Kirkmeyer, Chair- EXCUSED Commissioner George E. Baxter, Pro-Tem Commissioner Dale K. Hall Commissioner Constance L. Harbert Commissioner W. H. Webster Also present: Acting Clerk to the Board, Shelly Miller Assistant County Attorney, Lee Morrison Public Works Department representative, Drew Scheltinga The following business was transacted: I hereby certify that pursuant to a notice dated April 24, 1996, and duly published May 2, 1996, in the North Weld Herald, a public hearing was conducted to consider the creation of Weld County Delwood Avenue Local Improvement District #1995-2. Lee Morrison, Assistant County Attorney, made this a matter of record and noted formal notice was mailed to all property owners. Drew Scheltinga, Engineer for the Public Works Department, reviewed overhead displays previously marked as Exhibit E, indicating Delwood Avenue between East 18th Street and U. S. Highway 34 in Lindale Subdivision is to be improved with 2 inches of asphalt pavement, 54-foot wide, over 4 inches of aggregate base course. Mr. Scheltinga stated the total cost estimate was $33,320.00, with assessments to be $1,960.00 per lot; however, bids were opened yesterday, June 4, 1996, and the low bidder was Western Mobile Northern, Inc., for$23,577.56. He stated, therefore, the savings will be passed on to the owners when assessed at the final hearing and estimated the cost per lot to be approximately $1,400.00 based on said bid. Mr. Scheltinga reviewed the table of estimated payments over ten years, at 6.25-percent interest, and reiterated the decrease in cost per lot, which will be spread over 17 lots. He clarified that the culdesac will be reshaped and regraded to drain into the barrow ditch along U. S. Highway 34; however, there is very little fall in elevation. Therefore, the effort will mitigate, but not eliminate, the drainage problem. Responding to questions from the Board, Mr. Scheltinga confirmed the petition was signed by 17 of the 17 lot owners, or 100 percent of the property owners. No public testimony was offered. Commissioner Harbert moved to approve the creation of Weld County Delwood Avenue Local Improvement District#1995-2. Commissioner Webster seconded the motion, which carried unanimously.
