HomeMy WebLinkAbout982242.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR ONE-STOP CAREER CENTER LINE OF CREDIT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding for the One-Stop Career Center among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Human Services Department, the Colorado Workforce Coordinating Council, and the Office of the Governor, with terms and conditions being as stated in said memorandum of understanding, and WHEREAS, after review, the Board deems it advisable to approve said memorandum of understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for the One-Stop Career Center line of credit among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Human Services Department, the Colorado Workforce Coordinating Council, and the Office of the Governor, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said memorandum of understanding. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 18th day of November, A.D., 1998. Speckman, Executive Director, Human Services SUBJECT: Memorandum of Understanding Between the Workforce Coordinating Council, Office of Governor Roy Romer, State of Colorado, and the Weld County Board of Commissioners Enclosed for Board approval is a Memorandum of Understanding between the Workforce Coordinating Council and the Weld County Board of Commissioners . This Understanding provides a line of credit to workforce development regions, in order to meet the unique regional training needs with the Colorado One-Stop Career Center system. Weld County shall receive Seven Thousand Dollars ($7, 000 . 00) Line of Credit, minus expenditures to date, to be used to upgrade the skills of its One-Stop Career Center personnel . Funds will be dispersed on a cost-reimbursement basis and must be expended by December 31, 1999 . PaMdo Chair Ledy Garcia-Eckstein MEMORANDUM OF UNDERSTANDING Executive Director This letter constitutes an agreement (the "Agreement") between the Workforce Coordinating Council (the "Council"), Office of Governor Roy Romer, State of Colorado, and the Weld County Board of Commissioners (the "Commissioners"), representing the workforce development region encompassing Weld county. Under this agreement, the Council shall provide lines-of-credit to workforce development regions, as stated below, in order to meet the unique regional training needs within the new Colorado One-Stop Career Center system. WHEREAS, authority exists in the Law and funds have been budgeted, appropriated or otherwise made available, and a sufficient unencumbered balance thereof remains available for payment through a federal grant to implement a One-Stop Career Center system in Colorado (the One-Stop grant, number 1520); and WHEREAS, an assessment was conducted by the Colorado Community College and Occupational Education System in the spring of 1997 and 1998 to determine the staff training needs of the eighteen One-Stop implementation regions; and WHEREAS, based on the results of the training needs assessment conducted in 1997 and 1998, the Council agreed to obligate funds from the One-Stop implementation grant to establish lines-of-credit for workforce development regions wishing to upgrade the skills of their One-Stop staff; and WHEREAS, it is in the interest of the state to assure that staff members of the One-Stop Career Centers receive the training necessary to effectively meet the needs of local job- seekers and employers within the new One-Stop Career Center system. NOW THEREFORE, it is hereby agreed that: 1. The Commissioners shall receive a $7,000 line-of-credit (or $7,000 minus the actual expenses incurred to date) to be used to upgrade the skills of its One-Stop Career Center personnel. Any costs incurred over $7,000 will be the responsibility of the workforce development region. 9 2. A line-of-credit application must be submitted and approved by the Training Committee and the Council before any funds may be released. (Please see attached forms for reference.) 3. Funds will be dispersed on a cost-reimbursement basis and must be expended by December 31, 1999. Payment will be made based upon reasonable, allowable, and actual costs incurred, and within the budget previously approved by the Training Committee and the Council. 4. An evaluation of the effectiveness of the training must be submitted to the Training Committee at the conclusion of the training session. The Training Committee will review the evaluation results and provide a summary to the Council. 5. Payment under this agreement is contingent on the availability of federal funds. If such funding is no longer available to the Council, payment will not be available under this Agreement and services will be terminated. 6. This Agreement may be terminated by the mutual agreement of all parties. 7. This Agreement is personal in nature and is not assignable. 8. This letter contains the entire agreement of the parties. Carpenter, C of of Staff Date Office of the Governor to a G / dA 7/A Line-of-Credit Training The One-Stop Training Committee has recommended that each workforce development region in Colorado have access to a "line-of-credit" to meet unique regional training priorities in implementing the One-Stop Career Center system. To meet this need, the Workforce Coordinating Council has agreed to obligate funds from the training budget to establish a line-of-credit for each implementation region. Regions will have access to a $7,000 line-of-credit once the implementation application has been approved and a Memorandum of Understanding (MOU) has been signed with the state for One-Stop implementation funds. To access line-of-credit funds, the One-Stop director must fill out and submit the attached form (for each training request) to the Training Committee, in care of the Colorado Community College & Occupational Education System. Proposed training must be designed for One-Stop staff and management. Within 72 hours of receipt of the line-of-credit request, the Training Committee will review the training request, recommend approval or denial, and forward the request and its recommendations to the Workforce Coordinating Council. The executive director of the Workforce Coordinating Council will make the final decision regarding approval of the line-of-credit request, based on the Training Committee's recommendation. The region will be responsible for evaluating the effectiveness of the training at the conclusion of the session and providing written comment to the Training Committee. The Training Committee will review the evaluation results from each training and will provide a summary to the Workforce Coordinating Council.
