RESOLUTION
RE: ACTION OF THE BOARD CONCERNING CERTIFICATE OF DESIGNATION -
ENVIRO-CYCLE, LLC, % HOWARD BOATRIGHT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, on the 3rd day of March, 1999, a public hearing was held in the Chambers
of the Board of County Commissioners of Weld County, Colorado, for the purpose of
considering whether to grant a Certificate of Designation to Enviro-Cycle, LLC, % Howard
Boatright, 2975 State Farm Road #4, Evans, Colorado 80620, on the following described
property:
N'% NW'% of Section 32, Township 4 North, Range 65 West of the
6th P.M., Weld County, Colorado
WHEREAS, said applicant was present, and
WHEREAS, said request for a Certificate of Designation was submitted in conjunction
with an application for a Site Specific Development Plan and Special Review Permit for an Oil
and Gas Support and Service facility (brine water disposal) in the A (Agricultural) Zone District,
which will be considered April 21, 1999, at 10:00 a.m., and
WHEREAS, Section 32-20-104, C.R.S., requires the Board to take into account certain
factors to approve a Certificate of Designation and, having taken into account said factors,
Finds that a Certificate of Designation for Enviro-Cycle, LLC, c/o Howard Boatright, is not
required.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that a Certificate of Designation for Enviro-Cycle, LLC, % Howard
Boatright, on the hereinabove described real property is not required.

The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 3rd day of March, A.D., 1999.
