COMMENTS:
This property lies outside the Mead Comprehensive Plan's Area of Influence.
klowever, there are two concerns which we would like to address.
1. There does not appear to be a responce from Mountain View Fire. We
would request that they be contacted for possible concerns. Mountain View
Fire could and would respond to an emergency in that area. Their input
should be considered.
Za. We would request that an impact report be requested from St. Vrain Valley
School District. Currently this area falls within the boundries of the
Mead schools. Our elementary is over capacity and our middle school
is at 92% capacity. There is concern that 1f the bond issue proposed for the
November election is not passed, the children from this development would be
enrolled in the Mead schools. If at all possible, we would appreciate
this project being put on hold until the issue of schools have been addressed.
It should be noted that part of the bond issue is to fund schools. One of the
proposed elementaries would draw students from this area.
2b. Lastly, the Town of Mead and the St. Vrain Valley School District have
an IGA requiring each developer to contribute $426.00 per single family
building permit. We would like to encourage this applicant's voluntary
Participation. The funds are set aside to benefit education for each
development's neighborhood schools.

Dear Uhrich:
I reviewed the copy of the final plat for the subdivision, dated 9/5/97, and a copy of the
recorded exemption, dated 8/29/78.
The emergency access route between Lots 6 and 7 along with the 10-foot access
easement on the property to the east, if constructed to the Fire District's access
requirements, will meet the District's requirement of a secondary access to the
subdivision. If the access route is to be closed off on either end from non-emergency
traffic, then the method of closure must be approved by the District. Please contact me
for approved methods of closure if the developer wishes to close the access off.

Dear Mr. Uhrich:
I have reviewed the revised utility plans for the Western Dairymen Association Cooperative Subdivision,
located south of Highway 119,east of Weld County Road 7.5. Based on my review, I have the following
comments:
• The proposed fire hydrant locations appear to be satisfactory has indicated on the plans. Based on the
results from the flow test done on July 16, 1997, the Fire District win recognize that the required fire
flow is available from the existing fire hydrants located along the streets.
• The Fire District still cannot approve of the subdivision until the access to the subdivision meets the
standards of the Fire District. I understand that you are currently negotiating with Rocky Mountain
Salvage to obtain an emergency access to the subdivision;however,until this is access is shown on the
plat,the Fire District cannot approve the subdivision.

Dear Mr.Hodges:
I have reviewed the final plat and utility plans for the Western Dairymen Association Cooperative
Subdivision (Case Number: S-431), located south of Highway 119 east of Weld County Road 7.5. The
Fire District does not approve of the plans based on the following comments:
• The access to the subdivision does not meet the standards of the Fire District. Weld County Road 7.5
is a dead-end road south of Highway 119. Even though the access road to the lots in the subdivision
loops through the subdivision, both ends of the loop return to Weld County Road 7.5. This forms a
dead-end road more than 750 feet in length. This has been previously noted in a letter to you dated
January 16, 1996 and in a letter to Mr.Arthur Uhrich of Pickett Engineering dated July 15, 1997.
• Fire hydrant locations shown on the utility plans are not acceptable. The maximum spacing between
fire hydrants on public streets and along fire apparatus access roads is 500 feet. Plans show hydrants
spaced at intervals greater than this distance.
• The required fire flow for the subdivision is 2,500 gallons per minute at 20 pounds per square inch. A
letter must be provided to the Fire District, by the water supplier, that the required fire flow is
available.
The Fire District is unable to approve the subdivision until these issues are resolved. Resubmitted plans
addressing these issues are requested. We appreciate being involved in the planning process. Should you

Dear Mr. Uhrich:
I have reviewed the final plat, dated 1/6/97, and the utility plans, dated 1/6/97, for
compliance with the adopted codes and standards of the Fire District. I am sorry that I
could not respond in the two week time period from April 18, as you requested. The
plans were received by us on April 21. About that same time we received a number of
plans for the summer construction season, and have just reached this plan, since the
plans are done in the order of receipt. Based on my review I have the following
comments:
1. The access to the subdivision, as shown on the plan, does not meet the standards
of the Fire District. WCR 7' is a dead-end road south of Highway 119. Even
though the access road to the lots is a loop through the subdivision, both ends of
the loop return to WCR 71/2. This forms a dead-end road more than 750 feet in
length. This same problem was pointed out in my letter. dated January 16
1996, to i oud Hodges, Weld County Department of Planning Services. the
Fire District is unable to approve the subdivision until this issue is resolved.
(Fire Protection Development Standards Section 3.02-4)
2. The required fire flow for the subdivision is 2,500 gallons per minute at 20
pounds per square inch. While modifications in the Left Hand Water system
currently underway may provide this flow, this cannot be confirmed. If the
required fire flow is not available from the Left Hand system, then the required

3. The hydrant locations shown on the utility plan are not approved. Maximum
hydrant spacing on roads and streets is 500 feet. In all cases except one, the
hydrants shown on the plans are spaced at distances greater than 500 feet. (Fire
Protection Development Standards Section 6.04-3)
4. Streets are required to be marked by signs. If standard street signs are used,
then the signs do not need to be approved by the Fire District. If signs other
than standard signs are used, then the signs do need to be approved by the Fire
District. (Uniform Fire Code Section 901.4.5)
5. Construction plans for buildings need to be submitted to the Fire District for
review, prior to beginning construction. (Fire Protection Development
Standards Section 1.01-1)

Final Plan
The Weld County Public Works Department has reviewed this proposal; the following requirements are
recommended to be a part of any approval.
COMMENTS:
The applicant has adequately addressed the drainage study through a storm sewer drainage system utilizing curb
inlets carrying water by gravity flow to a detention area. The drainage plans and calculations have been provided
by Pickett Engineering. This report has been stamped and sealed by the engineer.
REQUIREMENTS:
Exhibit G, Improvements Agreement regarding collateral for improvements: (Public maintained roads) The
applicant needs to submit an original signed document for the Board's approval and recording.
Exhibit G-1: There is a discrepancy in the aggregate base course item. In the Exhibit, the applicant has indicated
that there are six inches of aggregate base course. On Sheet R-4 in the Paving Table, the applicant has
indicated 10 inches of aggregate base course. To resolve this discrepancy, the applicant must provide adequate
documentation on the road design to clarify this issue under Subdivision Ordinances 10.2.3 and 10.2.4,
Geometric Design Standards and Road Structures.
Also under Exhibit G-1: The applicant needs to add street name signs, stop signs, quantities, units, and unit
prices to adequately address the site work items.
Exhibit G-2, Time of Construction: The applicant has not supplied a start date or length of time for construction.
This needs to be completed prior to Board action.
Exhibit H, Road Maintenance and Improvements Agreement: (Off-site) The applicant needs to provide an
original signature and a time of completion for the improvements sheets.
Both Exhibits G-1 (PUD Development) and H (Off-site Road) need to be completed and approved prior to
recording of the plat.

Dear Todd:
Thank you for referring the Western Dairymen Cooperative, Inc., Planned Unit Development Final Plan application
to the School District for review. From the materials provided, it appears that this is for industrial/commercial
land use only. Without a residential component there would be no impact to the School District, thus, the School
trict would not be in opposition to this proposal. If the proposal does contain residential land uses, the District
would appreciate receiving the plans to determine any student impacts. Students from any residential unit in this
area would attend Mead Elementary, Mead Middle and Skyline High Schools. The capacity and enrollment information
for the schools is identified below:
