I have received your letter of December 13, 1996 regarding the participation of certain
Colorado State University faculty members in a hearing before the Weld County Commissioners
pertaining to the application of Hirsch Dairy for modification of its land use permit. Copies of
that letter were sent to the State Board of Agriculture and President Yates as well. In response, I
wish to clarify whether these faculty members were representing an official position of the
University in support of the Hirsch application.
It is our understanding that these faculty members intended to provide information to the
Commissioners regarding the animal health and husbandry practices of Hirsch Dairy based on
their professional experience. By reflecting their affiliation with the University, it was not clear
whether they spoke on behalf of the institution or if the institution officially supported the Hirsch
application. However, the University has taken no official position, either in support or
opposition to, the Hirsch application. We appreciate this opportunity to clarify the record in this
regard.
Finally, you have raised certain questions regarding compliance with University policies
regarding disclosure and management of potential conflicts of interest. Whenever such issues are
raised, it is our practice to review and evaluate them as an internal matter to determine whether
any action is necessary to assure compliance.
