WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
May 18, 1999, 6:30 p.m. at the Weld County Centennial Center.
ROLL CALL: The meeting was called to order by President Dan Oster. Vice President
Al Roberts, Councilman Dwaine Kurtz, and Councilwoman Joyce Smock were present,
constituting a quorum of the members. Councilman Rob Masden was excused. Also
present: County Attorney Bruce Barker, Director of County Information Services Brad
Keil, Judy Boeck, and Council secretary Bev Thomas.
SPEAKER: Director of County Information Services Brad Keil gave an overview of the
Weld County's Information Services Department. He summarized the history of
converting Weld County's mainframe computer to a PC-based system. Mr. Keil
outlined the components involved in Weld's computer system as well as the breakdown
of personnel who operate the system and provide service to Weld's employees. He
explained the relationship between SCT employees and services and Weld County's
Governance Board chaired by Weld's Finance Director Don Warden. He noted that all
personnel in the Information Services Department are employed by Systems in
Computer Technology (SCT) that has approximately 3500 employees world wide. Mr.
Keil complimented the management personnel of Weld County. He stated that SCT
works with fifty different government agencies. The relationship SCT has with Weld
County is held as a model for SCI's affiliations with government agencies.
Mr. Keil introduced SCT employee Judy Boeck. Ms. Boeck is the coordinator for Weld's
Geographical Information System (GIS.) She described the history of Weld's GIS
project which was started with grant money in January of 1997. She explained that a
liaison person from Weld County's Assessor's office works part time with the GIS staff
and that the Board of County Commissioners has recently funded two more GIS staff
positions. Ms. Boeck described the many "layers" of the digitalized system that will
ultimately be the data base capable of displaying all forms of geographically referenced
information and allow for analysis of the information. She said that there is need for a
balance between speed and accuracy in building the GIS data base.
UNFINISHED BUSINESS: County Attorney Bruce Barker and Council members
reviewed the proposed addition to the Weld County Council's Rules, Regulations, and
Procedures covering conflict of interest questions. Councilman Dwaine Kurtz made a
motion that the Council adopt the May 18, 1999 revision to the Council's Rules and

Regulations adding a section regarding conflict of interest. Vice President Al Roberts
seconded the motion and it carried unanimously.
APPROVAL OF MINUTES: Councilwoman Joyce Smock made a motion to approve
the April 20 Weld County Council minutes. Councilman Dwaine Kurtz seconded the
motion and it carried unanimously.
APPOINTMENTS: President Dan Oster will attend the May 26 Strategic Public
Relations luncheon for department heads & elected officials.
CORRESPONDENCE: Councilman Dwaine Kurtz noted that Weld County's Health
Department had been renamed Weld County Department of Public Health and
Environment.
COORDINATOR REPORTS:
Application for Special Review Permit
President Dan Oster reported that an application has been made to install a disposal
injection well at Weld County Road 39 and Weld County Road 40. President Oster has
been contacted by county citizens who are upset by the processing of this particular
special review permit.
Sand/Gravel Mining Draining Water Level of Wells
Vice President Al Roberts reported unrest among Weld citizens who feel that sand and
gravel mining is draining water from the wells of neighbors of the mining operation.
NEW BUSINESS
Council's 2000 Budget Proposal
President Dan Oster and Vice President Al Roberts will meet in the Council office June
7 at 1:00 p.m. to work on the Council's 2000 budget due July 7, 1999.
Payment of the Bills
Councilman Roberts made a motion that the following bills be paid.
Mileage for President Dan Oster 9i 15.12
Mileage for Vice President Al Roberts 9i 14.04
Mileage for Joyce Smock 9i 32.40
Councilman Dwaine Kurtz seconded the motion and the motion carried.
