADJOURNMENT: The meeting was adjourned by President Stephanie Hayward at
10:20 p.m.
