1. How is the proposal consistent with the Weld County Comprehensive Plan?
The property is located within an Urban Growth Boundary area and is adjacent to the to the
Town of Frederick, which has its municipal boundaries on the north side of State Highway
52. The Weld County Comprehensive Plan encourages this type of proposed use to locate
in or adjacent to existing municipalities within an Urban Growth Boundary Area. The use is
encouraged as long as it conforms to the desires of the municipality as expressed in its
comprehensive plan.
2. How does this proposal meet the intent of the zone district it is located in:
The propsed uses are permitted in the Agricultural zone district with the approval of a Special
Review Permit.
3. How is this use compatible with future development as stated in the Weld County Comprehensive
Plan? If yes, how?
See answer number 1
4. What type of uses surround this site? Is this request compatible with surrounding uses?
Agricultural uses predominately surround the proposed site. The Town of Frederick has
annexed the property immediately across State Highway 52 from the site, but it remains in
agricultural production. The request is compatible with existing surrounding uses.
5. Is this property located within a Flood Hazard zone, Geologic Hazard zone, or Airport Overlay zone
and does it meet these special requirements?
The property is not located in a Flood Hazard or Airport Overlay zone.The property is located
in a Geologic Hazard Overlay zone. A Geologic Harzard Overlay District Development
permit shall be obtained from Weld County prior to any development occurring on the
property.
6. What efforts have been made to conserve productive agricultural land?
This site was created through the recorded exemption process and removed a minimum
amount of land for the proposed facility.
7. How will public health, safety and welfare be protected?
The proposed motor grader and household hazardous waste collection facility will be
designed in such a manner as to provide for the protection of the health, safety, and welfare
of the immediate neighborhood and the county. All applicable rules, regulations, and codes
will be followed to provide for the public health, safety, and welfare of the immediate neigh-
borhood and the county.

8. What will the site be used for?
A Weld County household hazardous waste collection facility and a motor grader facility.
9. How close is this site to other residential structures?
The closest residence is at least a half mile away in all directions.
10. How many people will be employed at this site and what hours will they work?
One grader operator working four 10 hour days, Monday through Thursday, for the motor
grader facility. One or two persons will operate the household hazardous waste collection
facility, 40-80 hours a month. The majority of these hours will be between 8 am and 5 pm,
Monday through Friday. Some receiving hours will be scheduled for Saturdays or
Sundays during daylight hours. Health department personnel are also available for
appointments outside normal working hours.
11. How many people will use this site?
An average of 20 automobiles a week are expected to use the household hazardous waste
facility. Some Weld County Public Works employees will use the site
when there is a road or bridge construction project in the area, but only for storing
equipment overnight for security purposes. Maintenance people will periodically visit
the site for maintenance on equipment or oil changes for the motor grader.
12. What type and how many animals, if any, will be on this site?
No animals are proposed to be located on this site?
13. What type and how much, if any, operating and processing equipment will be utilized on site?
The motor grader may do some routine maintenance of the site to keep weeds down
and to grade any ruts or surface problems. This will be done on a routine basis.
14. What type and how many structures will be erected (built) on this site?
One 3200 square foot concrete block building. The household hazardous waste collection
portion of the facility will be 1,200 square feet. The motor grader portion of the building will
be 2,000 square feet.
15. What kind (type, size, weight) of vehicles will access this site and how often?
An average of twenty automobiles or pickups a week will use the household hazardous
waste collection facility. The site may be used by several different county vehicles, including
motor graders, gasoline trucks, maintenance trucks, backhoes, and possibly gravel trucks
or belly-dumps. Access to the site will be from an existing driveway access to Sate
Highway 52 right-of-way. The County has purchased a permanent easement for access to
the site on property immediately adjacent on the west side of the site. The access easement
has an existing gravel road and may be improved with additional gravel or paved in the
future.

16. Will this site use a septic system or public sewer facilities?
An individual septic disposal system approved by the Weld County Health Department.
17. Are you proposing storage or stockpile of wastes on this site? If so, what is the size and type
proposed?
The storage or stockpile of wastes will not be permitted nor occur on this site.
18. How often will debris, junk, or waste be disposed of? By what means?
Household hazardous waste products like used motor oil, paints, and other household
hazardous wastes will be received, sorted, and stored inside the facility until they are
removed from the site. Motor oil will be sent off site for recycling. Other wastes that
aren't recycleable or usuable in our community will be sent off site with a hazardous
waste contractor for final disposal in an approved landfill or facilty.
19. How long will it take to construct this site and when will construction begin?
Construction will begin in the spring of 1995 and take approximately 3 to 6 months to
complete.
20. Explain the proposed landscaping plans and erosion control measures associated with this site.
Landscaping will be located around the building which will include a combination of trees,
scrubs, and grass. Erosion control measures will be practiced and an erosion control
plan implemented if needed.
21. Explain any proposed reclamation procedures when termination of the Special Review use begins.
Termination of the uses is not proposed at this time.
22. Explain the need for the proposed use (activity) in Weld County.
Household hazardous waste can harm people and our groundwater if it is not separated
from the waste stream. Most residents are either unwilling or unable to pay for hazardous
waste services. Weld County was decided to provide proper disposal choices to its
residents free of charge. Weld County has its motor grader stations set up geographically
within the County to accommodate rural areas. Snow removal, routine grading and possible
road construction are the principle duties of the grader operator and station.
23. Who will provide fire protection to this site?
Mountain View Fire Protection District.
24. What or who will provide water to this site?
Central Weld County Water District.
25. How will storm water drainage be handled on the site?
Stormwater runoff is generally from the Northeast to the Southwest at an approximate slope
of 1.5%. Storm water drainage will not be detained on site.
