WELD COUNTY, COLORADO

ROLL CALL:
The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, February 27, 1995, at the hour of 9:00 a.m.
The meeting was called to order by the Chairman
and on roll call the following members were present,
constituting a quorum of the members thereof:
Commissioner W. H. Webster, Chairman
Commissioner Dale K. Hall, Pro-Tem - EXCUSED
Commissioner George E. Baxter
Commissioner Constance L. Harbert
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Shelly Miller
Finance and Administration Director, Don Warden
MINUTES: Commissioner Baxter moved to approve the minutes of the Housing Authority
Board meeting of January 23, 1995, as printed. Commissioner Webster
seconded the motion, and it carried unanimously.
NEW BUSINESS: CONSIDER 1994 SECTION 8 YEAR END SETTLEMENT REPORTS AND
AUTHORIZE CHAIRMAN TO SIGN: Jim Sheehan, Housing Authority Director,
stated reports have been prepared for the program year ending in 1994,
including expenditures in the amount of $895,540 for the Voucher Project and
$721,109 for the Certificate Program. He said the balances are very healthy,
being at $1,253,201 for the Voucher Project and $664,605 for the Certificate
Program. Mr. Sheehan explained the Section 8 Certificate Program Contract
will end in 1996 and a new application to HUD will be considered.
Commissioner Baxter moved to approve said reports and authorize Chairman
to sign. The motion, seconded by Commissioner Webster, carried unanimously.
CONSIDER 1995 HOUSING REHABILITATION LOAN PROGRAM POLICIES
AND PROCEDURES: Mr. Sheehan stated the 1995 Housing Authority
Rehabilitation Program Management Plan has been prepared for review and
approval. He noted the significant revisions which include changing the name
to the "Loan Program"; changing the number of homes to 20; expanding the
target area to include Dacono, Hudson, Windsor, and Census Tracts 19.02,
22.01, 22.02, and 25.02; changing the program loan approach from a three
percent interest to a variable interest rate loan ranging from zero percent to the
commercial rate, depending on the applicant's circumstances; and requiring a
contractor to contact the homeowner for an inspection of the property. Mr.
Sheehan confirmed for Commissioner Baxter that the number of homes actually
increased. Commissioner Harbert moved to approve said plan, and
Commissioner Baxter seconded the motion, which carried unanimously.

CONSIDER 1995 APPLICATION FOR COLORADO DIVISION OF HOUSING
REHABILITATION PROGRAM ASSISTANCE AND AUTHORIZE CHAIRMAN
TO SIGN: Mr. Sheehan stated this application is for $320,551 for HOME and
CDBG funds for the rehabilitation program for 1995. He stated the plans include
rehabilitating 20 units, with $2780,551 for rehabilitation services and $40,000 for
administration. He noted 20 percent could have been requested for
administration; however, only 13 percent of the total amount of the program was
necessary. Commissioner Baxter moved to approve said application and
authorize the Chairman to sign. The motion, seconded by Commissioner
Webster, carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:40 a.m.
