Each year at this time, we must review our programming costs on the cable television channels
we provide to our customers. Those costs have risen dramatically over the past year, and continue to
increase for 1999.
Fees paid by us for ESPN, TNT, TBS, and other sports/programming services have risen
substantially. In an effort to avoid passing these increases on to our subscribers, we had researched the
possibility of offering these channels as an optional A La Carte package so customers could decide
whether they wanted to continue to pay for these channels. Unfortunately, our programmers will not
allow us to do this.
The enclosed letter will be sent to our customers and, effective January 1, 1999, our cable service
rates will be adjusted. The new rate will be $28.95. Also, we will add the following services to the
channel lineup at the time of the rate adjustment:

This rate adjustment would be necessary even if we did not add channels, but we feel it is important to
offer a balance of price and value.
Please be assured that we will continue to negotiate with the programmers to obtain the best
possible rate we can. Cable television still remains an outstanding value for your entertainment dollar as
compared to other entertainment services.

Dear Galaxy Cablevision Subscriber:
Each year Galaxy Cablevision reviews its increased cost for the programming we deliver to
you. Fees paid to programmers like ESPN,TNT,TBS,premium services and many other sports
networks have increased dramatically over the past year. In order for us to continue bringing
you quality service and entertainment, we must adjust our rates to account for increases in our
operating costs and in the increased cost of programming provided to you.
As a cable operator one of the biggest challenges has been to keep programming costs under
control. "Sports entertainment is truly causing the largest part of the pain," says Frank Hughes,
senior VP of programming for the National Cable Television Cooperative. "The rising
programming costs, which range from spiraling sports rights to increased budgets for original
productions, are the primary reason many networks have increased their fees 10 to 20 percent."
One solution might he to offer these channels on an optional A La Carte basis or as part of an
optional small package of services. This would allow for more choice in deciding whether you
wanted to continue to pay for and receive these channels. Unfortunately,these same programmers
will not allow us the flexibility to offer these choices to you, our customer. Effectively, we are
faced with two choices when it comes to our programming services: Pass on the increased rates
or drop the channel, neither of which we enjoy doing.
Please know that we continue to negotiate with the programmers to try and keep the rates we
pay at a reasonable amount, thus insuring that we can continue to provide you the best in home
entertainment at a reasonable price.
Galaxy Cablevision will continue to provide our quality service at a competitive rate. Please
refer to the front of your bill for specific rate information.
We recognize the need to balance price with value. Even as our costs go up,we strive to provide
the best value to you and the entire community we serve. We are proud to be an active member
of the communities we work and live in. We provide local schools free cable service and
commercial-free educational programming through Cable in the Classroom programs.
We would like to thank you for the opportunity to provide you with what we believe is the best
entertainment value for your family. We know you have a choice in selecting your entertainment
option and we truly appreciate you choosing Galaxy Cablevision.
