Subject: Plan of Correction and Time Line for the Harper Livestock Feedlot
Dear Mr. Morgan:
The Weld County Department of Public Health and Environment has reviewed your November 1,
1999 letter and attachment. The letter and attachment consists of a plan of correction and time line
as requested by our September 22, 1999 letter, concerning alleged violations of the Confined Animal
Feeding Operation Control Regulations and the Weld County Zoning Ordinance at the Harper
Livestock Feedlot.
Our Department has found your plan of correction and time line to be adequate as submitted. You
have proposed a 90 day time period to submit the facility's manure and process wastewater
management plan. We will consider that time period to be expired on February 1, 1999. Please
provide an original copy of the plan for our review and approval by that date.
Additionally,your letter indicates that you have blocked the overflow pipe from the pond that was the
source of the discharge. We recommend that you consider either permanently blocking the pipe or
removing it in order to prevent future similar discharges into Lone Tree Creek.
