The inclusion of guests on our ranch in noway conflicts with the Weld County Comprehensive plan, but rather enhances our attempts to increase agricultural production on the ranch. By including guests that appreciate the natural systems and natural processes enhances the guests awareness of the need to preserve farmland. .It is our goal to protect the natural beauty,flora and fauna of our ranch along with reaching optimum farm production. By finding alternative income, we can better defray the threat of encroaching growth of cities. How does this proposal meet the intent of the zone district it is located in? 2. Yes, this proposal meets the intent of the zone district of agriculture. Our main focus of the ranch is to maintain and promote agriculture as an essential feature of Weld County. Uses by Special Review in the A District do include guest farms and hunting lodges with approval of a permit. We meet the bulk requirements of minimum lot size of 80 acres and minimum setback of 20 feet. Within the uses allowed by right in the A District, we do graze livestock on the ranch well under the maximum number ANIMAL UNITS of 4 per acre. We conserve the fragile nature of the plains and do not overgraze. How is this use compatible with future development as stated in the Weld County Comprehensive Plan? If yes, how? 3. Yes, the use of our ranch for guests is compatible with the Weld County Comprehensive Plan future development. Our plan for guests does not conflict with any of the 8 goals listed in the Comprehensive plan agricultural section (final draft copy August 22, 1995) What type of uses surround this site? Is this request compatible with surrounding uses? 4. The type of uses that surround our ranch is also agricultural; therefore is compatible with surrounding uses. Is this property located within a Flood Hazard zone, Geologic Hazard zone, or Airport Overlay zone and does it meet these special requirements? 5. No. The property is not located in any hazard zone or airport overlay zone. What efforts have been made to conserve productive agricultural land? 6. We seek the help of conservation agents and soil testing experts to conserve productive agricultural land. We have the protection of our present established windbreak and have planted an additional 1600 feet of windbreak (trees and bushes). How will public health, safety and welfare be protected? 7. We will be informed and consistently follow public health, safety and welfare regulations. What will the site be used for? 8. The site will be used for guests accommodations for people interested in experiencing the workings of a ranch and for guests wishing to bird watch both on the ranch and at nearby Pawnee Buttes. 961034 How close is this site to other residential structures? 9. The ranch house, second farm house and outbuildings are located one mile from the town of Hereford, our closest residential structures. How many people will be employed at this site and what hours will they work? 10. One person besides the two owners will be employed to assist the guests. The hours working will be essentially 8:00 a.m.to 4:00 p.m. for 6 days a week. How many people will use this site? 11. One to six people may occupy the second farm house nightly. In the future (4 to 5 years from now) an additional two to eight people may occupy our present home to be converted to facilities for guests. What type and how many animals, if any, will be on this site? 12. The ranch could possibly support 250 animal units for 5 months. Possibly 20 horses may be utilized for ranch work and "dude" use. What type and how much, if any, operating and processing equipment will be utilized on site? 13. Various farm equipment is utilized on the ranch for hay production but none of the equipment will be accessible to guests. What type and how many structures will be erected(built)on this site? 14. We have two homes presently on the site: the three bedroom house we live in; and a second two bedroom farm house guests may use. In the future we hope to build a home and then convert our present residence to guest accommodations. What kind(type, size, weight)of vehicles will access this site and how often? 15. The kind of vehicles that may access this site is a semi cattle truck twice a year and delivery vehicles infrequently(3-4 times a year). The driveway and parking for the guests are separate from the driveway used by the above semi, delivery trucks and farm equipment. Will this site use a septic system or public sewer facilities? 16. This site uses a septic system--one for each house. Are you proposing storage or stockpile of wastes on this site? If so, what is the size and type proposed? 17. No. How often will debris,junk, or waste be disposed of? By what means? 18. Weekly,the refuge will be stored in 50 gallon barrels and then taken to Grover to be picked up by disposal trucks. How long will it take to construct this site and when will construction begin? 19. There is no proposed site to operate this bed and breakfast. The proposed new home construction 961094 would not be until at least the year 2000,then allowing the present residential home to be converted to guest accommodations. No actual construction or remodeling of either existing house is necessary to accommodate guests. Explain the proposed landscaping plans and erosion control measures associated with this site. 20. There are no proposed landscaping plans or erosion control measures planned. The ranch improvements have an established and substantial wind break. Explain any proposed reclamation procedures when termination of the Special Review use begins. 21. No proposed reclamation procedures are needed or planned. There are only limited facilities available to people who wish to enjoy the National Pawnee Grasslands.- -a bed and breakfast in Grover. Otherwise the closest facilities are probably 50 miles away in Cheyenne. We propose to enhance the awareness of city dwellers to the delicate balance of nature on the plains and to promote a better understanding of agriculture. Who will provide fire protection for this site? 23. Grover FireDistrict provides fire protection in this area. What or who will provide water to this site? 24. Well water is our source of water. How will storm water drainage be handled on the site? 25. I am asking that the Board waive the required $1100.00 fee that must accompany the Use By Special Review application. Our application is for a permit to operate a small scale bed and breakfast and/or a small scale "dude" ranch. The greatest number of people we can accommodate is six per week and in several years perhaps as many as 12 per week during the summer. I am requesting this waiver for the following reasons: 1) We live in a remote part of Weld County--Hereford drea. The distances and uniqueness of this high plains community may be detrimental to the attractiveness of this business in comparison to other "dude" areas available thereby limiting success. 2) The potential for making a steady income from guests is several years away since building a good reputation takes time. 3) This additional potential income is seasonal (summer only), thereby severely limiting income. 4) The guest accommodations are limited to six people. 5) A recently established bed and breakfast in the Grover area had their application fee waived in 1994 USR 1066. I have tried to be as thorough as possible in the completion of the application to lessen the burden to the planning department and other involved departments. In Item (SA), the legal description as stated would describe a square tract of 40 acres in a typical square mile section. If this is the correct description of your tract, please state the number of acres in Item (5C). If your tract is not a square 40 acre tract, then this description in (5A) will need to be corrected accordingly. In Item (7), you are applying for an annual withdrawal of ground water of 1 acre-foot (325,850 gallons). This amount may be low based on your proposed uses. Based on our calculations,your water requirement would be as follows: a) drinking and sanitary facilities in the proposed facility; 50 to 75 gal/person/day; 75(gal) X 8(persons) X 365(days) = 219,000 gal/yr or 0.67 acre-foot/yr. b) up to one acre of irrigation of gardens/lawns/landscaping; 16,292 gal/1,000 sq.ft. or 716,870 gal/yr/ac or 2.2 acre-feet/yr/ac. Total = 2.87 acre-feet/yr. There may be other miscellaneous water uses that are not included in these calculations, such as animal watering, which will require approximately 16,292 gal/yr for each four large domestic animals. Please provide more details on all proposed water uses, recalculate the amount you are requesting, then amend your application accordingly.
