RESOLUTION
RE: TERMINATION OF ORDER FOR SPECIAL PRECAUTIONS TO BE USED BY FOOD
HANDLERS (GLOVE ORDER)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, by Emergency Ordinance No. 181-A dated December 7, 1994, the Board of
County Commissioners extended the time for special precautions to be used by food handlers, as
originally defined and established by and through Emergency Ordinance No. 181 (commonly
known as the "Glove Order"), to "such time as the Board of County Commissioners, upon the
recommendation of the Health Officer, believes special precautions are no longer necessary," and
WHEREAS, the last reported case of Hepatitis A in Weld County occurred on or about
November 23, 1994, and
WHEREAS,the Hepatitis A incubation period of 15 to 50 days has passed without further
cases being reported, and
WHEREAS, by memorandum dated January 24, 1995, the Health Officer has informed the
Board that there appears to be no further threat of Hepatitis A, and
WHEREAS,the Board now desires to terminate the order for special precautions as defined
and established by and through Emergency Ordinances No. 181 and No. 181-A; however, the
Board also desires to encourage all food handlers to continue to use special precautions when
handling food in order to maintain the sanitary conditions which are necessary for such activity.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the order for special precautions to be used by food handlers, as defined
and established by and through Emergency Ordinances No. 181 and No. 181-A(commonly known
as the "Glove Order"), be, and hereby is, terminated effective February 1, 1995.

I have talked with staff, as wall as Ray Sanford of the Colorado Restaurant
Association regarding our Weld County Glove Order. We have had only one case
in a foodhandler since the institution of this order. The date of onset for
this case was approximately November 23, 1994. Given a 15 to 50 day
incubation period for this disease, we should be well past the time when we
would see additional cases from that of Novmber 23. Also, this time span
would allow for cases that could have arisen during the holiday period.
Consequently, I would recommend the termination of that temporary ordinance on
February 1. 1995.
As a point of interest, given the number of cases prior to implementation of
the glove rule, and only the one case since, it would appear that our efforts
. were to some degree successful in preventing the further spread of hepatitis
A among food workers. One could speculate on whether this was due to the
gloves themselves, or just calling attention to the hands, but either way I am
thankful that it was effective. •
Since this reached the media last week, I have received a couple of calls
asking that we continue the glove rule. In fact, the Colorado Department of
Health and the Environment has proposed changes in the state food service
regulations that would require that there be no direct contact between ready

.to eat foods and the bare bands. Spatulas, tongs, or single use gloves would
be required. For your information, I have attached a copy of this proposed
rule. 1 would appreciate your feedback.

For the past two years, these has been a high incidence of Hepatitis A in Colorado. In order to help
prevent the spread of Hepatitis A,through a food handler,the Department is considering amending the
"Rules and Regulations Governing the Sanitation of Food Service Establishments in the State of •
Colorado"and the"Rules and Regulations Governing the Sanitation of Retail Food Establishments in the
State of Colorado"to clearly prohibit the manual handling of ready-to-eat foods in food service and retail
food establishments.

The changes would be made by adding the attached requirements to the emoting regulations. 'Violation
• of this proposed change would be a critical it associated to poor hygienic practices. This is consistent
with the recommendations of the Food and Drug Administration and is present in the 1993 Food Code.
