WELD COUNTY COUNCIL
June 13 and 16, 1995

The Weld County Council met in regular session in full conformity with the Weld County Home Rule
Charter at the Weld County Centennial Center in the First Floor Assembly Room, 915 10th Street,
Greeley, Colorado, June 13, 1995 at 7:30 p.m.
ROLL CALL: The meeting was called to order by President Jim Gardner, and the following members
were present constituting a quorum of the members thereof: Councilwoman Pam Malcom,
Councilwoman Judy Curtis, and Councilman Ralph Campbell. Councilwoman Stephanie Hayward
was excused. The Council secretary was also present.
APPROVAL OF MINUTES: Councilman Ralph Campbell moved to approve the minutes of the May
3, 1995 meeting. Councilwoman Pam Malcom seconded; the motion passed.
ADDITIONS TO THE AGENDA: President Jim Gardner added to the agenda: Council office
staffing.
APPOINTMENTS: The President noted the appointments listed on the agenda and verified that all
members planned to ride in the July 4th parade.
CORRESPONDENCE: Councilman Ralph Campbell was asked to read the letter that the Council
had sent to the Road and Bridge Department employees regarding the positive comments heard
about their work at the May 3, 1995 meeting. President Jim Gardner read the letter received from
County Engineer Drew Scheltinga regarding the status of the Road and Bridge issues that had been
discussed at the May 3, 1995 Council meeting. Council members discussed the fact that the Council
meetings were generating communication between County personnel and County citizens.
COORDINATOR REPORTS: President Jim Gardner reported about the discussions he had
regarding the 71st Avenue Citizens' Group contact with the Council. He reported that the group had
already met with the County Commissioners and that the group was pleased with the response
received from the County. The 71st Avenue contact person had complimented the County
Commissioners.
Councilwoman Pam Malcom and Councilman Ralph Campbell each confirmed that only residents of
the city of Greeley will be allowed to vote about the new county jail if there is a vote on that subject.
The agenda item regarding the need for governmental revenue apart from property taxes will be
brought up again when Councilwoman Stephanie Hayward is at the meeting.

OLD BUSINESS:
July 4th Parade and Banners
The banners to be purchased for use in the July 4th parade were discussed. Councilwoman Malcom
wanted in put from other Council members on the appearance of the banners. The exact wording
was discussed and it was decided that the banners would simply say, Weld County Council. This
wording will make the banners versatile. Councilman Ralph Campbell suggested the County seal be
included on the banners. The secretary is to research the approved color scheme for the County seal
and give the information to Councilwoman Malcom.
President Jim Gardner said that the Council members would be riding in a 1965 Ford Mustang in the
parade. The secretary is to forward the assembly point details to each Council person.
Signing of First Quarter Report to the People
All members present, except President Jim Gardner, signed the First Quarter Report to the People.
President Gardner had not been at the meeting when the Report to the People was approved.
Press Release After Each Meeting
It was determined that the Council President would prepare a brief summary of the meeting minutes
after each Council meeting. This would be used as a press release. It was requested that the
secretary research the days that the "Weld County News column is printed in The Greeley Tribune
and, if possible, request that the Council news release be printed in that location.
KFKA Coffee Break
President Jim Gardner reported on his participation at the May 23, 1995 KFKA Coffee Break. The
host primarily directed the discussion to the Del Camino pre -parole prison situation. President
Gardner said that he stressed more communication between citizens and the Commissioners.
Councilman Campbell noted that, however slow, the system available for citizen in put on County
issues does work.
NEW BUSINESS:
Payment of the Bills
Councilwoman Malcom moved to pay the bills as listed. Councilwoman Judy Curtis seconded the
motion. The motion passed.
August 2, 1995 Council Meeting
Councilwoman Malcom suggested inviting County Clerk and Recorder Suki Tsukamoto to the August
2, 1995 Council meeting in Ft. Lupton. President Gardner will check this with Vice President
Stephanie Hayward as she is in charge of the set up for that meeting.

1996 Council Budget
The 19% Council budget amounts were discussed. President Gardner presented the case for
increasing the Council's secretarial hours. Councilman Ralph Campbell moved that the Council
request an additional two days per month of secretarial help. Councilwoman Judy Curtis seconded
the motion. The motion passed. It was agreed that the additional hours would not be posted, and
that it would include the secretary probably working the day immediately following the monthly
meetings.
The Council decided that the discussion of the budget should be continued Friday evening, June 16,
1995, when Councilwoman Stephanie Hayward could participate. Councilwoman Malcom moved that
the Weld County Council's June 13, 1995 meeting be continued at 6 p.m. at Pepe O'Toole's
Restaurant, 2726 W 11 Street Road, Greeley, in a conference room. The agenda for the meeting will
be the 1996 Council budget. Councilwoman Judy Curtis seconded the motion. The motion passed.
Secretarial Research Requests
The secretary distributed information about Agricultural Land Conversion in Colorado. This included a
reader survey sheet for each Council member. Council persons may return the surveys directly to
the Colorado Department of Agriculture. Alternately, they could bring their copy to the July 5, 1995
Council meeting, and the secretary would return them.
A copy of House Bill 205 is not currently available, but the secretary will continue to seek a copy for
the Council.
A summary of discussion of the June 7, 1995 Elected Officials' Meeting prepared by the secretary
was distributed.
Councilman Ralph Campbell moved Councilwoman Malcom sign Council documents this evening due
to President Jim Gardners inability to sign due to his hand surgery. Councilwoman Judy Curtis
seconded the motion; motion passed.
ADJOURNMENT:
At 9:15 p.m., President Garner adjourned the meeting until 6 p.m. Friday, June 16, 1995.

16, 1995.

ROLL CALL: Following dinner, the meeting was called to order by President Jim Gardner, and the
following members were present, constituting a quorum of the members thereof: Vice President
Stephanie Hayward, Councilwoman Judy Curtis, Councilwoman Pam Malcom. Councilman Ralph
Campbell was excused. The Council secretary was also present.
1996 Council Budget:
The Council examined and discussed each line item for the 1996 Council budget. Councilwoman
Judy Curtis moved that the Council adopt the proposed 1996 Council budget as outlined on the
Budget Account Work sheets prepared at the meeting. Councilwoman Malcom seconded the motion.
The motion passed unanimously.
ADJOURNMENT: The meeting was adjourned at 9:15 p.m.
