ANNEXATION IMPACT STUDY
SLOAN ANNEXATION
This impact study is for the Annexation of the Sloan
Property. This property consists of 126 acres located in
the SE± of Section 1 , Township 4 North, Range 68, West
of the 6th PM, Weld County, Colorado . It adjoins the
City of Johnstown Water Treatment Facility and the Johns-
town Cemetary.
The present boundaries of Johnstown are indicated
on the Conceptual Plan of the Sloan Subdivision in Blue .
The proposed boundaries are indicated by the color Violet .
There are no present streets adjacent to the property.
The Map shows the streets that will be constructed in the
subdivision. Public Service and U.S . West telephone has
been contacted and their lines of service are shown on the
Map in Black. The permanent irrigations ditches are marked
in Red . Underground irrigation pipe lines are shown in
Purple . Snyder Oil Company' s gaslines and tank battery,
and the J Sand oil well are shown in yellow. The Con-
solidated Home Supply Irrigation Company, and resevoir
main canal is shown in Green. The City of Johnstown Water
Treatment Facility, and town lines are shown in Orange .
Septic tanks existing in area are shown in Brown Xs.
The existing land use of the Sloan Property is
agriculture . The new proposed land use will be single
family homes approximately fifty two acre lots .
Final pre-annexation agreement is in negotiations .

from Lone Tree Resevoir, adding pressure pumps,
taking care of proposed development.

Johnstown Rural Fire Department, School District
RE-5J, Thompson River Recreation District,
Natural Resources Conservation District, Con-
solidated Home Supply Irrigation Company.
F. Proposed student impact-approximately 100
students. School District RE-5J passed in 1995,
a bond providing for further growth in the
Johnstown-Miliken schools.

RESOLUTION NO. 96-5
RE : FINDING SUBSTANTIAL COMPLIANCE FOR INITIATING ANNEXATION
PROCEEDINGS FOR THE SLOAN FARM ANNEXATION
WHEREAS, a written petition, together with four prints of an
annexation map, was heretofore filed with the Town Clerk requesting
the annexation of certain property to be known as the Sloan Farm,
more particularly described as Situated in the County of Weld,
State of Colorado, to wit :
See attached Exhibit A
Whereas, the Town Board desires to initiate annexation
proceedings in accordance with the law.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF JOHNSTOWN, COLORADO;
Section 1 . That the Town board hereby accepts said annexation
petition, finds and determines that the annexation petition and
accompanying map are in substantial compliance with CRS 31-12-107,
and desire to initiate annextion proceedings in accordance with
law.
Section 2 . The Town Board shall hold a hearing to determine
if the proposed annexation complies with CRS 31-12-104 and 31-12-
105, or such parts thereof as may be required to establish
eligibility for annexation under the terms of part 1, Article 12 ,
Title 31, CRS . A hearing shall be held on the 1st day of April 1996
in the Board meeting room of the Town of Johnstown, 101 Charlotte
Street, Johnstown, Colorado, at 7 : 00 P.M.
Section 3 . The Town Clerk shall publish notice of such
hearing once per week for four successive weeks in the Johnstown
Breeze, with the first publication at least thirty (30) days
prior to the date of the hearing. The Town Clerk shall also send a
copy of this resolution and the petition for annexation to the
clerk to the Board of County Commissioners, the County Attorney and
to any special district or school district within the area proposed
to be annexed.
Passed, approved and Adopted the 5th day of February, 1996 .

PUBLIC HEARING
ANNEXATION OF SLOAN FARM ANNEATION
Be hereby notified that a petition for annexation has been
filed with the Town Clerk and the Board of Trustees of the Town of
Johnstown, and a public hearing to review this annexation request
will be held on Monday, April 1, 1996 at 7 : 00 p.m. in the Town
Hall .
The petition and legal description of the property can be
viewed at the Town Hall . Any parties in interest and citizens
shall have the opportunity to be heard.

PETITION FOR ANNEXATION
We, the undersigned landowners, hereby petition the Town of
Johnstown, Colorado, for the annexation
following-described parcel of real estate: °f the
That portion of the Southeast 1/4 of Section 1,
Township 4 North, Range 68 West of the 6th P.M. , which
is described in the Deed recorded in Book 748 at
Reception No. 1670482 of the Weld County, Colorado
records, Weld County, Colorado.
The property to be annexed contains approximately one
hundred twenty-five and 6/10 (125 . 6) acres, more or less . Said
property shall be hereinafter referred to as the "Property. " The
Town of Johnstown shall be hereinafter referred to as the "Town. "
In support of this Petition, the Petitioners state as
follows :
1 . That it is desirable and necessary that the Property be
annexed to the Town.
2 . That the requirements of Section 31-12-104 and
Section 31-12-105, C.R.S . 1973, exist or have been met .
3 . That not less than one-sixth (1/6) of the perimeter of
the Property is contiguous with the boundaries of the Town.
4 . That a community of interest exists between the
Property and the Town.
5 . That the Property is urban or will be urbanized in the
near future.
6 . That the Property is integrated with or capable of
being integrated with the Town.
7 . That the Petitioners herein comprise more than fifty
percent (50%) of the landowners in the area and own more than
fifty percent (50%) of the Property, excluding public streets,
alleys, and lands owned by the Town.
8 . That the zoning classification requested for the
Property is set forth in a separate letter from the Petitioners
accompanying this Petition.
9 . That the mailing addresses of all owners of the
