WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter at the Erie Town Hall, 645 Holbrook, Erie, Colorado,
Wednesday, May 1, 1996, 7:30 p.m.
ROLL CALL: The meeting was called to order by President Stephanie Hayward. The
following members were present, constituting a quorum of the members thereof: Vice
President Pam Malcom, Councilman Ralph Campbell, Councilwoman Judy Curtis.
Councilman Jim Gardner was excused. Also, present were: Cole McGinnis, Judy
Haglin, Lynn Morgan, Tracy Deering, Vic Smith, Jim Hayward, Lorraine and Everett
David, J. Neeson, Sharon Dunn, and the Council secretary.
APPROVAL OF MINUTES: Councilwoman Judy Curtis made a motion, seconded by
Councilman Ralph Campbell, to approve the April 3,1996 minutes with the correction
that Councilman Ralph Campbell's mileage was approved for $28.08.
ADDITIONS TO THE AGENDA: President Stephanie Hayward added the July 4
Stampede Parade to the agenda.
APPOINTMENTS: President Stephanie Hayward and Vice President Pam Malcom will
try to attend the May 13, 1996 Elected Officials' Meeting.
Vice President Pam Malcom will speak on the KFKA "Coffee Break" on May 21,1996. If
she is unable to participate, Councilman Jim Gardner will be contacted to replace Vice
President Malcom.
It was determined that the Council would meet with Parliamentarian Art Willis at 6:30
p.m. in Centennial Center's room 350 on May 14, 1996 for a parliamentary training
session.
CORRESPONDENCE: The Council decided to participate in the LaSalle Days Parade
on July 6, 1996. Councilman Jim Gardner will be asked to provide a vehicle for this
event.
COORDINATOR REPORTS:
Customer Service Project
Councilman Ralph Campbell suggested that the Council have a planning session to
prepare a customer service proposal to be presented to the Commissioners.
Councilman Campbell welcomed public ideas regarding how County government could
best stay in communication with Weld citizens.

Airport Authority
Councilwoman Judy Curtis said that she had talked with Commissioner Dale Hall about
the payment to the former Airport Manager. She said that Commissioner Hall reiterated
that the payment was a confidential matter. Councilwoman Curtis stated that she was
uncomfortable with the lack of information about why the payment was made.
President Stephanie Hayward said that the Council had been requested by Weld
citizens to look into this matter. Councilman Ralph Campbell made a motion that the
President Stephanie Hayward set a meeting with Commissioner Hall and County
Attorney Bruce Barker regarding the payment to the Airport Manager. Councilwoman
Judy Curtis seconded the motion and it carried unanimously.
UNFINISHED BUSINESS:
Council's Twentieth Anniversary
President Stephanie Hayward suggested that the Council's twentieth anniversary be
discussed in a Council work session. Vice President Pam Malcom said that she was
preparing a list for each Council member of former Weld County Council members. It
was decided that each Council member would send invitations to former Council
members inviting them to ride with present Council members in the July 4 Stampede
Parade. Councilwoman Judy Curtis will distribute the invitations to Council members.
Name Tags
Councilman Ralph Campbell made a motion that the Council purchase name tags that
include the County seal for each Council member. Vice President Pam Malcom
seconded the motion and it carried unanimously.
Commissioners' Salaries
The Council discussed the cost of the Commissioners' health insurance premiums
including the medical flexible spending account available to them. Councilman Ralph
Campbell made a motion that the Commissioners' salaries be $48,000 for the years
1999 and 2000. Councilwoman Judy Curtis seconded the motion. Members of the
audience presented opinions to the Council regarding the compensation received by
County Commissioners. President Stephanie Hayward read a letter received from.Mr.
Harold Fahrenbruch on the topic. After further discussion the motion was tabled by
President Stephanie Hayward until the June 5 Council meeting to allow for additional
public comment.
NEW BUSINESS:
Line Item Choices for Mileage/Meeting Expenses
In the current accounting system all out-of-town mileage expenses will be entered on
the same line item as any out-of-town meals.

Council's Need of a Tape Recorder
A report was given about the futile attempt to have the Council's tape recorder
repaired. A motion was made by Councilwoman Judy Curtis to move $500 from the
Council's professional services line item to pay for a new tape recorder if necessary.
This money would be used only if another source to cover this unplanned equipment
expenditure could not be found. Councilman Ralph Campbell seconded the motion and
it passed unanimously. President Stephanie Hayward will discuss this purchase and
the adapter needed for the Council's computer with Don Warden.
Payment of the Bills
Vice President Pam Malcom made a motion to pay the bills as listed:
Councilman Ralph Campbell - mileage - $ 12.96
Councilwoman Judy Curtis - mileage - $ 36.18
Secretary Bev Thomas - mileage - $ 5.13
President Stephanie Hayward - meals - $ 36.40
North Weld Herald - subscription - $ 21.00
Greeley Tribune - subscription - $105.00
Councilwoman Judy Curtis seconded the motion and it carried unanimously.
It was suggested that quarterly the Council look at the status of its budget line items.
Parking Space for Council Secretary
The secretary was advised to bring the matter of a parking space to the attention of the
Council if it became a problem.
Sheriff Survey to Grover Area Residents
Councilwoman Judy Curtis gave out a sample of a survey sent to Grover area residents
by the Sheriffs Department concerning the Grover Rodeo. It was decided that the
Council would send the Sheriff a letter complimenting him on the survey. The letter
would include the names of all Council members if Councilman Jim Gardner was
agreeable.
ADJOURNMENT: The meeting was adjourned at 9:50 p.m.

The Weld County Council met in Special Session in full conformity with the Weld
County Home Rule Charter at the Weld County Centennial Center, 915 10th Street in
Greeley, Colorado, Tuesday, May 14, 1996, 6:00 p.m.
ROLL CALL: The meeting was called to order by President Stephanie Hayward. The
following members were present, constituting a quorum of the members thereof Vice
President Pam Malcom, Councilman Ralph Campbell, Councilwoman Judy Curtis, and
Councilman Jim Gardner. County Attorney Bruce Barker and the Council secretary
were also present.
Councilman Jim Gardner made a motion that the Council enter Executive Session. The
motion was seconded by Judy Curtis and the motion passed unanimously. The Council
secretary was excused and the Council met with County Attorney Bruce Barker.
After the Executive Session President Stephanie Hayward stated that the Executive
Session consisted of reviewing the Council's responsibility in reference to the airport
authority as mandated by the Home Rule Charter.
ADJOURNMENT: The meeting was adjourned at 6:50 p.m..

The Weld County Council's monthly meeting was June 5, 1996 at Windsor Town
Hall. Guest speaker, Weld County Planner Shani Eastin, explained the background of
the newly-adopted Weld County Comprehensive Plan. She defined urban growth
boundary lines, and talked about the coordination of planning between the County and
municipalities. Ms. Eastin stated the Planning Department's desire to be available to
help citizens of the County with their planning concerns. She emphasized that Planning
Department personnel welcome questions and requests for information from all Weld
County citizens.
Vice President Pam Malcom opened the floor for public opinion on the setting of
County Commissioners' salaries. Public comments favored the proposed pay increase
of Commissioners' salaries of $48,000 for the years 1999 and 2000. Weld citizens
complimented the County Board of Commissioners on their dedication and long hours
given to serve the County.
Council members completed details for its participation in the July 4 Stampede
Parade. Former County Council members and authors of the County's Home Rule
Charter will join Council members to ride in the July 4 Stampede Parade. This reunion
is in celebration of the 20th Anniversary of the Home Rule Charter and the Weld
County Council.
Councilman Ralph Campbell initiated discussion about the proposed 1997
County budget guideline of a 10% reduction across the board. He stated that the
County Council has the most control of the use of taxpayers' dollars in setting elected
officials' salaries. In keeping therefore, with the 1997 Budget Guideline, Councilman
Campbell stated that the Council could conform to this guideline by cutting all elected
officials' salaries by 10%. The Commissioners could in turn, pass the 10% salary cut
along to all Department Heads.
Councilman Ralph Campbell voiced concern that the Council had been asked to
reduce its 1997 budget to a level 10% lower than its 1996 budget. His specific concern
is that in his 6-year tenure on the Council, the Council has always returned taxpayers
dollars back to the general fund.
A further concern of Councilman Campbell is that the Council's budget is not
flexible in personnel or office expenses. Therefore, the pattern has been to subtract
increased operating expenses and budget reductions from the Council's professional
services line item. The result of this is that the Council will have little or no monies
available to audit any County operation as mandated by the Home Rule Charter.
