ZONE DISTRICT - FRANCISCO AND PATRICIA BARRON AND BERNICE GRIEGO
A public hearing was conducted on December 10, 1997, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated November 10, 1997, and duly published November
26, 1997, in the Platteville Herald, a public hearing was conducted to consider the request of
Francisco and Patricia Barron and Bernice Griego for an Oil and Gas Support and Service (storage
of heavy equipment, an office and a shop for welding incidental to the operation with six
employees) in the A (Agricultural) Zone District. Lee Morrison, Assistant County Attorney, made
this a matter of record. Scott Ballstadt, Department of Planning Services representative, presented
a brief summary of the proposal and entered the favorable recommendation of the Planning
Commission into the record as written. Mr. Ballstadt submitted two exhibits referred to as A and
B, which were received after the Planning Commission Hearing. (Note: Clerk to the Board later
remarked said exhibits as E and F.) Mr. Ballstadt stated this proposal is consistent with the Weld
County Comprehensive Plan because it will not remove any prime farm land from production. Mr.
Ballstadt also stated this proposal is compatible with future development of the surrounding area,
and is not located in any Overlay District Areas. In response to Commissioner Hall, Sheble
McConnellogue, Health Department representative, stated Condition#4 is necessary because the
applicant is required to identify the source of the water supply for a cistern and the applicant listed
the Town of Fort Lupton. In June of 1998 the applicant will use water from the Aristocrat Ranchette
Water Project as it becomes available. Ms. McConnellogue also commented on Development
Standard #11 concerning the installation of holding tanks for run-off water from washing
commercial oil trucks. This water could be processed to prevent oil seeping into the ground water;
however, the applicant does not wish to do so. Ms. McConnellogue added the wording could be
amended to clarify washing of private vehicles is not prohibited.
No public testimony was offered concerning this matter

Francisco Barron, applicant, stated he runs a small business in the Agricultural Zone District
because his operation is not big enough to require a commercial site. In response to Chair Baxter,
Mr. Barron stated he does agree with the Conditions of Approval and Development Standards as
proposed. In response to Commissioner Harbert and Chair Baxter, Mr. Barron stated there is
minimal noise because the company only owns three trucks, most of the work is done off site, and
any welding is done within the building. Mr. Ballstadt stated he spoke with the anonymous caller
with the noise concern, and after explaining the Development Standards, they seemed satisfied
with the operation.
Commissioner Hall moved to approve the request of Francisco and Patricia Barron and Bernice
Griego for a Site Specific Development Plan and Special Review Permit for an Oil and Gas Support
and Service (storage of heavy equipment, an office and a shop for welding incidental to the
operation with six employees) in the A (Agricultural) Zone District, based on the recommendations
of the Planning staff and the Planning Commission, with the Conditions of Approval and
Development Standards as entered into the record, amending the wording of Development
Standard #11 to include only commercial vehicles. The motion was seconded by Commissioner
Harbert, and it carried unanimously.
This Certification was approved on the 15th day of December, 1997.
