AD VALOREM MILL LEVY
WHEREAS, it is the duty of the Board of Directors of Northern Colorado Water Conservancy
District, as provided by law, in each year to determine the amount of money necessary to be raised
by ad valorem taxation,taking into consideration other sources of revenue of the District,and to fix
a rate of levy, which when levied upon every dollar of assessed valuation will raise the amount
required for the District to supply funds for paying the costs of all construction obligations; for
providing the services required to conserve, allocate, and control the water supplies of the District;
for paying the expenses of administration, engineering, operation, maintenance, repair, and
replacement of the works, facilities, and properties of the District; and for paying the expenses of
such other business functions and activities as found by said Board to be necessary and convenient;
and
WHEREAS,the Repayment Contract between the District and the United States,Contract No.9-07-
70-W0020, was submitted to and approved by vote of the qualified electors of the District, which
contract states in part ". . .the District shall levy not less than one mill tax on property within the
District as authorized by the Water Conservancy Act of Colorado. . ." in order to operate and
maintain District functions and facilities; and
WHEREAS,C.R.S. §37-45-122 limits the rate of levy to one mill on the dollar of assessed valuation
of property within the District after delivery of water from the works of the District and the District
is not increasing the levy above one mill, which levy was in existence for years prior to November
4, 1992; and
WHEREAS,C.R.S. § 29-1-301 as amended,does not apply to a conservancy district if the property
tax revenue increase results from a contractual obligation which has been approved by a majority of
the qualified electors of the taxing authority; and
WHEREAS, the Board of Directors found and determined that water has been delivered; is being
delivered; and will continue to be delivered from the works of said District;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of said District does now
estimate the amount of money to be raised by ad valorem taxation for the year of 1999, to be
collected in the calendar year of 2000, is approximately Six Million, Three Hundred Fifty-Seven
Thousand,Thirty Dollars($6,357,030);and said Board of Directors does hereby fix the rate of levy
of one mill to be levied upon every dollar of assessed valuation of property,both real and personal,
within Northern Colorado Water Conservancy District for the year 1999; and

BE IT FURTHER RESOLVED,that the Board of Directors of said District does now certify to the
Boards of County Commissioners of Boulder, Larimer, Weld, Morgan, Washington, Logan, and
Sedgwick Counties,in the State of Colorado, said rate of one mill,so fixed for said purposes of said
District to be levied upon every dollar of assessed value on all property within said District in said
counties as aforesaid, and does now direct that at the time and in the manner required by law for
levying of taxes for county purposes, said Boards of County Commissioners shall levy said tax of
one mill upon each dollar of assessed valuation of all property,real or personal, within the District,
in their respective counties, in addition to such other taxes as may be levied by such Boards of
County Commissioners; and
BE IT FURTHER RESOLVED, that all officers having authority to levy and collect such taxes
within each said county, levy and collect such taxes in the form and manner as county taxes are
collected and when collected to pay same to Northern Colorado Water Conservancy District, all as
provided by the Water Conservancy Act of Colorado, C.R.S. §§ 37-45-101 et seq.

D-1029-08-99
COLLECTION OF CLASS D SPECIAL ASSESSMENTS
WHEREAS,the Board of Directors of Northern Colorado Water Conservancy District has heretofore
made Class "D" allotments of water, as provided by law, and such allotments are attached to certain
lands within the District; and
WHEREAS, the District Board has caused to be recorded in the counties in which said lands are
located, the petitions of the owners of the land and the attached Orders of the Board for the
allotments so made; and
WHEREAS, to levy and collect special assessments upon those lands having Class "D" allotments,
the Board of Directors of the District is required, on or before the first day of October of each year,
to certify to the County Assessors of the counties within the District in which such lands are located,
the amount of the annual installment to be collected on the tax roll as a flat special assessment
against the lands for which such water was petitioned and allotted; and
WHEREAS,the Board has certified to the County Assessors in each of the counties in which such
allotments have been made, a list of the lands and the amount of such annual installments in dollars
to be collected against said lands; and
WHEREAS,the District Board has computed the aggregate total of such installments to be collected
in each of the counties and such totals shall approximate but not exceed the following:
BOULDER $62,000.00
LARIMER $92,000.00
WELD $197,000.00
NOW,THEREFORE,BE IT RESOLVED,that under the provisions of the Water Conservancy Act,
C.R.S. §§ 37-45-101 et seq. all officers or bodies having authority to levy and collect special
assessments within their jurisdiction shall so levy in the year 1999 and collect such special
assessments in the year 2000 as are herein provided, in the time, form, and manner and with like
interest and penalties as special assessments are collected, and when collected, shall pay the same
to Northern Colorado Water Conservancy District.

TOWN OF PIERCE
RESOLUTION TO SET MILL LEVIES
A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 1999, TO
HELP DEFRAY THE COSTS OF GOVERNMENT FOR THE TOWN OF PIERCE,
COLORADO, FOR THE 2000 BUDGET YEAR.
WHEREAS,the Board of Trustees of the Town of Pierce has adopted the annual budget in
accordance with the Local Government Budget Law, on December 13, 1999 and;
WHEREAS, the amount of money necessary to balance the budget for general operating
purposes from property tax revenue is $68,229, and;
WHEREAS,the amount of money necessary to balance the budget for refunds/abatements
is $135, and;
WHEREAS, the 1999, valuation for assessment for the Town of Pierce as certified by the
County Assessor is $4,086,380.
NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN
OF PIERCE, COLORADO:
Section 1. That for the purpose of meeting all general operating expenses of the Town of
Pierce during the 2000 budget year, there is hereby levied a tax of 16.697 mills
upon each dollar of the total valuation for assessment of all taxable property within
the Town for the year 1999.
Section 2. That for the purpose of meeting all refunds/abatements of the Town of Pierce
during the 2000 budget year, there is hereby levied a tax of.033 mills upon each
dollar of the total valuation for assessment of all taxable property within the Town
for the year 1999.
Section 3. That the Mayor is hereby authorized and directed to immediately certify to the
County Commissioners of Weld County, Colorado the mill levies for the Town of
Pierce as hereinabove determined and set.
ADOPTED, THIS 13th day of December, A.D., 1999.

WHEREAS, the Board of Education of the Larimer County School District R2-J has
determined the amount of the 2000 property tax revenues under the Public School Finance Act
of 1994 (as amended) to be $21,055,844 and;
WHEREAS, the amount of the general fund voter-approved override for the Larimer
County School District R2-J is $5,763,535 and;
WHEREAS, the amount of tax credit and abatement costs to be offset under Title 39
of the Colorado Revised Statutes is $81,181 and;
WHEREAS, the required property tax revenues for repayment of the principal and

raised from a levy of 13.823 mills against the valuation for assessment of all taxable property located
within the boundaries of the School District for the Bond Redemption Fund of the School District for fiscal
period beginning July 1, 1999 and ending June 30,2000.
BE IT FURTHER RESOLVED, that the Board of Education of the Adams and Weld Counties
School District 27J, Adams County, Colorado, herewith authorizes and certifies to the City and County of
Denver, State of Colorado, the amount of $53,534 to be raised from a levy of 4.647 mills against the
valuation for assessment in the amount of $11,520,180 of taxable property located within the former
boundaries of the School District for the Bond Redemption Fund of the School District for fiscal period
beginning July I, 1999 and ending June 30, 2000.
BE IT FURTHER RESOLVED, that the Secretary of the Board of Education be, and he is hereby,
directed to forward the certification for each fund by copy of this Resolution to the Board of County
Commissioners for the Counties of Adams and Weld, State of Colorado and the City and County of
Denver, State of Colorado.

_ D. Which One To Use? There is general agreement among practitioners that the most restrictive of the two
revenue limits ("5.5%" or TABOR) must be respected, disallowing the levying of the greater amount of revenue
which would be allowed under the other limit. Therefore, one must decide which of the two limits is more
— restrictive.
Compare Line A8 to Line C2. The lesser of the two is the more restrictive revenue limit.
NOTE: TABOR(4)(a)requires prior voter approval to levy a mill levy above that of the prior year. This is a third
limit on property taxes that must be respected, independent of the two revenue limitations calculated above. If the
lesser of the two mill levies in A9 and C3 is more than the levy of the prior year, it is possible that neither of
the revenue amounts may be generated, and that revenues must be lowered to comply with this third limit.
'This section is offered as a guideline only. The Division of Local Government is required by law to
enforce the "5.5%" limit, but does not have any authority to define or enforce any of the limitations in
TABOR.

Other levies:
Capital Expenditure Levy
Under the"5.5%"limit,additional revenue greater than that on line A8 may be levied for capital expenditures,if the specific
procedures in 29-1-301(1.2)[counties or municipalities]or 29-1-302(1.5),C.R.S.[special districts or towns under 2000
in population] are followed,or an election is held for this purpose. If such a levy is made,it and the revenue resulting from
it must be certified to the county as a separate levy on the appropriate line of Form DLG 70. The amount of revenue derived
from this capital levy will not accrue to the "base" upon which next year's calculation will be made.
Refund/Abatement Levy
The refund and abatement revenue, on line 20, reported by the County Assessor to some local governments on the
"Certification of Assessed Valuation" is not part of either property tax revenue limitation. This figure, if any, represents
revenue that the jurisdiction should have received,but did not. The local governmentmav certify mills sufficient to generate
the refund and abatement revenue amount' in excess of the ones calculated for the property tax revenue limitation. This is
an optional levy and will not accrue to the base for subsequent years' limit calculations. It can be entered on the appropriate
line of Form DLG 70 for certifying all levies.
Temporary Tax Credit/Mill Rate Reduction
A temporary mill levy reduction can be made,in order to effect a refund of tax revenue(39-1-111.5,and 29-1-301(6),C.R.S.).
If used, it should be certified as a separate levy on line 2 of Form DLG 70, when certifying tax levies to the County
Commissioners.
Annual Incentive Payments
The "5.5%" revenue limitation may be exceeded by counties and municipalities by the total amount of annual incentive
payments made by the local government in accordance with agreements negotiated with certain private business taxpayers
pursuant to CRS 30-11-123(6)[counties]and CRS 31-15-903(5)[municipalities]. This is an optional levy and will not accrue
to the base for subsequent years' limit calculations. It should be certified to the county commissioners as an"other levy"on
line 7 of Form DLG 70.
Reappraisals Ordered by the State Board of Equalization
The "5.5%" revenue limitation may be exceeded by counties to pay for the reappraisal of classes or subclasses ordered by or
conducted by the State Board of Equalization (C.R.S. 29-1-301(1)(a)). This levy should be certified as an "other levy" on
line 7 of Form DLG 70.
Payment to the State for Excess State Equalization Payments.
The"5.5%"revenue limit may be exceeded to make payments to the state when excess state equalization payments are made
to school districts due to the undervaluation of taxable property(C.R.S.29-1-301(1)(a)). This levy should be certified as an
"other levy" on line 7 of Form DLG 70.

'29-1-301(1), C.R.S. and a 1994 Supreme Court case both allow the levying of an amount of revenue
above the revenue limits without an election to recoup revenue which was lost in the previous year due to
abatements and refunds which might have been granted by various boards and courts. So,for example, if an entity
levies$10,000 in one year,but only received$9,000 due to a$1,000 tax abatement granted by a District Court, it
could levy an additional$1,000 above either the "5.5%"or TABOR revenue limitation in the following year to
offset the loss of revenue.

2000 BUDGET MESSAGE
The attached 2000 Budget for Weld County Tri-Area Sanitation District includes
several important features. The District is a Colorado Special District organized
and existing pursuant to the provisions of the Special District Act, Title 32, C.R.S.
and its governmental functions are subject to the provisions of Article X, Section 20,
of the Colorado Constitution.
The annual budget for the year beginning January 1, 2000 and ending December 31,
2000, is prepared in accordance with Local Government Budget Laws of Colorado
as required for Title 32 Special Districts.
The books and records are maintained on the accrual basis of accounting. The
revenues are recognized when they are earned and the expenses are recognized
when they are incurred. The accounts of the District are organized and presented in
accordance with generally accepted accounting principles as applied to a
governmental unit operated as an Enterprise Fund. Enterprise Fund accounting is
used to account for the operations of governmental units which are financed and
operated in a manner similar to private business enterprises.
The District's financial statements for 1998 were audited by Watkins and Schommer
of Greeley. The District has engaged Watkins and Schommer to perform the 1999
audit of the District's financial statements.
All Reserve Fund balances are deposited with ColoTrust individual accounts or
invested in interest bearing accounts at Valley Bank in Frederick.
The 2000 budget adopted lowers the General operating tax levy to 0.144 mills. This
is due to the Tabor and 5.5% Statutory Property Tax calculations. The wastewater
and storm drainage functions of the District shall be considered an enterprise during
2000 and shall be operated in accordance with the requirement of such status, as set
forth in Article X, Section 20, of the Colorado Constitution, and Section 37-4.5-101,
et seq., C.R.S. Resolution No. 96-9 to recognize enterprise status is filed at the
District office.
2000 BUDGET MESSAGE

The budget includes the maintenance of the sewer plant lagoon system, existing
service lines and including funds for increased monitoring of sanitary sewer lines for
breakage and deterioration.
Also included are funds to maintain storm drainage channels on the outskirts of the
District limits. The District plans a major drainage project in 2000 to provide the
Tri-Town communities with improved storm drainage protection. Fees will be
collected at $4.00 per month per single family equivalent for this purpose. This
District is participating with a Regional Drainage group and is seeking outside
funding for these projects.
The following goals are an information outline and are not listed in any priority
level.
1. Maintaining the Plant Improvement/Investment/Tap Fee Fund for future
growth and/or expansion by depositing all new tap fees in this ColoTrust
account. The District has been studying a ten year plan for plant
expansion.
2. Continuing with a 5 year maintenance plan for our main sewer collection
lines. This will include root removal, repairing lines and repair or replace
cracked lines.
3. Flood control maintenance for perimeter flood ditches.
4. Continue flood control improvement according to drainage studies.
5. Retaining a solid Capital Reserve Fund for any emergency at the treatment
plant and/or collection lines.
6. Update equipment for plant, lagoons, safety and line maintenance.
7. Plan for a collection line on the east side of the district.

RESOLUTION 99-6 TO ADOPT BUDGET
A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR EACH FUND
AND ADOPTING A BUDGET FOR THE WELD COUNTY TRI-AREA SANITATION
DISTRICT, FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF
JANUARY, 2000, AND ENDING ON THE LAST DAY OF DECEMBER, 2000.
WHEREAS, the Board of Directors of the Weld County Tri-Area Sanitation District, Colorado
has appointed Cynthia Sullivan, District Clerk to prepare and submit a proposed budget to said
governing body at the proper time; and
WHEREAS, Cynthia Sullivan, Clerk to the District has submitted a proposed budget to this
governing body on October 14, 1999, for its consideration, and;
WHEREAS, upon due and proper notice, published or posted in accordance with the law, said
proposed budget was open for inspection by the public at a designated place, a public hearing was
held on November 9, 1999, and interested taxpayers were given the opportunity to file or register
any objections to said proposed budget, and;
WHEREAS, whatever increases may have been made in the expenditures, like increases were
added to the revenues so that the budget remains in balance, as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE Board of Directors of the Weld County Tri-
Area Sanitation District, Colorado:
Section 1. That the budget as submitted, amended, and herein-above summarized by fund, hereby
is approved and adopted as the budget of the Weld County Tri-Area Sanitation District for the
year stated above.
Section 2. That the budget hereby approved and adopted shall be signed by the Board President
and Board Secretary and made a part of the public records of the District.

A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2000, TO

WHEREAS, the board of directors of the Weld County Tri-Area Sanitation District, has adopted
the annual budget in accordance with the Local Government Budget Law, on November 9, 1999

WHEREAS, the amount of money necessary to balance the budget for general operating purposes
from property tax revenue is $2,814.00, and;
WHEREAS, the 2000, valuation for assessment for the Weld County Tri-Area Sanitation District

A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 1999 TO
HELP DEFRAY THE COSTS OF GOVERNMENT FOR THE WELD LIBRARY DISTRICT,
COLORADO, FOR THE 2000 BUDGET YEAR.
WHEREAS, the Library Board of the Weld Library District has adopted the annual budget
in accordance with the Local Government Budget Law, on December 13, 1999, and
WHEREAS, the amount of money necessary to balance the budget for general operating
expenses is $4,663,014, and
WHEREAS, the 1998 valuation for assessment for the Weld Library District as certified by
the County Assessor is $1,435,215,212.
NOW, THEREFORE, BE IT RESOLVED by the Library Board of the Weld Library District,
Colorado:
Section 1. That for the purpose of meeting all general operating expenses of the Weld
Library District during the 2000 budget year, there is hereby levied a tax of 3.249 mills upon each
dollar of the total valuation for assessment of all taxable property within the District for the year
2000.
Section 2. That the District Librarian is hereby authorized and directed to immediately

A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR EACH
FUND AND ADOPTING A BUDGET FOR THE WEST GREELEY SOIL
CONSERVATION DISTRICT, COLORADO, FOR THE CALENDAR YEAR
BEGINNING ON THE FIRST DAY OF JANUARY, 2000, AND ENDING ON THE LAST
DAY OF DECEMBER, 2000.
WHEREAS, the Board of Supervisors of the West Greeley Soil Conservation District has
appointed Stanley D. Cass, Secretary/Treasurer, to prepare and submit a proposed budget to
said governing body at the proper time, and;
WHEREAS, Stanley D. Cass, Secretary/Treasurer, has submitted a proposed budget to this
governing body on December 14, 1999 for its consideration, and;
WHEREAS, upon due and proper notice, published or posted in accordance with the law,
said proposed budget was open for inspection by the public at a designated place, a public
hearing was held on December 14, 1999 and interested taxpayers were given the opportunity
to file or register any objections to said proposed budget, and;
WHEREAS, whatever increases may have been made in the expenditures, like increases
were added to the revenues so that the budget remains in balance, as required by law.

A RESOLUTION APPROPRIATING SUMS OF MONEY TO THE VARIOUS FUNDS
AND SPENDING AGENCIES, IN THE AMOUNT AND FOR THE PURPOSE SET
FORTH BELOW, FOR THE WEST GREELEY SOIL CONSERVATION DISTRICT,
COLORADO, FOR THE 2000 BUDGET YEAR.
WHEREAS, the West Greeley Soil Conservation District Board of Supervisors has adopted the
annual budget in accordance with the Local Government Budget Law on December 14, 1999,
and;
WHEREAS, the West Greeley Soil Conservation District Board of Supervisors has made
provision therein for revenues in an amount equal to or greater than the total proposed
expenditures as set forth in said budget, and;
WHEREAS, it is not only required by law, but also necessary to appropriate the revenues
provided in the budget to and for the purpose described below so as not to impair the operations
of the district.
